BACKGROUND AND DISCUSSION:
At the April 18, 2017, City Council meeting, the City Council asked Staff to develop
options for a procedure/policy for City Committee Members to forward communications
to the City Council.
Listed below are Staff recommended alternatives for creating a formal procedure/policy:
1. Notes can be taken at the monthly Mayor's Breakfast meeting and forwarded to
all City Councilmembers. This will keep all City Councilmembers informed of
current Committee issues and topics of interest, and enable Councilmembers to
agendize future items based on these reports.
2. Hold a joint meeting with each Committee on a bi-annual basis (or other
frequency) to review Committee work plans. The joint meeting also gives the
Committee members an opportunity to report and update the City Council on
topics of interest regarding their Committee.
3. Refer topics of interest for City Council consideration to each Committee's Staff
liaison, who will in turn request for the item(s) to be agendized for the City
Council's review. This would require the support of a majority of a given
Committee.

Staff recommends that City Council select one or more of the above-mentioned options,
or develop a list of additional options based upon City Council discussion and public
input. A finalized, formal City Council policy will then be presented for consideration at
a subsequent meeting.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council's consideration:
1. Provide further direction to Staff to develop formal a procedure/policy, and
continue this matter to a future meeting.
2. Do not take any action in this matter.
