BACKGROUND AND DISCUSSION:
The Infrastructure Management Advisory Committee (IMAC) was established by the
City Council in July 2014, and held its first meeting in December 2014. This is the
second annual work plan prepared by the IMAC. In the past few months, the
Committee reviewed its 2015 work plan and each infrastructure category. The
Committee discussed modifications and enhancements at IMAC meetings, and
developed a draft framework that reflects their goals set for FY16-17. The Committee,
at its June 9, 2016, meeting, moved to recommend that the City Council approve the
submitted draft work plan for FY16-17.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action is available for
the City Council's consideration:
1. Modify the proposed IMAC work plan or request that the Committee make
revisions to it and resubmit.
2. Take other action as deemed appropriate by the City Council.

DRAFT WORK PLAN FOR 2016-2017
The City Council resolution that established the Infrastructure Management Advisory
Committee ([MAC) in October, 2014 specifies its Mission Statement as follows:
The mission of the Infrastructure Management Advisory Committee shall be to provide
community input by advising the City Council on matters concerning public works and
park infrastructure, capital improvement projects, and maintenance and preventative
maintenance programs for public buildings; park sites; trails; the stormwater system;
the sanitary sewer system including the Abalone Cove Sewer District; street rights-of-
way and traffic control devices; the Palos Verdes Drive South/Portuguese Bend
landslide; and special projects as assigned by the City Council.
During 2016 — 2017, the IMAC will continue to implement its mission, with emphasis upon the
following goals:
1. Work in cooperation with the Public Works, Information Technology, Finance and other
City Staff, to complete and deliver to the City Council by February 28, 2017, a working,
populated Project Database including at least the following:
Project Datasheets for substantially all pending projects in the City valued at $100,000
or more.
A project -priority ranking program, including means to re -rank projects, with
explanations.
(designed and tested to enable use by individual council members, committee
members, and the public)
Standardized report forms, formatted to concisely inform the Council and Public of
essential project information.
(for use by council members to inform their decisions concerning project rankings,
approvals and revisions)
Means for other city committees to evaluate, suggest revisions, and suggest rankings
for projects.
(including Finance Advisory Committee, Traffic Safety Committee, and Emergency
Preparedness Committee)
Invite and evaluate comments and suggestions from the Council, Staff, other
committees and the Public.
(including suggestions for improvements to the Project Database, Project Datasheets
and ranking system)
2. Review and evaluate specific projects or issues, as may be referred from time to time by
the Council or Staff.
3. Develop and implement means to solicit, encourage and evaluate participation by the
Public in project planning and project priority ranking.
