Excerpt from the Health and Safety Code Section 2021(b) (page B-1) BACKGROUND AND DISCUSSION: The Greater Los Angeles County Vector Control District is a governmental service agency formed under the authority of the CA State Health & Safety Code committed to reducing populations of vectors for public health purposes. Pursuant to Health and Safety Code Section 2021(b) (Attachment B) a selection of the City's representative to the West Vector Control Board (Board) should be made collectively by the Council. Elizabeth Sala, a resident of the City, is the City's current representative to the Board. She is currently serving in a leadership capacity as the Vice President of the Board, and would normally become the President effective January 2017, for a one-year term. Ms. Sala's current term of office will expire on December 31, 2016. In an email to staff dated July 14, 2016, Ms. Sala expressed her willingness to continue serving in this capacity, if it is the desire of the City Council. 1 Staff is bringing this item to the Council at this time, as the Board holds its final meeting this year in November 2016, with reorganization and election of its new President and other officers at its January 2017 regular meeting. As always, you are super efficient! This class is actually quite informative, so taking it again is not so bad. Regarding my term, I am glad you asked. I am supposed to be president next year ( just a round robin kind of thing), yet since my term is going to be up, I wasn't sure how to go about it. I would be open to another two year term, if it pleases the Mayor. A-1 If possible, it would be nice to know if I can continue on the Board by November, the last meeting prior to the change of officers, so I could inform the Vector Board if my status does change. It is that wonderful time again O to take a refresher AB 1234 Ethics Training course. As the LA County West Vector Control District Board you are required to complete the AB1234 Ethics Training once in the first year of your first term, and then once every two years thereafter. Our records show that you took the course last on August 10, 2014; therefore, you would be due to take the training again by August 10, 2016. The online FPPC training is free and accessible at the following link: DIV ://localethics jL) ca.c c /t.. in. Lis ?x. The required training is two hours long; therefore, I encourage you not to rush through the training as it is timed. If you complete it before the two hour timeline you are required to obtain additional training (a couple of people have had to seek additional training.) Once you have completed the training, please send me your Proof of Participation certificate and you will be in compliance for another two years! Your term on the West Vector Control Board ends on 12/31/16. Perhaps it is a bit early to ask, but would you be interested in continuing to represent the City of RPV? You don't need to decide now, but we generally bring a staff report forward for the second meeting in December, so please let me and Teri (copied on this email) know sometime in November. Within 30 days after the effective date of the formation of a district, aboard of trustees shall be appointed as follows: (a) In the case of a district that contains only unincorporated territory in a single county, the board of supervisors shall appoint five persons to the board of trustees. (b) In the case of a district that is located entirely within a single county and contains both incorporated territory and unincorporated territory, the board of supervisors may appoint one person to the board of trustees, and the city council of each city that is located in whole or in part within the district may appoint one person to the board of trustees. If those appointments result in a board of trustees with less than five trustees, the board of supervisors shall appoint enough additional persons to make a board of trustees of five members. (c) In the case of a district that contains only unincorporated territory in more than one county, the board of supervisors of each county may appoint one person to the board of trustees. If those appointments result in a board of trustees with less than five persons, the board of supervisors of the principal county shall appoint enough additional persons to make a board of trustees of five members. (d) In the case of a district that is located in two or more counties and contains both incorporated territory and unincorporated territory, the board of supervisors of each county may appoint one person to the board of trustees, and the city council of each city that is located in whole or part within the district may appoint one person to the board of trustees. If those appointments result in less than five persons, the board of supervisors of the principal county shall appoint enough additional persons to make a board of trustees of five members.
