AGENDA HEADING: Consent Calendar
Consideration and possible action to create and fund a part-time Code Enforcement
Officer position.
RECOMMENDED COUNCIL ACTION:
1) Approve an appropriation of $17,000 to fund an additional part-time Code
Enforcement Officer position; and,
2) Adopt Resolution No. 2017- to add a part-time Code Enforcement Officer
position and pay scale to the Salary and Hourly Schedule.
FISCAL IMPACT: As a result of a comprehensive code enforcement program to
address unpermitted short-term rentals in the City, Staff anticipates that approximately
$33,481 (non -benefited, maximum 950 work hours annually) would need to be allocated
for the annual salary of a part-time Code Enforcement Officer.

BACKGROUND AND DISCUSSION:
In response to the prohibition of short-term rentals at its meeting on December 20,
2016, the City Council recognized that additional Staff would be needed to enforce the
prohibition, especially investigating properties that may be involved in such activity.
Furthermore, with the uptick in the responsibilities of the Code Enforcement Division,
which includes administering the Peafowl and Coyote Management programs along
with the general enforcement of the City's Municipal Code, additional personnel are
needed. Since the primary duty of this new position will be overseeing the Short -Term
Rentals Enforcement Program, this position will likely require work on the weekends
and evenings. Thus, at this time, Staff seeks City Council authorization to add a part -

time Code Enforcement Officer position and pay scale to the City's Salary and Hourly
Schedule, which requires the adoption of a resolution (Attachment A).
ALTERNATIVES:
In addition to the Staff recommendations, the following alternatives are available for the
City Council's consideration:
1. Direct Staff to hire a full-time Code Enforcement Officer.
2. Direct Staff to take no further action at this time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES ADDING A JOB CLASSIFICATION TO EXHIBIT A OF
RESOLUTION NO. 2016-27 PERTAINING TO THE SALARY AND
HOURLY SCHEDULE FOR COMPETITIVE, MANAGEMENT AND
PART-TIME CLASSIFICATIONS
WHEREAS, the City Council now desires to amend the City's Salary
Schedule to add a part-time Code Enforcement Officer classification to assist the
City in its enforcement of, among other things, the prohibition of short-term
rentals in the City's residential zoning districts; and
WHEREAS, in order to amend the City's Salary Schedule changes must
be made via Resolution; and,
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS
FOLLOWS:
Section 1: The following job classification and hourly pay range is hereby
added to the list of part-time positions on Exhibit "A", attached to Resolution No.
2016-27:
Code Enforcement Officer $29.61 to $38.46
