RECOMMENDED COUNCIL ACTION: (1) Approve the Palos Verdes Nature Preserve signage plan; (2) Direct Staff to work with the Palos Verdes Peninsula Land Conservancy (PVPLC) to use remaining PVPLC grant funds to purchase and install signage at key locations in the Palos Verdes Nature Preserve; and (3) Direct Staff to seek grant funding for remaining signage, and to bring back options to fund signage as part of the FY17-18 budget. Signage Plan Cost Estimate (page B-1) BACKGROUND AND DISCUSSION: The Public Use Master Plan (PUMP) for the Palos Verdes Nature Preserve (Preserve), approved by the City Council, U.S. Fish and Wildlife Service, and California Department of Fish and Wildlife, indicates that the City is responsible for installing and maintaining Preserve entry signage to identify individual reserves, trail systems, and rules. It also states that the Palos Verdes Peninsula Land Conservancy (PVPLC) is permissively responsible for installing and maintaining Preserve interpretive signage. In 2014-2016, the PVPLC, on behalf of the City, was awarded three separate grants from which $115,000 is available for the design, purchase, and installation of entry and interpretive signage for the Preserve. PVPLC has worked with consultant Hunt Designs, Inc., the PVPLC Board of Directors, PVPLC volunteers, and City Staff on 1 signage design and content. The topic has also been placed on quarterly Preserve Public Forum meeting agendas for discussion. The Preserve currently lacks entry signage displaying the names of the individual reserves, and defining the open space areas as nature preserves. It is important to name open space areas for public safety so that the public can communicate where they are located to emergency responders or law enforcement. Entry signage will also communicate to the public that the 11 reserves (within the larger Preserve) are Nature Reserves where valuable habitat is to be both appreciated and protected. Six separate sign types are proposed: A primary identification sign, a secondary identification sign, an orientation panel, a regulation panel, and two types of interpretive signs. This selection provides an appropriate selection of options for display throughout the Preserve to best fit the needs of each location. Not all signs will be used in each Reserve since this could result in sign "pollution." The City/PVPLC Management Agreement stipulates that the City Council must approve the location, size, and design of Preserve signage that recognizes Preserve donors. The primary and secondary identification signs are designed with a placeholder area to recognize a donor who has named a Reserve ($1 Million). Should a donor name the entire Preserve ($10 Million), the signage could be altered to rename the Preserve from the "Palos Verdes Nature Preserve" to the name of the donor. The other proposed signage (orientation panels, regulation panels and interpretive signs) does not recognize donors and does not specifically require City Council approval. However, Staff is presenting these to the City Council for feedback as well since entry signage is an integral part of public education and safety in the City's popular Preserve. Only the designs of the orientation panel, regulatory panel, and interpretive signage is presented at this time; PVPLC will continue to work with City Staff on the content of these signs. The proposed signage meets City Council and the Wildlife Agencies' approved PUMP signage requirements, and there are no regulations set forth in the Municipal Code regulating signage for parks and open space areas. It should be noted that Section 17.76.050(F) of the Municipal Code establishes sign criteria for nonresidential uses such that signs do not exceed 6 feet in height or 32 square feet in area. As proposed, the primary identification sign is 8'-6" tall, which exceeds the Code requirement for a freestanding sign. However, pursuant to Section 17.76.050(D), signs for City facilities are allowed without a permit and may exceed the nonresidential sign standards. Staff, PVPLC, and the consultant believe that the height and design of the proposed signs will best serve as identification at the entry points to the Preserve while maintaining the aesthetic goals for the Preserve. Therefore, Staff recommends that the City Council accept the proposed Preserve signage plan.
