RECOMMENDED COUNCIL ACTION: (1) Review and consider directing Staff to implement Option Nos. 9 through 11 to address unauthorized nighttime activities at Marilyn Ryan Sunset Point Park; (2) Authorize an additional appropriation from the General Fund of $70,500 to Public Works' Parks, Trails & Open Space Maintenance Program. APPROVED BY: Doug Willmore, City Manager,/k--, BACKGROUND AND DISCUSSION: At the May 17, 2016, City Council meeting, Staff presented a menu of options to address concerns related to vandalism, public nuisance, and unauthorized nighttime activities occurring at Marilyn Ryan Sunset Point Park. The City Council reviewed the options and directed Staff to return with implementation details on temporary bollards, replacing park furniture, increasing law enforcement, and towing services (Option Nos. 8 through 11), as detailed in the table below. This table also includes cost estimates and implementation timeframes as provided by the Public Works Department and the Lomita Sheriff's Station. Upon further review of these options, Staff currently recommends that the City Council move forward with all of the options listed above, with the exception to the installation of the temporary bollards (Option No. 8). This is because of the operational challenges and solutions that still need to be determined with deploying the bollards. For example, when a vehicle is parked after the permitted hours, that vehicle may be cited and towed. Staff is still working through the process of timing for citing and towing a vehicle. Therefore, Staff recommends delaying Option No. 8 for now, and seeks City Council direction to implement Option Nos. 9 through 11 and to monitor the parking lot and park grounds for a period of six months. After the six-month monitoring period, Staff will report back to the Council on the efficacy of these options in addressing nighttime nuisance activities. If these issues have not been satisfactorily addressed, the City Council may then direct Staff to proceed with the installation of the temporary bollards. The timeframe to replace the park furniture and install new signs at the parking lot is approximately six months. The six-month monitoring period will begin once installation is complete, so Staff expects to report back to the City Council on this matter in July 2017. CONCLUSION: In the interest of taking action to address the issues of unauthorized nighttime activities in Marilyn Ryan Sunset Point Park, Staff recommends that the City Council consider a 2 budget adjustment to Public Works' Parks, Trails & Open Space Maintenance Program budget in the amount of $70,500 to replace the existing park furniture and install parking regulations signs at Marilyn Ryan Sunset Point Park. ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council's consideration: 1. Direct Staff to implement Option No. 8 through 11, at an expected total cost of $96,500 for FY16-17. 2. Identify additional options for Staff to research for City Council consideration at a future meeting. 3. Direct Staff to take no action at this time. 9
