CC DM 20150203 B 20150113 DRAFT CC MINS SPC SACDRAFT MINUTES RANCHO PALOS VERDES CITY COUNCIL SPECIAL MEETING WITH STATE LEGISLATORS TUESDAY, JANUARY 13, 2015 The meeting was called to order at 1:30 P.M. in the office of State Assemblyman David Hadley at the State Capitol located at 1315 10th Street, Room 4102, Sacramento, CA, notice having been given with affidavit thereto on file. PRESENT: Brooks, Campbell, Misetich, and Mayor Knight ABSENT: Duhovic (excused) Also present was Acting City Manager Carolynn Petru and Assemblyman Hadley's Chief of Staff Dave Louden. APPROVAL OF AGENDA: Without objection, Mayor Knight indicated the agenda was approved as presented. PUBLIC COMMENTS: (Audience Comments regarding Items Not on the Agenda) None. REGULAR BUSINESS: The City Council discussed the following matters of importance to the City of Rancho Palos Verdes with Assemblyman Hadley: ■ MS4 Permit Regulations • Successor Agency — City Loan Interest Rate ■ Statewide Pension Reform Senator Robert Huff briefly stopped by the meeting to greet the City Council. No action was taken. RECESS AND RECONVENE: Mayor Knight called a recess at 1:57 P.M. The meeting was reconvened at 2:19 P.M. for a meeting with State Senator Ben Allen at the State Capitol, Room 2054. Also present was Senator Allen's Chief of Staff Colleen Beamish. The City Council discussed the following matters of importance to the City of Rancho Palos Verdes with Senator Allen: ■ MS4 Permit Regulations ■ Successor Agency — City Loan Interest Rate ■ Statewide Pension Reform No action was taken. RECESS AND RECONVENE: Mayor Knight called a recess at 2:55 P.M. The meeting was reconvened at 3:15 P.M. for a meeting with League of California Cities Executive Director Chris McKenzie at the League of California Cities Offices located at 1400 "K" Street, Sacramento, CA. The City Council discussed the following matters of importance to the City of Rancho Palos Verdes with Mr. McKenzie: ■ MS4 Permit Regulations ■ Successor Agency — City Loan Interest Rate ■ Statewide Pension Reform Mr. McKenzie provided an overview regarding actions taken by CalPERS to include unfunded pension liability calculations as part of cities' annual actuarial valuation reports and future opportunities for cities to pay down these obligations through various mechanisms. No action was taken. ADJOURNMENT: At 3:41 P.M., Mayor Knight adjourned the meeting.
