REVIEWED: DOUG WILLMORE, CITY MANAGER---� Project Manager: Ron Dragoo, Principal Enginee,_� RECOMMENDATIONS: 1. Accept the project as complete. 2. Authorize the City Clerk to file a Notice of Completion for the project with the County Recorder; and if no claims are filed within 35 days after recordation, authorize the release of the Performance Bond. 3. Authorize the Director of Public Works to release the project retention to Tobo Construction 35 days after recordation of the Notice of Completion by the County Recorder contingent on no claims being filed on the project bond. BACKGROUND Robert Ryan Park is located on the southwestern side of Hawthorne Boulevard between Dupre and Vallon Dr. The roadway from Hawthorne into the park has a steady 8 to 9 percent downgrade to the south which allows traffic to accelerate rather quickly from the signal at Dupre Drive making access to and from the southern driveway difficult for drivers. The Park's southern driveway was narrow, with a steep vertical profile meeting the steep curvy segment of Hawthorne Boulevard at a sharp angle. Acceleration or deceleration lanes on Hawthorne D-1 Boulevard do not exist at the entrance. Furthermore, on weekends, when youth sports are underway, the 37 existing parking spaces on the upper parking lot were insufficient. Therefore, Hawthorne Boulevard was the only remaining place for visitors to park. Approximately 20 to 25 spaces on the southbound curb were used to accommodate visitors to the park during these events. In in some instance, drivers used the adjacent residential neighborhood which impacted residential traffic and generated additional pedestrian traffic. Due to reduced sight distances in this potentially unsafe situation, it was a challenge for drivers to access the parking from the southern driveway and also not safe for families leaving the parking lot in their vehicles on that portion of Hawthorne Boulevard. The lower elevation parking lot spaces, are reserved for persons with disabilities. DISCUSSION To address these safety issues, the engineering design for this project included widening of the southern entrance and also creating 32 additional parking spaces at the upper parking lot increasing the existing available spaces to 69 parking spaces. The new parking spaces were created by constructing a, textured, colored soil nail wall along the upper driveway to provide the necessary parallel parking spaces. Additionally, the vehicles using the upper parking lot now have the option of accessing the parking lot through the southern driveway and exiting to the south as well. In order for these safety improvements to be fully effective, parking of vehicles along southbound Hawthorne Boulevard between Dupree and Vallon Drive, needs to be restricted. For further safety enhancement, a study for safety of vehicles exiting from the southern driveway making a left turn to get on northbound Hawthorne Boulevard is necessary. It is noteworthy that drivers who need to turn on northbound Hawthorne Boulevard can either continue to use the upper driveway and exit at the signaled intersection at Dupree Drive, or alternately, they can access the lower driveway, make a right turn on Hawthorne Boulevard and make a u -turn at Vallon Drive signaled intersection. The parking restriction on this segment of Hawthorne Boulevard along with providing safe exit from both driveways will enhance safety of the park users and drivers on both sides of Hawthorne Boulevard. In the near future, Staff will request Council's approval for the above mentioned restrictions on Ryan Park's street parking and present results of the study on left turning movements to northbound Hawthorne Blvd. for vehicles exiting from the southern driveway. The project budget and final project costs are as follows: Contract Award Amount 641,000.00 Construction Contingency 89,100.00 Authorized Total Construction Budget $ 730,100.00 Construction Contract 641,000.00 Contract Change Orders 73,649.47 Total Construction Contract Costs $ 714,639.47 D-2 The total construction cost is less than estimated/authorized budget at the time Council awarded the construction contract. CONCLUSION Tobo Construction, Inc. has successfully completed all work in accordance with the plans and specifications. Therefore, the work should be accepted as complete and a Notice of Completion filed with the Los Angeles County Recorder. FISCAL IMPACT All work has been completed within the amount budgeted for this project.
