Consideration and possible action to enter into a Professional Services Agreement with
Interwest Consulting Group to provide Building & Safety consulting services.
RECOMMENDED COUNCIL ACTION:
(1) Approve a two-year Professional Services Agreement with Interwest Consulting
Group to provide on-call Building & Safety services until June 30, 2019, with an
option for the City Manager to approve an extension of the Agreement for one
additional year.
FISCAL IMPACT: Costs associated with Building & Safety services provided by
Interwest Consulting Group will not be entirely borne by the City for
all development projects as some of these costs will be paid by
project applicants in the form of fees.

BACKGROUND AND DISCUSSION:
Charles Abbott Associates, Inc. (CAA) has provided the City's Community Development
Department with Building & Safety services since the 1980s. As it has been some time
since the City has gone out to bid for Building & Safety consulting services and the City
desires to obtain the best combination of price, quality, and customer service, a
Request for Proposal (RFP) was issued to five Building & Safety consulting firms
located in the Los Angeles and Orange County area on April 17, 2017. This is normal
and customary, for both transparency and efficiency reasons, even if the City is satisfied
with the services they are currently receiving. The consulting firms were as follows:
• Charles Abbott Associates, Inc.

• Melad & Associates
• CSG Consultants
• Interwest Consulting Group
• Scott Fazekas & Associates
In response to the City's RFP, timely proposals were received by the following four (4)
firms:
• Charles Abbott Associates, Inc.
• Melad & Associates
• CSG Consultants
• Interwest Consulting Group
On June 5, 2017, the City held an interview with CAA; on June 6, 2017, with Interwest
Consulting Group; and on June 8, 2017, with Melad & Associates and CSG
Consultants. The firms were evaluated based on multiple criteria, including but not
limited to: the experience of the firm and associated individuals, understanding of the
scope of work, references, the depth of resources to perform the work, familiarity with
the City and the Peninsula as a whole, customer service, and the proposed cost. After
reviewing each proposal and conducting interviews with these firms, Interwest
Consulting Group and CSG Consultants were selected as the top two contenders and
were scheduled for follow-up interviews. Interwest Consulting Group was interviewed
again on June 19, 2017, and July 6, 2017; and CSG Consultants on June 19, 2017, and
July 10, 2017. Interwest Consulting Group (Interwest) was chosen to provide the City
with Building & Safety services for the next two years. This was based on their
understanding of the scope of work and experience working with other municipalities
(i.e., the cities of Anaheim, Costa Mesa, Irvine, and Pomona) and the City's customer
service expectations. Staff finds that Interwest is best qualified to provide the City with
Building & Safety services based on the City's needs including, but not limited to,
conducting plan check services at the public counter and reviewing plans electronically.
The Building & Safety services include among other things the peer review of Building &
Safety reports and plans submitted by applicants, for all proposed projects, and perform
special Building & Safety services or other work requested by City including providing
services on an as -needed basis.
The City Attorney, as well as the Consultant have reviewed and approved the attached
Professional Service Agreement. Therefore, Staff recommends that the City Council
authorize the Mayor and City Clerk to enter into a Professional Service Agreement with
Interwest Consulting Group to provide Building & Safety consulting services through
June 30, 2019, with the option to extend the agreement for an additional year to June
30, 2020.

ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council's consideration:
1. Direct Staff to solicit additional bids for Building & Safety consulting
services.
2. Direct Staff to enter into a Professional Services Agreement with CSG
Consultants.
3. Identify any issues of concern that may require further study and direct
Staff to provide additional information at a subsequent meeting.
4. Authorize the Mayor and City Clerk to execute a Professional Service
Agreement for an alternative period of time.
