Monthly Treasurer's Report (page A-1) BACKGROUND AND DISCUSSION: This report summarizes the cash balance of all funds, as well as investments, for the month of July 2016. A separate report is prepared monthly for the Improvement Authority, and is presented under separate cover before the Authority Commission. The overall cash balances of the City totaled $67,359,779, with more than $48 million or 71 % of the balance in the Local Agency Investment Fund (LAIF). The City has almost $3.6 million or 5% of the total cash balance with Bank of the West, and over $3.8 million with Malaga Bank. The City purchased 5 new Certificates of Deposit (CD) for a total of $1,250,000 this month. The City now has total CD investments of $10.5 million or 16% of total cash balance. The securities are held by the Bank of New York and are FDIC insured. In summary, the City's General Fund is over $16 million or 24% of the total cash balance, and Capital Improvement Projects (CIP) Fund is over $27 million or 41 % of the total cash balance. Overall, the City cash balance decreased by $1.5 million from last month, and in comparison to the same period last year, the cash balance from last year decreased by more than $2.8 million. 1 The major variance as compared to last year is disbursements from the General Fund, CIP Fund, and Water Quality Flood Protection Fund. Typically City's projects are funded by these three funds. The variance is mainly due to the timing of the invoice processing. Harris & Associates, Hardy & Harper, John L.
