BACKGROUND AND DISCUSSION:
On July 21, 2015, Council adopted Resolution Nos. 2015-064, 2015-065, 2015-72 and
2015-067, that established permit parking in the Del Cerro Homeowner Association
(HOA) neighborhood, Rancho Crest HOA neighborhood, along Crenshaw Blvd. and
parking restrictions on Park Place and Crenshaw Blvd., respectively. Traffic and safety
issues associated with Preserve patronage has created major quality -of -life issues for
the residents who live in the area.
The approved resolutions resulted from community meetings and dialogue regarding
the issues of safety, access and circulation. The following summarizes the
improvements and activities that contributed to the program.

Establishment of Permit Parking Zones
Del Cerro HOA Neighborhood -
All streets within the Del Cerro HOA boundary
are included in the permit parking program.
Parking is allowed for residents who display a
valid permit decal. Permit applies every day of
the week, 24 -hours a day. Since the program's
inception, 132 permits have been issued.
Rancho Crest HOA Neighborhood — Valley View Road is the only street within the
Rancho Crest HOA boundary requiring a
permit. Parking is allowed for residents who
display a valid permit decal. Permit applies
Crenshaw Blvd (Resident Only) —
Established Parking Restricted Areas
every day of the week, 24 -hours a day. Since
the program's inception, 43 permits have been
issued.
First 10 parking spaces along the west side of
Crenshaw Blvd. from Park Place to about 200
feet northerly are reserved for RPV residents
who desire to park and access the Preserve.
Parking is allowed for RPV residents who
display a valid parking decal. Parking applies
every day of the week, 24 -hours a day. Since
the program's inception, 192 permits have
been issued.
Red -curb parking restrictions have been established at critical locations along
Crenshaw Blvd. and Park Place to improve traffic flow, circulation and safety. The
following exhibit shows the location of the parking restricted areas.

Parkina Enforcement Summa
The Sheriff's Department provided substantial time in the Del Cerro area enforcing the
permit parking and restricted parking areas. Since August 2015, a total of 2,519
citations have been issued, for a total of $138,981 collected in fines. Below is a
breakdown of citations issued:

Public Outreach
The City's website was utilized as the primary means to inform the public about the
parking restrictions and public parking areas. A page in the public works area of the

website has been created which fully describes all of the parking programs and
specifically details the parking availability on Crenshaw Blvd. (see Attachment page C-
1).
Public Comments and Areas for Improvement
Staff has been working with the neighboring HOA's to fine tune and adjust minor issues
in the field. To improve the effectiveness of the permit parking zones, larger signs than
originally planned were installed for greater visibility. Existing red -curb zones were
refreshed. The Recreational Permit Parking Zone on Crenshaw Blvd was re -painted for
greater visibility and awareness.
During the first six (6) months of the program, Staff received several complaints from
non-residents regarding the reduction of available public parking and the establishment
of the Recreational Permit zone. Calls were oftentimes received after a citation was
issued.
A resident on Park Place has submitted a request to have the parking situation on Park
Place re-evaluated due to unintended consequences of placing red -curb on both sides
of Park Place, thus resulting in no on -street public parking spaces for guests after
hours. Although there are 17 public parking spaces available at Del Cerro Park,
adjacent to the resident's home, those spaces are only available for parking from dawn
to dusk, in accordance with the City's Municipal Code. Staff has met with the resident
on several occasions and have concluded that there are no apparent feasible options to
address the request at this time. We will continue to look at any available options to
improve parking and traffic on Park Place.

Additionally, since the City received a $4M Proposition A grant to purchase portions of
the Nature Preserve, preferential use of the 17 parking spaces at Del Cerro Park would
appear to be in direct violation of the grant agreement. On June 29, 2016, Staff
received a letter from the Los Angeles County Regional Park and Open Space District
advising the City of perceived discrimination with our parking programs. Staff
responded that the City is in full compliance with the grant agreement and that our
parking programs are non-discriminatory (see Attachment page D-1).
As part of the improvement plan to address pedestrian safety, a sidewalk/trail compliant
with the Americans with Disabilities Act (ADA) was proposed from Park Place to the
Preserve entrance. Staff secured CDBG funding and Council approval for the project.
At the time the project was ready for award, Council directed staff to re -define the scope
of the ADA project due to community reports that pedestrian/traffic safety issues had
been resolved with improvements that have been implemented to date.
CONCLUSION:
Overall, feedback from residents of the surrounding neighborhoods has been positive.
While it is difficult to provide the optimal parking situation that addresses all needs, the
improvements to date have appeared to result in improved safety.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action is available for
the City Council's consideration:
Direct Staff to proceed with other improvements as appropriate.

BACKGROUND
On June 16, 2015, staff presented an update to the City Council regarding the parking
issues on Crenshaw Boulevard near Del Cerro Park. At that meeting, council directed
staff to proceed with establishing Neighborhood Permit Parking in the surrounding
affected neighborhoods which includes the Del Cerro HOA, Rancho Crest HOA and the
Island View HOA.
All three neighborhoods have formally requested that the City establish a permit parking
program to protect their neighborhood streets from parking impacts associated with Del
Cerro Park and the Palos Verdes Nature Preserve.
DISCUSSION
Neighborhood Permit Parkinq
In accordance with Municipal Code Chapter 10.20, a neighborhood may apply for permit
parking with a minimum 60% approval by residents. Petitions signed by at least 60% of
the affected residents have been received and verified and were presented to City
Council at the June 16, 2015 meeting. Staff conducted a field survey and has
determined that permit parking would be appropriate for three areas.
The permit parking program would apply to the following streets, every day of the week,
24 hours a day:
Del Cerro Neighborhood
Oceanaire Drive
Crestwind Drive
Amber Sky Drive
Coveview Drive
Moonmist Drive
Seacrest Drive
Rancho Crest Neighborhood
Valley View Road
Island View Neighborhood
San Clemente Drive
Santa Catalina Drive
Santa Barbara Drive
The conditions and terms of the respective permit parking programs are included in the
attached Resolutions No. 2015-xxx.
Parking Restrictions
As directed by City Council, the following parking restrictions are proposed to improve

safety and circulation along Crenshaw Blvd:
• Prohibit parking on the south/west side of the Crenshaw Blvd extension from
Seacrest Drive to Burma Road
• Prohibit parking on the north/east side (northbound direction) on Crenshaw Blvd
from Seacrest Drive to Valley View Road
• Extend the existing red -curb to further prohibit parking on the south side of Park
Place from its current terminus to the first parking stall at Del Cerro Park.
FISCAL IMPACT
Adopting staff's recommendation will result in an impact to the FY 2015-2016 budget.
The costs associated with establishing the permit programs is approximately $2,000
which funds the production and installation of the permit parking signs and procures the
parking decals. Funding for these costs is available in the Traffic Management Program
of the adopted FY 2015-2016 budget.

a deterioration of their residential quality of life; and
WHEREAS, the residents along Oceanaire Drive, Crestwind Drive, Amber Sky Drive,
Coveview Drive, Moonmist Drive and Seacrest Drive, have requested the City to
regulate the parking in this neighborhood to address the parking problems associated
non-residents parking cars on these streets; and
WHEREAS, the establishment of permit parking 7 days a week, 24 -hours a day,
is intended to reduce parking impacts along these streets created by nonresident
vehicular parking, and is necessary to provide reasonably available and convenient
parking for the benefit of residents who live on these streets and their guests.
WHEREAS, the City Council determines that establishing permit parking
would not result in significant environmental effects because the result of the program
will not significantly alter existing conditions. Therefore, in accordance to the California
Environmental Quality Act (CEQA), the City Council finds that establishment of the
permit parking program is considered a Categorical Exemption from CEQA based on
Section 15301(c) of Article 19, which states that operation, repair, maintenance,
permitting, leasing, licensing or minor alteration of existing public or private structures,
facilities, mechanical equipment, or topographic features involving negligible or no

THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES
HEREBY FIND, ORDER AND RESOLVE AS FOLLOWS:
WHEREAS, Chapter 10.04 of the Rancho Palos Verdes Municipal Code
authorizes the City Council to establish restricted parking in designated areas in the City
by resolution pursuant to the authority provided by California Vehicle Code Section
22507; and
WHEREAS, an engineering and traffic survey has determined that parking
restrictions are warranted on portions of Crenshaw Boulevard and Park Place in
accordance with the Rancho Palos Verdes Traffic Code.
WHEREAS, Crenshaw Boulevard, a public roadway extending from Seacrest
Drive to Burma Road has experienced parking -related impacts due to an increase in
recreational and pedestrian activity pertaining to use of the City's Park and Nature
Preserve; and
WHEREAS, Crenshaw Boulevard, a public roadway extending from Seacrest
Drive to Valley View Road has experienced parking -related impacts due to an increase
in recreational and pedestrian activity pertaining to use of the City's Park and Nature
Preserve; and
WHEREAS, Park Place, a public roadway located adjacent to Del Cerro Park has
experienced parking -related impacts due to an increase in recreational and pedestrian
activity pertaining to use of the City's Park and Nature Preserve; and
WHEREAS, the residents from surrounding neighborhoods (Del Cerro HOA and
the Park Place HOA) have requested the City to regulate the parking on the south side
of Crenshaw Boulevard from Seacrest Drive to Burma Road (Nature Preserve
entrance), north side of Crenshaw Blvd from Seacrest Drive to Valley View Road and on

the south side of Park Place from Crenshaw Blvd to 200' west to the first parking stall to
address the public safety issues that are associated with parking on Crenshaw
Boulevard and Park Place in order for the public to take access to Del Cerro Park and
the Palos Verdes Nature Preserve, because the current unrestricted public parking on
Crenshaw Boulevard and Park Place is impeding access to residential properties and
the Nature Preserve by emergency vehicles and other vehicles; and
WHEREAS, the establishment of a "No Parking at Anytime" restriction by
erecting signs and red curbing on the south west side of Crenshaw Boulevard from
Seacrest Drive to Burma Road, north east side of Crenshaw Blvd from Seacrest Drive
to Valley View Road and on the south side of Park Place from Crenshaw Blvd to
approximately 200' south will reduce traffic hazards created by nonresident vehicular
parking, and is necessary to provide safe and efficient ingress and egress for the benefit
of residents and their guests, as well as emergency vehicles serving the area;
WHEREAS, the City Council determines that establishing permit parking
would not result in significant environmental effects because the result of the program
will not significantly alter existing conditions. Therefore, in accordance to the California
Environmental Quality Act (CEQA), the City Council finds that establishment of the
permit parking program is considered a Categorical Exemption from CEQA based on
Section 15301(c) of Atticle 10, which states that operation, repair, maintenance,
permitting, leasing, licensing or minor alteration of existing public or private structures,
facilities, mechanical equipment, or topographic features involving negligible or no
expansion of use beyond that existing at the time of the lead agency's determination.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. Required Findings. The City Council finds that the establishment of
a "No Parking At Anytime" restriction by erecting signs and painting red curb on the
south west side of Crenshaw Boulevard from Seacrest Drive to Burma Road (Nature
Preserve entrance), on the north east side of Crenshaw Blvd from Seacrest Drive to
Valley View Road and on the south side of Park Place from Crenshaw Blvd to
approximately 2009west is necessary to reduce traffic hazards created by nonresident
vehicular parking for access to Del Cerro Park and the Palos Verdes Nature Preserve,
and is necessary to provide safe and efficient ingress and egress for the benefit of
residents and their guests, as well as emergency vehicles serving the residential area,
the Park and the Nature Preserve. For these reasons, the City Council finds that the
establishment of parking restrictions for the portion of the streets listed in Section 2 of
this Resolution, is necessary to avoid the adverse impacts upon public safety cause by
cars being parked on both sides of the roadways.

Section 1, the following area is hereby designated with the following parking restriction:
"No Parking at Anytime":
Crenshaw Boulevard (south west side from Seacrest Drive to Burma Road)
Crenshaw Boulevard (north east side from Seacrest Drive to Valley View Road)
Park Place (south side from Crenshaw Blvd to 200' west).

RECREATION PARKING PERMIT PROGRAM.
BACKGROUND
As the City continues to address the issue of parking as it relates to access to our public
amenities, it is important to ensure that parking is reserved for our residents who help
fund many of the public improvements enjoyed by all. At the April 21, 2015 and June 16,
2015 City Council meetings, while providing an update on the Crenshaw Blvd/Del Cerro
Park Parking alternatives, staff introduced the concept of establishing a Resident
Recreational Parking Permit Program that would allow residents to park in designated
parking areas throughout the city.
DISCUSSION
In accordance with Municipal Code Chapter 10.20, the City may initiate a resident
recreational parking permit to limit parking to residents only within certain areas of the
City, which are to be defined by resolution of the Council. The Resident Recreational
Parking Permit will be an annual pass to be obtained by any resident who desires to
park in designated spaces throughout the City. Permits may be obtained for each
vehicle owned by any bona fide resident of the city. Proof of residency is required at the
time permits are applied for. The permit would apply every day of the week, from dawn
to dusk. The cost for the Resident Recreational Parking Permit is free.

These annual passes will be distributed by the Public Works Department, similar to the
Neighborhood Permit Parking program, to city residents upon confirmation of proof of
residency. A decal will be issued to each registered vehicle and shall be placed in the
lower left corner of the driver's windshield so that it is easily seen by parking monitors.
The cost to administer this program is nominal and will consist of purchasing small
informational signs and decals. The decals cost $2.50 each and will look similar to the
decals issued for the Neighborhood Permit Parking program.
Parkinq Enforcement
The City's parking programs are continuously growing with the addition of the Del Cerro,
Rancho Crest and Island View Neighborhood Permit Parking programs coming on line
in the near future. With the addition of the Resident Recreation Parking Permit, the City
will have a total of 13 parking programs. To achieve full effectiveness of these
programs, enforcement is an essential tool to discourage violators.
The Lomita Sheriff's station is the city's default enforcement tool however, parking
enforcement may not be the best area to direct these essential resources. As an
alternative, the City may consider utilizing the services of a roving unarmed security
company to conduct parking enforcement, 8 hours a day, 7 days a week.
Staff received two proposals for enforcement services. The proposals are summarized
below.

Adopting staff's recommendation will result in an impact to the FY 2015-2016 budget.
The costs associated with establishing this permit program is approximately $2,000
which funds the production and installation of the permit parking signs and procures the

parking decals. Funding for these costs is available in the Traffic Management Program
of the adopted FY 2015-2016 budget. Should the Council decide to move forward with
a roving security unit to conduct parking enforcement, a budget adjustment will be
needed to fund the cost of the security services.

WHEREAS, the establishment of permit parking for City residents along a small
portion of Crenshaw Boulevard consisting of ten parking spaces, seven days a week,
from dawn to dusk, is intended to reserve parking spaces along Crenshaw Blvd, and is
necessary to provide reasonably available and convenient parking for the benefit of
residents who live in Rancho Palos Verdes:
WHEREAS, the City Council determines that establishing permit parking would
not result in significant environmental effects because the result of the program will not
significantly alter existing conditions. Therefore, in accordance to the California
Environmental Quality Act (CEQA), the City Council finds that establishment of the

Just wanted to thank you and the staff or doing such a great by making the markings at Del Cerro visible !! Even a blind person
can see those vivid markings ! On Saturday wrote one citation for parking without a permit. A vast improvement from most
Saturdays where 25 to 40 were written for failure to have the recreation permit. I did see an increase of people parking on
Oceanaire and Valley View and citations were issued to those scofflaws.
Also made a run up to the top of Crest and the homeowner has blocked off the entire road with cones and barricades.

Hi Sharon,
Staff is currently working on making improvements to the signage on Crenshaw for the 10 recreational parking spaces.
The improvements will include larger, bolder signs as well as curb painting and street stenciling to differentiate those
spaces from the general public parking spaces.
In regards to Island View, yes, public parking is allowed. All streets in island view are public, unrestricted streets.

Subject: Preserve permit parking
HI Ara,
Not sure if this is your area of responsibility, but many people innocently get tickets parking in the 10 spaces
reserved for residents with permits because the signage is so bad. I was there yesterday and advised 5 cars that
they could not park there or they would get tickets and everyone was so grateful because they had no idea.
These signs need to be bigger, maybe in red and visible. The one closest to the entrance faces across the street
and is ineffective.
Also, is public parking allowed in Island View? If so, great, we need it; if not, then the city needs to put up
signs. There are none and I have looked hard to find them.
If this should go to someone else please let me know to whom.

Hello Nicole,
Being raised in the 'Mid -West' of the US with the ethic of 'helping and supporting neighbors' - especially those
adversely affected -it was a difficult experience last night. I had hoped that the 'creative ideas' offered by
members of the TSC - such as relocating parking to Crenshaw and/or shuttle service and/or signage for at least
some RPV Resident Recreation parking would have more traction.
I certainly understand the others in the room who have received the significant traffic and Parking restriction
benefits - such as full Neighborhood RPV Parking for 100s of homes - not wanting to 'give back' these benefits
in part or in full. We all see how and why they want to protect their homes and neighborhoods just as we do on
Park Place.
We all know on Park Place that there is now red curbing needed and necessary for safety / Fire / Sheriff /
Emergency Vehicle / ingress & egress purposes (as well as turn around at the cul-de-sac end and access to Fire
Hydrant). And these street areas must be kept 'clear' for safety/ emergency purposes for the frequent staging as
well as real emergencies. This red curbing is mandatory for ingress / egress by broad array and number of
vehicles during the same time period.
What is obviously missing for Park Place residents is some Parking set aside for them as residents. And as we
trust was understood, an 'accommodation' as Petitioned seems only reasonable and in keeping with what is
currently provided to 100s of other homes and a number of HOAs / neighborhoods / streets.
Still, Park Place is so adversely affected with none of these parking protections. And we can only hope, and
pray, that the powers -to -be in Staff and the City Council will step forward with significant solutions to
significant problems at Park Place.
As Park Place HOA President, Steven Anderson, observed, Parking and Traffic Control for Park Place is
required for safety and purposes. And as we heard, Park Place needs substantive positive changes to the
dramatic and overwhelming current excessive use due to the significant adverse consequences of RPV
granting huge benefits to entire neighborhoods. This is particularly wrenching when one realizes that all other
(100s of) homes proximate to Del Cerro Park have significant traffic and parking benefit restrictions to exclude
visitor traffic and parking with only one exception - those 3 residential homes on Park Place.
We had wanted to 'bring up' the URL reference that was described. This aerial URL of the Del Cerro literally
shows that the parking spaces as stated in Consultant's Report (Finding #10) as being fully the Park are, in fact,
not fully located in the Park. To this end, please take look at this map from the LA County Assessor w tract
overlay. And please note that the line, overlaying the tract on the topography, literally 'runs through' vehicles
parked in the stalls. This would indicate that the #10 opinion offered by the Consultant was not correct as
stated. And it would further go the recommendation of the Staff that the basis was not as stated. Please get
back to us with your observations and opportunities to discuss with you in person.
For future use, we would appreciate the return of the Reference e-mail, business card (for PE land survey
business), printed aerial map (showing parking stalls not all in the Park) and single page of speaking notes left
with the recorder at the TSC meeting. Could we make arrangements to pick these up from you? ...or could
you mail them?
As you know, the access to Del Cerro parking stalls is very different than at other RPV parks - most notably
Hess and Ryan Parks where there is a long 'access road' from the main street (Hawthorne Blvd.) for ingress /
egress, parking stalls and turn -around. Further, as Del Cerro is not gated and made more safe in this way, this
is another significant difference as well. These facts, and others, leave us feeling that significant changes /
corrections / amendments need to be made to the Municipal Code governing RPV Parks - especially Del Cerro
Park - when the access and gating and parking are radically different. To this point, we ask that the Staff
valuate these major differences and how to facilitate changes to use at Del Cerro Park to accommodate Resident
Parking on Park Place in a number of the existing stalls. IT is truly unique that Del Cerro Park is accessible
only from a residential street.
We look forward to continuing our dialogue and to discussions to help Park Place and help RPV avoid the
dangers of substantial increased liability and adverse impact. We see this as a win-win to pursue as is alluded
in Steve Anderson's letter.

Portuguese Bend Open Space Acquisition
Grant No. 58H4-01-1284
It has come to the attention of the Los Angeles County Regional Park and Open Space
District ("District") that the City of Rancho Palos Verdes ("City") Parking Policy at the Palos
Verdes Nature preserve within the Portuguese Bend Open Space Area of the City is in
non-compliance with the terms and conditions of the executed Project Agreement. The
City received $4,000,000 in Proposition A grant funding for the acquisition of unimproved
property in the Portuguese Bend Area located in the City.
The portion of the City's parking policy in non-compliance is the following:
"Pay to Park (Pay stations or meters) — Support pay stations or meters to control or
manage the parking opportunities on Crenshaw Blvd. This imposes a fee on non-
residents and serves as a tool to control the duration that a visitor is parked. Residents
with a Residential Recreational Parking Pass can obtain an annual pass and park for
free. "
This portion of City's parking policy is in non-compliance with Section K,
Nondiscrimination on pages 9-10 of the Project Agreement, which states the following:
The Applicant shall not discriminate against any person on the basis of race, color, sex,
sexual orientation, age, religious belief, national origin, marital status, physical or mental
handicap, medical condition, or place of residence in the use of any property or facility
acquired or developed pursuant to this agreement.

Please review the enclosed Project Agreement and the Parking Policy at the Palos
Verdes Nature Preserve. The District requires the City to revise the portion of the parking
policy so the pay to park fee structure for residents and non-residents is uniform, so as to
comply with the terms and conditions of the Project Agreement.

Dear Ms. Beesley,
The City is in receipt of your letter dated June 29, 2016 stating that the portion of the City's
parking policy was in non-compliance with Section K, Nondiscrimination on pages 9-10 of the
Project Agreement.
In response to your letter, the City's parking policy adjacent to the Portuguese Bend (PB) area is
in full compliance with the grant funding agreement. Attached please find staff reports, meeting
minutes of the July 21, 2015 City Council meeting, a map showing all parking zones, including
free public parking areas along Crenshaw Boulevard adjacent to Del Cerro Park and the PB
open space area entrance, and corresponding pictures. Below are some important points to
note:
1. There are no pay stations or meters to control or manage the parking opportunities on
Crenshaw Blvd. This option, as you referred to in your letter, was explored at the April
21, 2015 City Council meeting, however it was rejected and not pursued.
2. There is no fee imposed on non-residents who park in that area.
3. There are approximately 47 parking spots available and free of charge to the general
public. Those free parking spots, identified by a green line in the attached map, are:
✓ 30 parking spots on Crenshaw Blvd. between Park Place and San Clemente
Place. "Green Area B"
✓ 17 parking spots on Park Place to Crenshaw Blvd. "Green Area C"
However, there are limited restricted parking zones in that area. The restrictions were imposed
last year as a result of frequent complaints received by the City from the area neighbors siting
blocked driveways, safety concerns for ingress and egress on Park Place, and other parking
difficulties. The restricted spaces, identified by a blue line in the attached map, are limited to:
1. Ten (10) designated parking spots restricted to Rancho Palos Verdes residents
requiring a Resident Recreational Parking Permit. There is no costs for the permit. It is
free. This was adopted via Resolution No 2015-72. "Blue Area A"
2. Parking is enforced for the 10 restricted parking spots only. Any vehicle parked without
a permit could get cited.
Additionally, there are Red Zones identified by red lines on the attached map, for fire and safety
access close to the PB open space entrance.

In conclusion the City is aware of the District's non-discrimination policy and is in full
compliance. With the exception of the 10 parking spots mentions above, the City is not
restricting the general public's access to the open space area. Pictures of the areas are also
attached for your consideration.
