EXECUTIVE SUMMARY:
This month's report includes:
• An update on the San Pedro Community Plan Update in Los Angeles (San
Pedro);
• An update on the County's construction of proposed "observation stations" in
Friendship Park within Rancho Palos Verdes; and,
• A final report on the proposed The Village/Merrill Gardens retail center and
residential care facility for the elderly at 601 Silver Spur Road/600 Deep Valley
Drive in Rolling Hills Estates.
BACKGROUND AND DISCUSSION:
The following is the regular bi-monthly report to the City Council on various "Border
Issues" potentially affecting the residents of Rancho Palos Verdes. The complete text

Please note that, with the recent approval of changes to City Council Policy No. 34, the
next Border Issues Status Report is expected to appear on the City Council agenda of
June 6, 2017.

Current Border Issues
San Pedro Community Plan Update, Los Angeles (San Pedro)
On October 13, 2016, the City of Los Angeles City Planning Commission reviewed and
approved the San Pedro Community Plan Update. The Los Angeles City Council's
Planning and Land Use Management (PLUM) Committee is expected to review the plan
late this year or early next year, followed by the review of the full Los Angeles City
Council. Adoption of the final plan is expected in 2017. Staff will continue to monitor
this project in future Border Issues reports.
Friendship Park Observation Stations, Rancho Palos Verdes/Los Angeles (San Pedro)
The construction of the second observation station is now complete. Funded by
$252,000 in Measure A grant funds, the Friendship Park General Improvements Project,
which includes additional fences and barriers to control unauthorized access to the park
from Calle Aventura, 25th Street and other surrounding areas, began construction during
the week of November 14, 2016. Staff will continue to monitor this project in future
Border Issues reports.
The Village/Merrill Gardens Project, Rolling Hills Estates
As expected, the Rolling Hills Estates City Council approved The Village/Merrill
Gardens project on September 27, 2016. Peninsula Seniors expect to relocate its
facility at Point Vicente Park/Civic Center to the commercial potions of this project by
July 2017. Staff will remove this project from future Border Issues reports.
New Border Issues
There are no new Border Issues on which to report at this time.
