Consideration and possible action to forward the 2016 Annual Report on the
implementation of the Rancho Palos Verdes Housing Element to the appropriate State
agencies.
RECOMMENDED COUNCIL ACTION:
(1) Direct Staff to forward the City's Annual Progress Report on the implementation
of the Rancho Palos Verdes Housing Element during the 2016 calendar year to
the Governor's Office of Planning and Research (OPR) and the Department of
Housing and Community Development (HCD)

BACKGROUND AND DISCUSSION:
Each City is required to prepare and adopt a General Plan that includes certain
mandatory elements, including a Housing Element. The Housing Element includes: (a)
an identification and analysis of existing and projected housing needs, including the
local government's share of the regional housing needs, (b) an inventory of resources
and constraints relevant to meeting those needs; and (c) a program showing a five-year
schedule of actions to be taken to implement the Housing Element, including how the
local government plans to meet its share of the regional housing needs.
In 1995, the State Legislature required HCD to adopt forms and definitions for local
governments to use in the preparation of their annual reports on implementation of the
Housing Element. The Housing Element Annual Implementation Report (Attachment A)
utilizes these forms and covers the 2016 calendar year only.

Pursuant to Section 65400 of the State Government Code, Staff has prepared an
Annual Report regarding the status of the City's Housing Element. The attached forms
describe the progress the City has made in meeting the Regional Housing Needs
Assessment (RHNA); provide a list of housing units affordable to moderate- or lower-
income households for which building permits were issued during the reporting period,
and identify the total number of units affordable to above -moderate -income households
for which building permits were finalized. Table C of the Annual Report indicates the
names of the programs listed in the City's Housing Element, the objective of each
program, the deadline for achieving the objective, and the status of each program
implemented as of the end of the reporting period. As reflected in the Annual Report,
Staff believes that the goals and policies of the City's Housing Element continue to be
implemented through actions taken by the City that balance community needs and
property rights with the health, safety and welfare of the general public.
The Annual Report was scheduled for presentation to the Planning Commission at its
March 14, 2017, meeting, which will occur after the completion of this report. Staff will
update the City Council regarding any Planning Commission recommendations on the
Annual Report as Late Correspondence for the March 21, 2017, City Council meeting.
If approved by the City Council, the Annual Report will then be forwarded to OPR and
HCD.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action is available for
the City Council's consideration:
Identify additional information to be included in the Housing Element
Annual Report prior to forwarding the report to the required State
agencies.
