AGENDA DESCRIPTION:
Consideration and possible action to resume the Peafowl Trapping Program for 2016
RECOMMENDED COUNCIL ACTION:
(1) Receive and file a final summary report on the 2015 Peafowl Trapping Program;
and,
(2) Review the 2016 Peafowl Census Report, and direct Staff to resume the humane
trapping and relocation of up to 150 peafowl for 2016 within the five
neighborhoods identified in the Peafowl Management Plan.
FISCAL IMPACT: Resuming the trapping of peafowl for 2016, which will occur after
July 15th, has been included in the draft FY16-17 budget under the Animal Control
program.

BACKGROUND AND DISCUSSION:
On August 4, 2015, the City Council adopted the Peafowl Management Plan (PMP)
which is a City -initiated plan to humanely manage the peafowl population within the
City. This is achieved by reducing and maintaining the peafowl population to the levels
identified in the 2000 Peafowl Census Report (134 total birds, citywide). The PMP
supports the coexistence of peafowl within the semi—rural character of the City by:
Encouraging public education and deterrent measures; and,
Humanely trapping and relocating up to 150 birds per year in order to maintain
the 2000 peafowl population.
At that same meeting, in response to the uptick in the City's peafowl population (based
on the 2014 census) and the increase and tenor of resident complaints, the Council
directed Staff to begin the trapping for 2015 of up to 150 peafowl within the following

five neighborhoods: Portuguese Bend, Crestridge, Sunnyside Ridge, Grandview, and
Vista Grande.
2015 Peafowl Trapping Program
On September 14, 2015, the City began implementing its Peafowl Trapping Program.
The City purchased five traps, one for each of the five neighborhoods participating in
the program. Generally speaking, a trap was placed in the enclosed rear yard of a
private residence for approximately a two-week period, and afterwards relocated to
another property within the same neighborhood. Since the 2015 trapping began late in
the year (September), the City continued trapping through February 15, 2016, until the
150 cap was reached. The table below summarizes the number of birds trapped by
neighborhood for the 2015 trapping period.

The 150 birds trapped during 2015 included 53 males, 78 females, and 19 juveniles. As
stated in the PMP, the birds trapped were collected by the City's vendor (Wildlife
Services) within 24 hours and relocated to ranches in the San Diego, Ventura, and
Santa Barbara Counties. Per the Council -adopted PMP, Staff approved the locations to
which the birds were relocated'.
2016 Peafowl Census Report
Pursuant to the PMP, each year the City is required to conduct a census survey to
assess the current peafowl population trends, and based on past census reports,
determine whether trapping should resume. This year's peafowl census survey was
conducted between April 1 and April 12, 2016, by Wildlife Services. The census was
conducted based on two types of observations. The first was counting roosting peafowl
in trees at sunrise, and the second was using a systematic grid pattern during the late
afternoon to evening hours. In order to get a sense of where the peafowl are roosting,
the community was asked to locate the trees for the City's vendor (the City received an
overwhelmingly positive response for this request). Attached to this report is a detailed
description of the census count (Attachment A). It should be noted that there may be an
undercount of approximately 10% due to breeding females and limited physical access.
The table below summarizes the results of the recent census.
This information is confidential to protect the privacy of the property owners receiving the
relocated birds.

As depicted above, there has been an overall 25% reduction in the City's peafowl
population, compared to the census conducted in 2014. The reduction can be attributed
to the trapping that occurred last year. However, in 2000 (when the first census was
conducted), there were 134 birds counted, and when compared to the numbers today,
the population has increased by 36% (74 birds).2
Due to the current peafowl population in the five surveyed neighborhoods, and the
increased population observed in the Vista Grande neighborhood, Staff recommends
that the Council resume trapping for 2016 up to the 150 -bird cap2. If resumed, the
humane trapping will begin on July 15th, after the nesting and hatching season has
ended, and when chicks are able to function on their own. Similar to the program
conducted for 2015, the City will reach out to the community for volunteer properties
where the traps can be located. The City will also resume its public outreach and
education program, including attending a Rancho Palos Verdes Council of
Homeowners' Associations (CHOA) meeting in the near future. Lastly, the trapping
services will continue to be provided by the Wildlife Services, who has been extremely
cooperative and responsive to the City's needs.
It should be noted that the City received one request from both the Monaco and Mira
Vista neighborhoods, requesting that trapping occur in these areas. At this time, the
City has five traps, one for each neighborhood participating in the program. That being
said, the City can purchase additional traps, at a cost of approximately $200 per trap, to
include these neighborhoods in the trapping program, or alternatively, direct Staff to
intermittently locate traps in these neighborhoods during the trapping period without
purchasing any additional traps.

ADDITIONAL INFORMATION:
Alternatives to Trapping
At a past meeting, some Council members mentioned using a form of avian birth control
as an alternative to trapping and managing the peafowl population. The referenced
birth control is known in the industry as "OvoControl." According to Wildlife Services,
this product is only approved for use in pigeons, and there may be some major issues
that would make this product ineffective for peafowl birth control and potentially
detrimental to native bird species. In addition to ensuring that the pellets are only
consumed by pigeons, the product must be consumed on a daily basis during breeding
season, which would be difficult to control. Further, according to the manufacturer, the
pellets can only be placed on a flat cement surface. For these reasons, it is not
recommended as an alternative to trapping peafowl.
CONCLUSION:
The success of the 2015 peafowl trapping program and the collection of data for the
2016 peafowl census was largely because of the community participation. Based on
the 2016 census count and continued resident concerns in affected neighborhoods,
Staff recommends resuming trapping for 2016 up to the 150 -bird cap.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions (or some
combination thereof) are available for the City Council's consideration:
1. Identify alternatives to trapping for Staff to research, and for the City
Council to consider at a future meeting.
2. Direct Staff to initiate an amendment to the Council -adopted Negative
Declaration in order to increase the 150 -bird trapping cap.
3. Reduce the number of birds to be trapped for 2016 to fewer than 150.
4. Direct Staff not to trap birds for 2016.

observations were used. The first was counting roosting peafowl in trees at
sunrise. The second was using a systematic grid pattern during the late afternoon

Listed below are the total counts for each of the five neighborhoods canvased.
These numbers represent the minimum amount of peafowl inhabiting these
neighborhoods. It is possible that there could be an undercount of up to 10%.
Reasons for this would be breeding age females already nesting, therefore on the
ground in dense vegetation and peafowl occupying deep or gated lots preventing
physical access. With that being said I am very confident with the accuracy of this
count.

I wanted to thank you and the City for the recent reduction of peafowl in our neighborhood. It has made a significant
reduction in our being awakened at night by the birds and their feces on the sidewalks.

cannot attend the upcoming Council meeting where this will be considered.

I ask based on the extensive spread we've been seeing in our neighborhood not over the last few years, but
especially after the last breeding period where we're seeing them in areas of Monaco where they didn't used
to go.

Hi Ara,
Just received the notice today regarding the May 17th meeting, and, unfortunately, we will be out of
town. Things have not been going well with the peacocks. They appear to be back with a vengeance, plus
there seem to be many more young males. If something is not done soon there will be a huge population
spurt shortly. They have been mating like crazy and screaming their bloody heads off.
It does not seem that the recent capture of some birds has helped very much. There must be another way to
do this. Otherwise, things are going to get a lot worse before they get better. Please relate my comments to
the City Council since I will not be able to do so myself. Thanks for you time.

Unfortunately I am out of the country as of May 16th. I would have like to attend the public meeting,
as we have peafowl all over the place on a daily basis! 2 are in the trees every night at the corner of
Trailriders and Rothrock. 7 were at the infamous corner of Eddinghill and Trailriders just 2 nights ago.
They have also spread past Abottswood.

I just want to thank you for sending updates about the peafowl trapping. It has been interesting to see how many
mature males there are on Brookford and Maycroft. They are going at each other, I'm guessing to establish territory.

Thank you for the quick response. I realize that the peacocks move around/relocate and like I mentioned for a period of
3-4 months we had a wonderful respite from the noise and mess they left behind. To further put it in perspective when
we moved here in April of 2000 we had looked in other areas on the hill and peacocks or lack of them was a small part of
our consideration. We had zero from 2000 until approximately 2007 and over the course of the years you went from
having a few or seeing a few over a number of days to them being a permanent presence.
What reminded to write this note was that there was one that was hit and is sitting on PV Drive East by headland.

I wanted to wait until the spring mating season to provide feedback on the recent peacock trapping effort. I have to say
initially (we live off of Bronco/Stallion) the results were amazing. There were actual days where either birds weren't
seen in our yard or they weren't heard at night. I can't say that is the case now. While I might not have 7-8 peacocks
trapesing through our yard we certainly are starting to see a resurgence of maybe 3-4 birds at a time. While that is
somewhat a relatively minor nuisance when compared to the calls which have picked up considerably as it seems that
the population while reduced we would appear to be once again over run by them. I understand that the intent of the
trapping was not to necessarily eliminate them but to reduce them to level that would improve our quality of life.
I think we might still have a ways to go and would appreciate if the city would look a little further into the matter.

Peafowl Trapping Program - Census Update
Beginning this weekend, a peafowl census count will occur within the following five
neighborhoods: Portuguese Bend, Crestridge, Sunnyside Ridge, Grandview and Vista
Grande. The census count will occur for approximately two weeks and is to assist the
City in determining whether trapping should resume for 2016.
In an effort to ascertain an accurate peafowl count, earlier this month the City requested

the public's assistance in identifying the tree locations where the birds roost overnight
within the five surveyed neighborhoods. For those who have responded, thank you for
the helpful information. For those who have not yet responded, please contact Ara
Mihranian at 310-544-5228 or via email at aram D-rpvca.gov with the requested tree
location information.
Based on the outcome of the census survey, City Staff will present a report to the City
Council in May seeking direction on whether to proceed with trapping. If the Council
directs Staff to continue trapping, pursuant to the Peafowl Management Plan, trapping
will resume on July 15th after the nesting/hatching season.

I live on Ella road and although this is not the neighborhood listed among the area that have been targetted for
Peafowl trapping but there are lots of birds here also. There is a big pine tree on Plainfield off of Hazelridge.
(cross section of plainfield and hazelridge). There are at least a dozen or so birds that roost in that tree and there
are other trees in that area that the birds use as well. In day time most of them come up to Ella road and stay
there till night time.
Hope something can be done here as well

I am just chiming in again to let you know that I have lived in Portuguese Bend for over 20 years and
have never seen our peafowl numbers so low. Last season I saw very few chicks and I am seeing
snails and grasshoppers in my yard which is something we have never had as they are eaten by the
peafowl. The increase in the coyote population is keeping the numbers down. I urge you to save the
City's money and I urge you to leave our population alone.

I live on the corner of Hedgewood Dr. and Trailrider, we have such a huge problem with the peacocks. They leave their
wastes everywhere, which requires us to hose down our patio a few times during the day, which causes our water bill to
skyrocket. Also, they have left permanent marks on our patio, not to mention the damage to our roof. In addition,
there has been a fight amongst the peacocks that has left their blood everywhere, as seen by these attached

Our street, Hazelridge Drive, is inundated with peafowl that I have seen nest in two trees nearest our home.
Pine tree at 28133 Braidwood;
Large pine tree on Plainfield near the corner of Hazelridge and Plainfield.
I know there are trees they roost in on San Nicholas, but I see them migrate down to these two specific trees at
dusk using my roof as a migrating landing spot. Their presence agitates my two dogs, causing them to bark and
chase them.
