Consideration and possible action to approve the Draft Emergency Preparedness
Committee (EPC) FY16-17 Work Plan.
RECOMMENDED COUNCIL ACTION:
(1) Approve the proposed Draft FY16-17 City of Rancho Palos Verdes Emergency
Preparedness Committee (EPC) Work Plan for inclusion in the FY16-17 City
Budget.

BACKGROUND AND DISCUSSION:
Pursuant to Section 5 (Annual Work Plan) of Resolution No. 2008-61, the Emergency
Preparedness Committee (EPC) and City Staff liaison shall prepare an annual work
plan to be presented to the City Council for approval. At the February 18, 2016, EPC
meeting, the FY16-17 EPC Work Plan (Attachment A) was discussed by the EPC and
Staff. Specifically, EPC and Staff propose to:
Continue participation in the 41h of July community outreach event by providing EPC
members to assist with setting up, staffing, and dissembling the City -provided booth
space.
Produce two Public Service Announcements (PSAs). EPC members will submit on-
screen talent recommendations and scripts to Staff. PSAs will be promoted through
the City's EPC website, the City Manager's weekly report, televised on RPVty
Channel 33 (COX Cable)/Channel 38 (Frontier FIOS) and featured on Channel 33's
"Peninsula Beat."
Update the current "Beauty and the Beast" (B&B) emergency preparedness public
outreach presentation and rename it "How to Prepare."

• Continue the City's utility service providers' emergency preparedness presentations,
focusing on the Los Angeles County Sanitation District and California Water Service
Company.
• Participate in the City's Whale of a Day community outreach event by providing EPC
members to assist with setting up, staffing, and dissembling the City -provided booth
space.
• EPC members will participate in the 2016 National Night Out by organizing an event
list and visiting neighborhood gatherings to talk about emergency preparedness.
• EPC members will be available to visit Rancho Palos Verdes homeowners
associations and faith -based organizations, along with residents and business
owners in general, to make "Beauty & the Beast," "How to Prepare" and "LA County
Five Step Neighborhood Action Kit" presentations.
• EPC members will host a US Geological Survey (USGS) emergency preparedness
related presentation at the Norris Pavilion in Rolling Hills Estates or similar venue in
Rancho Palos Verdes. The presentation will be provided by a reputable USGS staff
scientist and emphasize the importance of public awareness in regards to natural
and human made disasters. Media outlets for advertising include, but are not limited
to, the EPC webpage, PV News, the Daily Breeze, Channels 33 & 38, the Palos
Verdes Peninsula Unified School District (PVPUSD) and the City's electronic Notify
Me system.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council's consideration:
Approve the FY16-17 EPC Work Plan with modifications.
