CC 20161206 02 Public Safety Analyst StaffRANCHO PALOS VERDES CITY COUNCIL MEETING DATE: 12/06/2016 AGENDA REPORT AGENDA HEADING: Regular Business AGENDA DESCRIPTION: Consider and review Staffing budgeted for Public Safety projects and programs RECOMMENDED COUNCIL ACTION: (1) Authorize Staff to move forward with the Staffing budgeted for Public Safety projects and programs FISCAL IMPACT: None Amount Budgeted: N/A Additional Appropriation: N/A Account Number(s): N/A ORIGINATED BY: Gabriella Yap, Deputy City Manager =?:T REVIEWED BY: Same APPROVED BY: Doug Willmore, City Manager ,",,.,,' BACKGROUND AND DISCUSSION: In response to the crime wave the City experienced in the years following the passage of Prop 47 and AB 109, the City Council was extremely proactive and adopted a Public Safety Strategic Plan in January of 2016 and further updated the plan in April of 2016 (http://rpv.granicus.com/MetaViewer.php?view id=5&clip id=2507&meta id=24694), which focused on both short- and long-term solutions to increase public safety. These solutions included the addition of Sheriff's resources, technology, and more outreach and awareness. In the FY 16-17 budget sessions, the Council requested a position to help increase public safety efforts and unanimously approved a Public Safety Administrative Analyst II. The City Council asked Staff to re-evaluate its staffing needs at the November 1, 2016, meeting and return to the Council to see if Staff could absorb. In creating the Public Safety Strategic Plan, there was a focus on innovation and looking at public safety from all angles, so the plan was extensive and requiring the City to be more actively engaged in public safety rather than relying solely on patrol. The City has completed a number of the items in the Public Safety Strategic Plan including: Leading the regional project to install 45 Automated License Plate Recognition (ALPR) cameras throughout the Peninsula in partnership with the three neighboring cities. The remaining cameras that need to be installed are in Palos Verdes Estates, and they are expected to be completed in January 2017. 1 • Funding an additional Surveillance and Apprehension Team (SAT) Detective jointly with Rolling Hills Estates (RHE) and Rolling Hills (RH). • Creating multiple RPVty safety segments, including an award-winning "See Something, Say Something" PSA • Geographic Information Systems (GIS) crime mapping function produced for residents to view major crimes is available on the City's website with updates done daily • Home Safety Audits have been performed by the CORE Team upon request. • Bi -annual Public Safety Town Hall meetings with the Sheriff • Creation of wide -range of public safety messages in newsletter, on the City's website, and translation of "See Something, Say Something" newsletter for distribution • Targeted Volunteers on Patrol (VOP) Recruitment The following is a list of projects that the Analyst would work on, many of which are new programs that require a significant amount of time, making it virtually impossible to absorb with existing resources: • Phase 2 of the camera project, focusing on the Eastview neighborhoods along Western Ave. • Creating a program for HOAs and neighborhoods to install cameras at the entrances to their neighborhoods with a possible matching funding program with the City, so long as the cameras reside on a shared server accessible by the LASD. Working with the HOAs and the vendor as a liaison to implement the camera program • Vacation loaner camera program with cameras that can be checked out by residents and alert them when motion sensor is triggered • Update the new Public Safety listsery • Continue working with the other Cities and the vendor on the remaining parts of the regional Automated License Plate Recognition project • Procurement of an ALPR mobile trailer • Assisting with efforts to secure a Sheriff's Safety Center at the Civic Center • Performing ongoing analytics on the crime trends in the City to determine what to target our resources on and make a visible impact • Implementing a new service to assist Seniors from becoming victims of telephone scams • Proactively educating residents about the value of home audits and performing home audits to help residents fortify their homes beyond CORE Team's visits • Coordinate with Code Enforcement on coyote education • Assisting with awareness activities for multi -family residential properties and other neighborhoods that lack a block captain Staff recommends the Council move forward with the budgeted Analyst position in order to put these programs and projects in place, especially before there is an additional release of inmates due to the passage of Prop 57. 2 ALTERNATIVES: In addition to the Staff recommendation, the following alternative action is available for the City Council's consideration: 1.
