SUBJECT: COMMUNITY LEADERS' MEETING
RECOMMENDATION
1) Select a date for a Community Leaders' Meeting in spring 2015 to introduce the new
City Manager; and, 2) Adopt Resolution No. 2015-, approving a budget
appropriation in an amount of $3,750 to provide catered refreshments at the
Community Leaders' Meeting.
BACKGROUND
For many years, the City hosted two Community Leaders' Breakfast meetings per year,
typically in the spring and fall, to provide opportunities for the City Council to interact
with the City's community leaders and appointed officials, and to present information on
topics of general interest to residents. These meetings were typically held on a
Saturday mornings at Hesse Park. Since 2012, due to declining attendance, the
budget was modified to eliminate the funding for the Community Leaders' Breakfast
meetings and none have been held since that time.
DISCUSSION
In a recent discussion with staff, Mayor Knight suggested holding a Community
Leaders' Meeting as an ideal venue for the City Council to introduce the new City
Manager, Doug Willmore, to the community. Mr. Willmore will begin his duties with the
City on March 1, 2015. To identify possible dates for the event, staff considered the
current Council members' general availability, Mr. Willmore's schedule, and avoided
regularly scheduled advisory board meeting dates and other special events, such as
Whale of the Day on April 4tt'. The best dates appear to be weekday evenings (6:00 pm
to 8:00 pm) that do not overlap scheduled City Council or advisory board meetings.
However, several Saturday morning dates (9:00 am to 11:00 am) have also been
identified for Council's consideration.

Based on the parameters described above, staff checked the availability the Sunset
Room at the Point Vicente Interpretive Center. The facility is available on the following
dates and times in March and April 2015. With Daylight Saving Time beginning on
Sunday, March 8th, sunset times are noted parenthetically next to potential weekday
evening dates.

In the past, invitations to the Community Leaders' Breakfast were extended to
approximately 200 individuals, including presidents of local homeowners associations,
City advisory board members, special district board members, elected officials from
other peninsula cities, state and county officials representing the area, public safety
management personnel, utility company representatives, chamber of commerce board
members, presidents of major commercial and institutional organizations in the
community, etc. Staff proposes the same parameters for developing the invitation list
for the Community Leaders' Meeting to welcome the new City Manager.
In terms of catered refreshments for the event, staff suggests heavy hors d'oeuvres if
the event is held in the evening, similar to the City's Holiday Party, while a buffet
breakfast is recommended for a Saturday morning event. Based on an estimate of 150
guests, staff recommends a budget adjustment of $3,750 ($25/person) to the
Community Outreach program to fund the event.

ALTERNATIVES
Direct staff to explore alternative dates and/or venues for a Community
Leaders' Meeting.
2. Do not schedule a Community Leaders' Meeting.
FISCAL IMPACT
The adopted FY14/15 Budget for the Community Outreach program does not include
sufficient funds for a Community Leaders' Breakfast. If the Council adopts the staff
recommendation and accompanying resolution for a $3,750 budget appropriation, funds
for the event would come from the City's General fund.

RESOLUTION NO. 2015-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING
RESOLUTION NO. 2014-41, THE BUDGET APPROPRIATION FOR FISCAL YEAR 2014-2015, FOR A
BUDGET ADJUSTMENT TO THE CITY'S COMMUNITY OUTREACH PROGREM.
WHEREAS, Section 3.32 of the Rancho Palos Verdes Municipal Code provides that all expenditures in
excess of budgeted allocations must be made by supplemental appropriations of the City Council; and,
WHEREAS, on February 3, 2015, the City Council entered into an employment contract with Mr. Douglas
Willmore to be the new City Manager effective March 1, 2015; and,
WHEREAS, the City Council desires to host an event to introduce Mr. Willmore to the community.
BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES:
The following adjustment is made to the FY14-15 budget:
Increase the General Fund budget as follows:
