OSM Activity Report May — November 2016 (page B-1) BACKGROUND AND DISCUSSION: In 2015, the City Council recognized a need for more active management of the City's 1,400 -acre Palos Verdes Nature Preserve for public safety and resource protection. To this end, the City Council approved new Open Space Management (OSM) Staff composed of four (4) part-time Recreation Leaders and one (1) full-time Recreation Supervisor. The City Council also approved changing Preserve enforcement from the Mountains Recreation and Conservation Authority (MRCA) to the Los Angeles County Sheriff's Department, and doubled the enforcement presence in the Preserve (from 40 to 80 hours/week) with a specific emphasis on rules enforcement. Open Space Management (OSM) Staff The purpose of the OSM Staff is to provide measures of public safety and to protect resources by providing a very effective "boots on the ground" presence in the Palos Verdes Nature Preserve. OSM Staff patrols the 1,400 -acre Preserve 80 hours per week by foot and vehicle. A primary challenge affecting resource protection is that the public is generally unaware that the Palos Verdes Nature Preserve is a protected natural area; 1 on the contrary, it is often mistaken for general open space. OSM's goal is to help change this inaccurate perception through public education, rules enforcement, and interpretive information. Staff also improves public safety and visitors' experiences through wayfinding assistance, improving user group etiquette and trail safety, and assisting injured visitors. Another OSM Staff duty is Preserve maintenance, which is key to protecting this precious resource by improving the ability of habitat to thrive, and by showing the public that the City values the Preserve and maintains it at a high level. OSM Staff works closely with Preserve partners to enhance efficient management. These partners include the Los Angeles County Sheriff's Department, the Los Angeles County Fire Department, the City's Community Development and Public Works Departments, the Palos Verdes Peninsula Land Conservancy, and Trump National Golf Club. OSM Activity OSM was fully staffed in May 2016. From May through November 2016, OSM Staff made contact with 15,751 members of the public, consisting of 14,636 hikers (1,431 with dogs), 1,071 mountain bikers, and 44 equestrians. Public use issues encountered include 161 instances of dogs roaming off -leash and 119 visitors walking/riding off -trail. Staff has provided interpretive information to 94 visitors, and assisted 91 visitors with health issues or who were lost. Collecting this information helps the City better understand Preserve use for effective management and efficient allocation of City resources. Maintenance accomplishments have included cleaning graffiti, removing more than a thousand pounds of large dumped items and debris, eliminating hazards (protruding objects, trip hazards, etc.), closing/reclosing unauthorized trails, sign installation, cleaning up large quantities of litter, clearing drainage areas, cutting away and removing unused fencing, clearing homeless encampments/party spots, breaking up fire rings and unauthorized monuments, and trail improvements and maintenance. To enhance OSM's mission, Staff has placed informational tables in the Preserve during busy times to educate and gather information from the public. Visitor counts and surveys from OSM's five informational tables are included as Attachment B. Additional projects initiated within the past year have included creating informational pamphlets about trail safety and user group etiquette, and legal places to access the City's beaches and to fish; updating the trails.rpvca.gov webpage to inform the public about trail alerts and closures; and establishing a rain closure policy. Enforcement Effective July 1, 2016, Council began contracting with the Los Angeles County Sheriff's Department for enforcement within the Palos Verdes Nature Preserve. Hours were doubled from 40 hours per week to 80 hours per week, and specific emphasis has been placed on enforcement of Preserve rules. The City has two dedicated Preserve 2 Deputies: Deputy Pablo Jimenez and Deputy Kevin Kuwata. Deputies patrol by foot, vehicle, and Polaris. The enforcement report for the first quarter is attached. In their first quarter, deputies focused their activities on enforcement of Preserve regulations defined in the City's Municipal Code. They have provided information to the public on Preserve mission, management, rules, and wayfinding. The most common violations during the first quarter have been pedestrians/hikers off trail and in closed areas and pedestrians/hikers with dogs off leash. They have observed that most violations result from ignorance of Preserve rules and ignorance of the fact that visitors are in a protected Nature Preserve. Recommendations are to provide Preserve users with more visible guidelines to follow, including better signage. Most visitors encountered, including violators, wanted to enjoy the Preserve and "do what is right." Deputies also provided assistance to 15 visitors with injuries/medical or health issues. This is the Sheriff Department's first quarterly report, and a portion of the time was spent learning the Preserve layout and strategizing best enforcement practices tailored to the City's Preserve. Looking Forward Current and upcoming endeavors include more securely managing Preserve access points, taking accurate Preserve use counts, installing improved Preserve monument and entry signage, partnering with the Community Development Department to update the Natural Communities Conservation Plan, and working with our management partners to improve resource protection and public safety. 3 MEMORANDUM -DRAFT DATE: October 14, 2016 TO: Katie Lozano, City of Rancho Palos Verdes FROM: Deputies Jimenez and Kuwata RE: RPV I LASD DEPUTY Activity Report Preserve Visitor Contacts • July, 2, 2016 — September 30, 2016 • 2 Deputies patrolled the Palos Verdes Nature Preserve during this period (-x645 hours of active patrol) • Activity based on calls/reports for service, field observations, and PVPLC (Volunteer Trail Watch) reports in the Preserve with the following results: Portuguese Bend Reserve Due to the increasing number of people reported to make use of it, during the first quarter, operations were concentrated in the Portuguese Bend Reserve. We accessed the reserve primarily via the following locations: o The gate off Crenshaw Boulevard (near Del Cerro Park) o Fire Station Trail from Crest Road o Peppertree Trail, from the gate off Palos Verdes Drive South WARNINGS • Hiker: Dog off leash; 4 • Equestrian: Dog off leash; 1 • Bicyclist: Closed area; 1 • Hiker: Closed area; 4 • Hiker: Left dog waste; 1 ASSISTS (Medical, Health/Safety) • Citizens 13 A-1 (Portuguese Bend Reserve) CITATIONS • Hiker: Dog off leash; 4 • Hiker: Off trail; 1 • Bicyclist: No bike trail; 2 • Bicyclist: Closed area; 2 Forrestal Reserve During the first quarter, bicyclists were reported to have been riding on "No bicycle" trails, and swerving off trail, causing erosive damage to the reserve trail foundation of this reserve. Smokers were reported to regularly use Cool Heights Overlook (a no smoking/no open fires location) as a place to smoke cigarettes. Fossil Trail and Exultant Trail are being monitored at random times, from the intersection of Forrestal Drive and Main Sail Drive. Cool Heights Overlook is also partially visible from this vantage point. At the time of this report, violators have not been detained or seen. CITATIONS ISSUED • Hiker: Flying R/C aircraft; 1 Ocean Trails Reserve There have been reports of nighttime activity and several reports of dogs on the beach in this reserve, from VTW personnel, and from LA County Lifeguards. A limited time was spent patrolling this reserve, with the following results. WARNINGS • Hiker: Dog off leash; 4 • Hiker: Dog on beach; 1 CITATIONS ISSUED • Hiker: Dog off leash; Abalone Cove Reserve During the first quarter, LA County Lifeguards reported that many people continue to enter the closed area of Portuguese Point (referred to as Gorge 1 by rescue personnel). A-2 Nighttime activity, hikers with dogs off leash, and hikers with dogs on the beach had also been reported. • Hiker: Dog off leash; 2 • Hiker: Dog on beach; 2 • Hiker: Closed area (Gorges); 66 • Hiker: No open fires (BBQ); 1 ASSISTS • LACF Rescue; 1 CITATIONS ISSUED • Hiker: Off trail; 2 • Hiker: Closed area; 3 Three Sisters Reserve During foot patrols of this area, very few contacts have been made. Although damage to trails by bicycles has been reported by the PVPLC-VTW, at the time of this report, no violations were observed. Filiorum Reserve The limited foot patrols conducted in this reserve met with few contacts and no observed violations. San Ramon Reserve No contacts were made during foot patrols and checks via ATV at this reserve. Vicente Bluffs Reserve Numerous fishermen, tourists and divers have been contacted and/or cited for climbing over the railing. WARNINGS • Hikers: Closed area; 9 • Cyclist: No bikes trail; 1 • Hikers throwing rocks off cliff; 2 • Hiker: Taking marine life; 1 A-3 (Vicente Bluffs Reserves) ASSISTS (Medical, Health/Safety) • Citizens; CITATIONS ISSUED • Hiker: Closed area; 4 • Hiker: Flying R/C aircraft; 1 • Cyclist: No bikes trail; 1 Agua Amarga Reserve Approximately 21 volunteers supervised by a PVPLC member were contacted while they were working on the east plot. Since that time, sporadic checks for reserve users or violations met with negative results. Vista Del Norte Reserve Although trails in this reserve appear to be used, no one has been seen during foot patrols through this area. OVERVIEW During the first quarter of operations (July — September 2016), numerous people have been warned, advised or cited regarding the Preserve rules and regulations. We have provided information to trail users on how to access resources from the City of Rancho Palos Verdes and Palos Verdes Peninsula Land Conservancy websites; including but not limited to trail maps, trails information, the preserve mission, etc. Most, if not all of the violations appear to be from ignorance of the laws and the fact that the violators are inside of a wilderness preserve. Additionally, some violators (mostly residents) have been using the preserve lands since before they were preserves, and are committing acts that have only become violations within the past ten or fifteen years. While maintaining the habitat in a natural state is important, it is equally important to provide preserve users with more visible guidelines to follow. This is important, not only to physically protect the preserve, but also to provide the users with a "black and white" law that has less "gray area" that is subject to the user's personal and legal interpretation. Most of the preserve users contacted, including the above -indicated violators, want to enjoy the preserve, as well as, "Do what is right". i Open Space Management (OSM) Activity Report May—November 2016 Public Contacts OSM Staff patrol the 1,400 -acre Palos Verdes Nature Preserve approximately 80 hours per week to serve as a much needed "boots on the ground" presence. Their presence deters poor behavior, allows the City to pro- vide assistance to visitors and to educate visitors on Preserve rules. OSM was fully staffed in May 2016, and since then has made 15,751 public contacts. Below is a breakdown by user type, and observed violations. Total Public Contacts: 15,751 Hikers: 13,205 Dog Walkers: 1,431 Mountain Bikers: 1,071 Equestrians: 44 Violations Observed: 280 Dogs Off Leash: 161 People Off Trail: 119 Public Informational Tables OSM Staff has begun setting up informational tables in the Palos Verdes Nature Preserve for the purposes of increasing presence and educating the public that they are entering a protected nature preserve. Staff has held five informational tables in the Portuguese Bend and Abalone Cove Reserves since May. Staff shares interpretive, regulatory, and safety information, and teams with Preserve partners and stakeholders includ- ing the Palos Verdes Peninsula Land Conservancy (PVPLC) and PV CORBA. Staff collects surveys at informa- tional tables to understand who is using the Preserve, what they enjoy, and improvements that can be made. A summary is listed below, and survey results are attached. Surveys Collected: 180 What are we doing right? Nearly all visitors were very pleased with their experience. What can we do better? Common requests for restrooms, water fountains, trash cans, and better parking. 13% of survey takers are from Rancho Palos Verdes. B-2 Graffiti OSM Staff cleaned more than 34 areas vandalized with graffiti on 26 different trails and parking areas. Van- dalized structures included signage, posts, fencing, rocks, trees, portable toilets, dewatering wells, and drain- age pipes. In addition, staff reported more than 53 areas vandalized with graffiti to the City's graffiti removal contractor for cleaning. AN IMF - "F [.•yam'.- / .- lfli Signage Installation The City is responsible for Preserve entry and regulatory signage. Sign installation has included area closed signs and various regulatory signage. While OSM coordinates with the Public Works Department for the ma- jority of the Preserve's signage needs, OSM staff installed or replaced regulatory signage in six different Re- serves, and helped close areas for public safety. AREA CLOSED NO BEACH o ACCESS a 00 not climb over railing RPVMC 12.16.080.90 , 7i� B-3 Cleared Homeless Encampments OSM has, in coordination with law enforcement, cleared seven homeless encampments/party spots in Peli- can Cove, and in Vicente Bluffs, Vista Del Norte, Portuguese Bend, and San Ramon Reserves. Cleaned Areas with Intense Litter While OSM Staff removes litter during regular patrols, these are large areas with concentrated litter. OSM staff has cleared over 21 locations of intense litter resulting in hundreds of pounds of removed garbage. Hav- ing the OSM presence in the Preserve allows the City to locate these areas, and clean them promptly. Elimi- nating these eye sores and often hazards, demonstrates a higher level of maintenance appropriate for a pro- tected Nature Preserve, and helps the public identify the Preserve as a special place with delicate habitat to be treated with respect, rather than common open space. Removal of Man-made Debris OSM Staff cleared over a thousand pounds of man-made debris dumped on over 31 trails and areas through- out the Preserve. Items included wooden construction debris, large wooden boards, old lumber, plywood, old car seats, rusted car frames, a microwave oven, a washing machine, several tires, a bedspring, a mattress, a water heater, a traffic barrier, traffic signs, barbed wire, steel cylinders, sheet metal panels, rolls of chain link fence, old pipes, old irrigation hose, steel cables, PVC pipe, sign debris, fallen structure debris and glass, junk steel, concrete blocks, and additional miscellaneous items. Eliminated Hazards OSM Staff eliminated public hazards on over 13 trails and areas including removing pipes protruding on trails, filling in holes/trip hazards, clearing trails of debris, removing exposed PVC and rusted metal pipe, cutting and removing barbed wire, hammering down protruding spikes, and removing broken glass. Clearing Drainage Areas a Ik 4 Y w IPP'. w• _ Aa' •''1� '' OSM Staff cleared culverts and drainage areas in Filiorum, Forrestal, San Ramon, and Vista Del Norte Re- serves. Removal of Unused Fencing OSM Staff cut and/or removed over a hundred pounds of damaged unused chain link fencing that created eye- sores, and in some places, hazards from five different Reserves restoring areas to a more natural, attractive state. Trail Work OSM Staff conducted trail work on more than 11 trails, and received trail maintenance and management training from Trail Designer, and PVPLC Trail Crew leader Kurt Loheit. Work included organizing volunteer trail days and partnering with community volunteers, PV CORBA, PVPLC, and local Boy Scouts and high school students on a large scale trail delineation and planting project on Toyon and Peppertree Trails. This was an excellent opportunity to work together with and educate the public and trail stakeholders. Work has also included blocking spur trails, trail delineation, road maintenance, and trail repair. Trail deline- ation and blocking spur trails is an important and seemingly endless task as there are nearly as many unauthorized trails as there are authorized trails in the Preserve.
