Vehicle Purchase Quotes (page A-1) BACKGROUND AND DISCUSSION: The Community Development and the Recreation and Parks departments are requesting to add a total of 3 additional vehicles to their respective fleets due to current vehicle demands to conduct off-site inspections as part of routine City services. Community Development Department The Community Development Department (CDD) currently has 4 vehicles (2 Toyota Priuses and 2 Chevy Equinoxes) shared amongst the Building and Safety, Planning, View Restoration and Code Enforcement divisions. Until recently, two of the vehicles 1 were allocated to 2 Building Inspectors for daily inspections, and the remaining 2 vehicles were shared among the rest of CDD Staff for code enforcement inspections, planning site visits, view assessments, and off-site meetings. Last month, CDD filled a third full-time Building Inspector position. Since Building Inspectors are off-site conducting inspections generally between the hours of 8:30 AM and 4:30 PM, 1 of the remaining 2 vehicles currently shared by the Code Enforcement, View Restoration, and Planning divisions is now being used by the newly -hired Building Inspector. Additionally, at the recent April 10, 2017, Budget Workshop, the City Council tentatively funded full- and part-time Code Enforcement Officer positions for next year's budget. This would leave 1 vehicle to be shared among 13 staff who routinely conduct field visits. After evaluating the frequency of site visits conducted by the CDD Staff, Staff recommends adding two vehicles to the current fleet to minimize disruptions in conducting field visits and delays in processing development applications. Staff recommends adding one compact sedan (Toyota Prius V) and one light-duty SUV (Toyota RAV4 Hybrid) to the Department's current fleet at a cost of approximately $70,000 (excluding the purchase and installation of roof mounted light bars). Both are hybrid vehicles (gasoline -battery) consistent with the City's goal in "going green". The reason for choosing a light-duty SUV for one of the vehicles is to transport larger materials (range poles, unpermitted signs, etc.). Recreation and Parks Department Recreation and Parks currently has a 12 -passenger van, a small bus that seats twenty, a Polaris off-road vehicle for open space use, and a Ford F-150 truck that is used primarily by the Department's Open Space Management Division. The City is currently in the process of purchasing an additional Polaris to be used by the Sheriff's Department personnel assigned to Preserve enforcement. The 12 -passenger van and the small bus require the driver to maintain a Class B license. Currently there are only two (2) staff in Recreation and Parks that hold this license. These two vehicles are primarily used for special event transport and our REACH program. The City Council approved funding in FY15-16 for additional part- time staff for Open Space Management as well as extending the hours of operations at certain recreation and park facilities. The Open Space Management crew uses the current F-150 truck for maintenance of the patrol which included thousands of tons of debris removed from the Preserve. This vehicle is used every day and occupied by the Open Space Management crew. This request recommends the purchase of one additional Chevrolet Colorado 4 -wheel - drive work truck for general departmental use for performing field inspections and light park maintenance, special event and program support, and Open Space management support. The requested truck is a smaller, more nimble and much more efficient, versatile vehicle. A standard Class A license is required to operate this vehicle, 2 therefore any Staff authorized to drive a City -owned vehicle may do so. This additional vehicle will increase Recreation Staff's ability to help achieve the City Council's direction of better maintaining existing City parks and open space. Due to the requirements of the other vehicles and the continuous use of the only other department work truck, this vehicle would better serve the department by allowing the use by multiple licensed drivers for park inspections, special event set up and break down, light maintenance and common errands. This vehicle would also decrease the borrowing of vehicles from the Public Works and Open Space Management so as to not decrease their ability to respond to day to day maintenance or emergency operations and response. Vehicle Estimates Staff requested and received a bid from National Auto Fleet Group (NAFG), a member of the National Joint Powers Alliance (NJPA). NJPA is a public agency that serves as a member -focused cooperative for over 50,000 member agencies nationally. NJPA offers many cooperatively -contracted products, equipment and service opportunities to education and government entities throughout the country. All bid prices include discounts, delivery, documentation fees, sales tax, and license. The City of Rancho Palos Verdes is a member of the NJPA, and is therefore entitled to the products and services that the NJPA secures through its bidding services. Section 2.44.050 of the Rancho Palos Verdes Municipal Code authorizes the City to "piggyback" on a bid awarded to another public agency that uses a bidding procedure comparable to the City's. The NJPA utilizes a public bidding process (http://www.napacoop.org/cooperative-purchasing/procurement-process) that is materially comparable to the City's purchasing ordinance, and therefore only one bid was solicited (Attachment A). The NAFG quote for all 3 vehicles is $95,091 as summarized in the table below. Since NAFG's quotes are valid for a limited time and vehicle prices may fluctuate slightly, Staff is requesting a total of $100,000 to purchase the 3 additional vehicles. Staff is also requesting $7,500 for the installation of light bars on the roofs of the vehicles, totaling $107,500 for all 3 vehicles. The reason for the roof mounted light bars is to alert motorists of situations where City vehicles need to be temporarily parked along the side or for driving at speeds that are below the posted speed limits. The NAFG quotes provided only include a light bar for the Recreation and Parks Department truck. Staff will obtain a revised quote including light bars for the Community Development Department vehicles prior to placing the order. Staff is confident that the $7,500 estimate is adequate for three (3) light bars.
