PC RES 2017-015 P.C. RESOLUTION NO. 2017-15 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES FINDING THAT THE CITY'S UPDATED 2017 CAPITAL IMPROVEMENT PLAN IS CONSISTENT WITH THE GOALS AND POLICIES OF THE RANCHO PALOS VERDES GENERAL PLAN. WHEREAS, Sections 65103 & 65401 of the California Government Code require that the Planning Commission review the City's Capital Improvement Program (CIP) for its conformance with the City's General Plan; and, WHEREAS, on June 21, 2016, the City Council adopted the 2016 Five-Year Capital Improvement Plan, which was determined to be consistent with the goals and policies of the City's General Plan by the Planning Commission on June 14, 2016; and, WHEREAS, since the 2016 Council-adoption of the CIP, changes to the funded and unfunded list of projects have been included in the 2017 Five-Year Capital Improvement Plan; and, WHEREAS, on April 13 and April 27, 2017, the Infrastructure Management Advisory Committee (IMAC) met to review the proposed 2017 Capital Improvement Budget and 5-year CIP as part of their overall mission to provide advice to the City Council and to Public Works; and, WHEREAS, on April 25, 2017, the Planning Commission reviewed the Draft 2017 Five- Year Capital Improvement Plan and provided Staff with comments; and, WHEREAS, the Planning Commission conducted a hearing on May 9, 2017 for consideration of a General Plan Consistency finding to determine its conformity with the City's General Plan, and at which time all interested parties were given an opportunity to be heard and present evidence, and a decision was rendered on that same date. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: The City's 2017 CIP continues to be consistent with the applicable goals and policies of the Rancho Palos Verdes General Plan, and believes that the additional projects identified also further the goals and policies of the City's General Plan with regards to the goals and objectives of the General Plan Natural Environment, Socio/Cultural, Urban Environment, Infrastructure, Safety, Land Use, and Fiscal Elements. Section 2: The 2017 CIP conforms to the City's General Plan. The draft 2017 CIP is consistent with the goals and policies of the Socio/Cultural and Urban Environmental elements of the General Plan. Current Social programs such as the Ladera Linda Community Center Master Plan, Civic Center Master Plan, and the PVIC Exhibit Replacement projects will work toward enhancing programs to aid in matching the facility needs with existing and future facility resources throughout the City (Current Social, Service, and Cultural Organization Policy Goal B). Infrastructure programs such as the Arterial Rehabilitation Projects on Crenshaw Blvd and Indian Peak Road, the Western Avenue Traffic Congestion Improvement Project, Sidewalk Repair, Storm Drain Lining Program and Deficiency Improvement Program, and the P.C. Resolution No. 2017-15 Page 1 Replacement and Residential Roadway Rehabilitation Programs will enhance and provide a safe and efficient system of roads, trails and paths (Infrastructure Policy Goal B). Transportation Systems such as the Conestoga Trail Connection Project will enhance public recreational opportunities and public access to the Rancho Palos Verdes trails system as reflected in the City's Conceptual Trails Plan (Transportation Systems Policy Goal No. 16 and 22). The Coastal Bluff Fence Replacement Program will enhance the aesthetics of the City's open space along the coast and preserve views and vistas of the coastal region and resources. Preservation of these views and vistas for the public benefit and, where appropriate, strive to enhance and restore these resources, the visual character of the City, and provide and maintain access for the benefit and enjoyment of the public (Sensory Environment Policy Goal B). Section 3: Any interested person aggrieved by this decision or by any portion of this decision may appeal to the City Council. Pursuant to Section 17.80.070 of the Rancho Palos Verdes Municipal Code, any such appeal must be filed with the City, in writing, setting forth the grounds of the appeal and any specific actions requested by the appellant, and accompanied by the appropriate appeal fee, no later than fifteen (15) days following May 9, 2017, the date of the Planning Commission's final action. Section 4: For the foregoing reasons and based on the information and findings included in the Staff Report and all other records of the proceedings, which are attached hereto and made a part thereof by reference, the Planning Commission hereby finds that the City's 2017 Five-Year Capital Improvement Plan (CIP) is consistent with the goals and policies of the Rancho Palos Verdes General Plan.
