Consideration and possible action to approve a change order to the professional
services agreement with CWE Corporation for storm drain design services.
RECOMMENDED COUNCIL ACTION:
(1) Approve Change Order No. 2 in the amount of $67,812 to the December 15,
2015 professional services agreement with CWE Corporation for storm drain
engineering design services; and,
(2) Authorize the Contract Officer to execute the change order.
FISCAL IMPACT: The proposed change order would increase the current CWE
contract from $204,330 to $272,142. There are adequate funds in the Water
Quality/Flood Protection (storm drain user fee) fund for this work.

BACKGROUND AND DISCUSSION:
The City has a backlog of storm drain repair and improvement projects, and Staff would
like to accelerate the schedule to complete certain projects by adding scope to an
existing design contract being performed by a competent consulting engineering firm
selected in a competitive process.
The Capital Improvement Program (CIP) includes two storm drain system projects that
required a study of alternatives to determine the most cost-effective solution to flooding
and erosion problems in portions of the City's existing drainage system. One project is
located at 6309 Via Colinita in the Miraleste area, and the other location is near the
section of Palos Verdes Drive South (PVDS) adjacent to Sacred Cove.

On December 15, 2015, the City Council awarded an engineering design contract to
CWE Corporation (CWE) for another storm drain project, the Storm Drain Point Repair
Project. This design contract will provide final engineering plans and specifications
(construction documents) for seven locations needing repair in the City's storm drain
system that were discovered during the last lining project in 2013.
Staff recommends modifying the scope to the Storm Drain Point Repair Project design
contract with CWE to include preparation of construction documents for the two projects
encountered in the course of previous work. The work is quite similar to the work CWE
is already doing and a previous Change Order No. 1 was issued for similar sites. CWE
has done an excellent job to date in its contract and using them to perform this
additional work will avoid delays needed for a redundant selection process. It would
also allow the two additional projects to be built sooner.
Staff has negotiated Change Order No. 2 (Attachment A) to include the additional scope
elements, costs and time to the existing contract. Per Section 1.8 of the contract, a
change order of this magnitude must be brought to City Council for approval before it
can be executed by the City's contract officer. Funds for this change order have already
been appropriated in the budget as part of the Water Quality Flood Protection Fund.
Therefore Staff recommends awarding Change Order No. 2 to the CWE contract in the
amount of $67,812 for design work at 6309 Via Colinita and on PVDS at Sacred Cove.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council's consideration:
1. Direct Public Works to issue a request for design proposals for the
additional drainage design work.
2. Discuss and take other action related to this item.
