Consideration and possible action to appoint two City Council Members to the Palos
Verdes Nature Preserve Subcommittee.
RECOMMENDED COUNCIL ACTION:
(1) Appoint two City Council Members to the Palos Verdes Nature Preserve
Subcommittee, and receive an update on additional communication
enhancements between the City Council and the Palos Verdes Peninsula Land
Conservancy Board of Directors.

BACKGROUND AND DISCUSSION:
At the October 4, 2016, City Council Meeting, the City Council considered options to
formalize the City Council's relationship with the Palos Verdes Peninsula Land
Conservancy (PVPLC) Board of Directors in order to further the mission of excellent
Preserve management, unified mission, and enhanced communication between the two
bodies. The City Council chose to: 1) form a subcommittee consisting of two City
Council members and two PVPLC Board Members; 2) direct Staff to attend the PVPLC
Board of Directors' bimonthly meetings; and 3) request that the Mayor be made a
member of the PVPLC President's Advisory Council (Attachment A).
The Preserve Subcommittee will meet quarterly beginning in early 2017. It will be
attended by two appointed City Council members and two or more PVPLC Board
Members. Rather than choosing two appointed Board Members to participate, PVPLC
will select two or more board members (from the 16 -member Board) most appropriate to
attend, based upon agenda topics. Meetings will also be attended by the Recreation

and Parks Director and/or his designee and the PVPLC Executive Director and/or her
designee. Recreation and Parks Staff will work with the City Council and PVPLC Board
to set the specific dates of meetings and put together meeting agendas. Because the
Subcommittee is technically a legislative body consisting of two City Council Members
and at least two PVPLC Board Members, it must comply with the Brown Act. Therefore,
agendas will be posted 72 hours in advance of meetings, and the public will be invited
to attend and provide comments. As is the City's policy with other Subcommittee
meetings, rather than formal minutes, Recreation and Parks staff will make note of
meeting action items.
Recreation and Parks Staff will also attend PVPLC Board Meetings, which take place
every other month. These Board Meetings are not open to the public and Staff will
attend as a Board visitor. As a Board visitor, in advance of the meeting, Staff will have
an opportunity to request the discussion of a particular topic and/or provide materials to
distribute at the meeting. City Staff will provide a summary of meeting topics in the City
Manager's Weekly Administrative Report. The first PVPLC Board Meeting to be
attended by Staff is on January 25, 2017.
PVPLC has invited the Mayor to join the PVPLC President's Advisory Council. The
Advisory Council meets annually to receive updates, give input, and enlist support on
PVPLC projects and activities. The Advisory Council also receives regular updates
throughout the year on Preserve management matters. The 2017 President's Advisory
Council meeting has not yet been set, but PVPLC staff will extend an invitation to the
meeting as soon as a date is confirmed.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council's consideration:
1. Direct Staff to look into alternative ways to format the Preserve
Subcommittee members or operation.
2. Direct Staff to take different actions when attending bimonthly PVPLC
Board Meetings.

Elizabeth Sala, commented on the excellent report and noted that it is because of newer
guidelines and available resources for the public to review that corporations like Rancho
LPG cannot store dangerous substances.
Barbara Sattler, commented that the report Staff produces is so informative and well
written it should be continued.
Discussion ensued among Council Members and Staff.
Initially the request for a staff report was previously waived, but after public testimony
Council asked for a staff report.
Senior Administrative Analyst Fox provided a staff report regarding this item.

Councilman Misetich moved, seconded by Councilman Duhovic, to approve Staff
recommendation to: 1) receive and file the current report on the status of Border Issues;
and, 2) have Staff provide the Border Issues report not less than twice a year, or as
needed; and 3) return a later date with a revision of City Council Policy No. 34
accordingly.
The motion passed on the following roll call vote:

Consideration and Possible Action to Analyze the Desired Level of Involvement
and Communication Enhancements with the Palos Verdes Peninsula Land
Conservancy (PVPLC) Board of Directors
Acting City Clerk Takaoka reported that late correspondence was distributed prior to the
meeting and there were fourteen requests to speak regarding this item.
Mayor Dyda called a brief recess from 8:22 P.M. to 8:34 P.M.
Mayor Pro Tem Campbell returned to the dais at 8:36 P.M.
Director of Recreation and Parks Linder introduced Administrative Analyst II Katie
Lozano.
Administrative Analyst II Lozano provided a staff report and PowerPoint presentation
regarding this item.
Cassie Jones, Bill Ailor, Ken Swenson, of PVPLC, provided comments regarding the

Conservancy's role; the importance of the City's relationship with the Conservancy;
what they viewed as the City's obligation to the Conservancy; and their desire for
effective and open lines of communication.
Robert Kautz, Barbara Sattler, Noel Park, Rancho Palos Verdes, offered their
comments and suggestions for increased communication; coordination of land
management issues; and the need for a collaborative relationship.
Susan Wilcox, PVPLC, shared her role in the Conservancy and discussed the
complexities and challenges of working with all involved, as well as the need for open
lines of communication between all parties.
Judy Herman, Al Sattler, and Eva Cicoria provided comments regarding the need for
improved communication between the entities, and the City's potential role on the
Conservancy's Board.
Elizabeth Sala and Carolynn Petru expressed their desire to see greater lines of
communication between the City and the Conservancy as well as a more focused
approach as to each sides needs and perspectives.
Andrea Vona, PVPLC, discussed effective options for the roles of the Conservancy and
the City; the role that social media has played in bringing more attendance to the area;
habitat restoration, staffing and volunteering.
Eileen Hupp, Chamber of Commerce, provided comments regarding on the role of the
Conservancy and the active role the Conservancy has with the Chamber.
Councilman Misetich moved, seconded by Councilman Duhovic, to approve increased
involvement and communication with PVPLC Board of Directors by: 1) the creation of a
City Preserve Subcommittee; 2) having Staff in attendance at Board meetings; and 3)
the creation of a President's Advisory Council.
