RANCHO PALOS VERDES COASTLINE
• EROSION AND STORM DAMAGE STUDY, CITY OF RANCHO PALOS VERDES
AND THE CITY OF ROLLING HILLS
The Los Angeles District U.S. Army Corps of Engineers has
begun a study to identify the Federal interest in solutions to
problems associated with shoreline erosion mitigation measures
and storm damage along the coast of the City of Rancho Palos
Verdes, including consideration of how such solution would
contribute to landslide stabilization. The study was authorized
under Section 712 Water Resources Development Act of 1986, PL99-
662. A public meeting to discuss the study will be held on
January 12, 1989 at 7:30 P.M. at Hesse Park, 29301 Hawthorne
Boulevard, City of Rancho Palos Verdes, California. All
interested persons and organizations are invited to be present or
represented. .
The purpose of the public information meeting is to inform
you of the current reconnaissance study, and to solicit your
participation in the study process. The meeting will be
informal, and everyone is encouraged to attend and express their
views concerning the shoreline erosion and storm damage problems
to be considered in the study. Please plan to attend so that
your ideas and interests can be heard. Your involvement, and
expressions of concern about the Rancho Palos Verdes shoreline
erosion and storm damage problems, related issues, and their
prevention are necessary for the successful completion of our
study. We encourage your attendance and interest.
If you cannot attend this meeting, we would still appreciate
receiving your views and comments, including the information
requested in the announcement-booklet. Please send your letter

INTRODUCTION
This meeting booklet provides information about the study background,
describes the study area, and provides a map of the study and problem areas.
Examples of measures that will be considered to control shoreline erosion and
protect against storm damage are described and depicted.
The types of information we need from the general public for this study
are outlined in page 11 This questionnaire is provided for your convenience,
and can be used to present questions, or to give us information whether or not
you are ableto attend the scheduled public meeting.
Background of the Study
The U.S. Army Corps of Engineers, Los Angeles District, has been
authorized to study the feasibility of constructing shoreline erosion
mitigation measures along the Rancho Palos Verdes coastline and in the City of
Rolling Hills and to provide additional stability for the Portuguese Bend
landside and adjacent landsides. The reconnaissance phase of the study has
begun. The final report is scheduled for completion by October 1989.
The purpose of the study is to identify if there is a Federal interest in
a project that could solve the shoreline erosion problems and provide
stability in the landside area. We will be evaluating all viable solutions to
determine if a potential Federal project can be justified, and if further
study can be recommended.
The study area will be investigated from a regional and local perspective
relative to shoreline stability and protection. This type of focus will more
effectively identify the extent of the problems and indicate the available
opportunities for a solution in the study area.
Description of Study Area
The study area includes the entire Rancho Palos Verdes coastline, and
specifically the shoreline seaward of the Abalone Cove, Portuguese Bend, and
Klondike Canyon landslides in the City of Rancho Palos Verdes; and the Flying
Triangle landslide in the City of Rolling Hills.
Figure 1 shows the location of the study area, and Figure 2 delineates the
shoreline stabilization problem area.

• Description of Alternative Measures -
The following description of measures describes some of the options which
may be considered for shoreline erosion and storm 'damage problems in the study
area. Thesearenot the only alternatives the Corps of Engineers will be
addressing. Examples of alternatives are depicted in Figures 3, 4, 5 and 6.
- Groins: Fingershaped structures built perpendicular to the shoreline to
trap littoral drift or retard shore erosion.
- Revetment: Facings of rock placed on bank or bluff to protect a slope,
embankment, or shore structures against erosion by wave action or
currents.
- Seawalls: Structures of concrete or timber bulkhead, primarily designed
to prevent erosion and other damage due to wave action.
- Breakwater: Fixed or floating structure that protect a shore area,
harbor, anchorage, or basin by intercepting the waves.
- Land Use Management: Local government regulations about design and
construction including elevation, connections, and location.

ROLLING HILLS, CALIFORNIA SHORELINE EROSION AND
STORM DAMAGE RECONNAISSANCE STUDY
The following is an outline of information that the Corps of Engineers needs to
effectively conduct the study. Your cooperation in providing the information
outlined will greatly assist the planners. Public involvement and citizen •
participation are both vital to the success of the study.
