RECOMMENDATION
Select a date for a Closed Session with the negotiations team.
BACKGROUND
On October 18, 2011, the Rancho Palos Verdes Employees Association ("Association")
was formally recognized by the City Council via adoption of Resolution No. 2011-85. On
February 21, 2012, the City Council adopted Resolution No. 2012-14, which approved an
"agency shop agreement" between the City and the Association. On February 18, 2014,
the City Council approved the Baseline Memorandum of Understanding (MOU) Association
via adoption of Resolution No. 2014-09. This baseline MOU subsequently expired on June
30, 2014.
On May 6, 2014 the City Council adopted Ordinance No. 556 (effective June 7, 2014), the
RPV "OPEN" Ordinance, which codifies the open, public manner in which the City Council
is to negotiate with the Association. Shortly thereafter, on May 14, 2014, the City Council
directed Staff to conduct a Classification and Compensation Study to determine whether or
not the City's defined classification and compensation levels were set appropriately to meet
the labor market.
The City Council received and filed the Koff & Associates final study on February 17, 2015.
With the completion of the Classification and Compensation Study process, Council now
has an up-to-date, accurate set of data with which to continue the negotiation process.
DISCUSSION
On March 3, 2015, Councilman Duhovic suggested that the Council should schedule a
Closed Session to discuss the negotiations process apart from a regular City Council
meeting. Staff proposes Tuesday, March 24, 2015 beginning at 6:00 p.m. in the
Community Room at City Hall to meet in Closed Session with the negotiations team, to
discuss the negotiation process.
