Excerpt from approved 1997 Parking Plans (page D-1) BACKGROUND AND DISCUSSION: At the March 15, 2016, City Council meeting, during the discussion of "Future Agenda Items," the City Council raised concerns regarding vandalism, nuisance, and late-night activities occurring at Marilyn Ryan Sunset Point Park. The Council directed Staff to look into ways to address these concerns, such as limiting access to the park and parking lot, particularly during the evening hours when the park is closed. Below is a brief history of the park site, followed by a list of options to address the Council's concerns. History of Marilvn Rvan Sunset Point Park On June 1, 1992, the City Council approved the Ocean Trails (now Trump National Golf Club (Trump)) project, which included the dedication of various parkland, public streets, and parking areas. Specifically, a public park and public off-street parking area containing a minimum of 6 parking stalls was required at the southwest corner of Palos 1 Verdes Drive South and what is now Trump National Drive as a condition of approval, which is now part of Marilyn Ryan Sunset Point Park (Attachment A). The 1992 City Council -approved project was appealed to and denied by the California Coastal Commission (CCC). The CCC directed the landowner to redesign the project to address the CCC's concerns by, among other things, providing additional public open space. On December 7, 1992, the City Council approved revisions to the Trump project, which included additional open space as required by the CCC. A major difference with this approval was that additional bluff -top trail access and open space leading from the west end of Trump project to Shoreline Park was provided. This approval continued to include the public park and 6 off-street public parking spaces at Marilyn Ryan Sunset Point Park (Attachment B). On April 15, 1993, the CCC approved the City Council - approved revised plan. Subsequently, additional revisions were approved to the Trump project, with some language being further clarified over time. For example, a Public Amenities Plan for the Trump project was approved by the City Council in 1996 that identified the public amenities of the project, including public parks, trails, and other improvement areas. One of the parks identified was the so-called West Vista Park (now Marilyn Ryan Sunset Point Park), which included the 6 -space off-street public parking lot and view overlook (Attachment C). After the City Council's approval of the Public Amenities Plan, the CCC also approved this Plan in 1996 as part of the Coastal Development Permit that included the parking lot at Marilyn Ryan Sunset Point Park. In 1997, the Planning Division approved the construction plans for the Marilyn Ryan Sunset Point Park, which included walking paths, lawn area, benches, picnic tables, trash receptacles and a 6 -space off-street public parking lot in its current location (Attachment D). Construction of these improvements was completed in 2005. Options to Address City Council Concerns In an effort to address the City Council's concerns regarding illicit activities occurring after-hours at Marilyn Ryan Sunset Point Park, the following options (or any combination thereof) are available for the City Council's consideration. In considering the above-mentioned options, it should be noted that, based upon past discussions with Trump's General Manager, they are not interested in any type of improvement that would require additional CCC review of the Trump project's land -use entitlements. As a result, Option Nos. 1 through 5 would not be viable since these require changes to the CUP, which would need to be initiated and supported by the applicant in order to proceed. This leaves the remaining Options Nos. 6 thought 11 as realistic solutions to address the City Council's concerns because they are more likely to be supported by the property owner, who shares the City Council's concerns about nighttime activities. It should be noted that Option Nos. 8 through 11 consist of changes that would only require approval by the Director of Community Development and, therefore, can be implemented immediately. City Council review is only required if there are significant changes to the use of the park, the physical boundaries of the park, or any changes to existing trails or parking facilities. �� CONCLUSION: In the interest of taking action to address the issues of unpermitted nighttime activities in Marilyn Ryan Sunset Point Park as quickly as possible, Staff recommends that the City Council consider Option Nos. 8 through 11. Based on City Council's direction, Staff will then report back with more details about the implementation of the chosen option(s) (e.g., timeframe, cost, etc.). ALTERNATIVES: In addition to the Staff recommendations, the following alternative actions are available for the City Council's consideration: 1. Identify additional options for Staff to research, to present for City Council consideration at a future meeting; or, 2. Direct Staff to take no action at this time. A I. STREETS 1. Prior to recordation of the Final Map or commencement of work, whichever occurs first, the developer shall post a bond, cash deposit, or other City -approved security to cover costs for the full improvements of all proposed on-site and off-site streets and related improvements, in an amount to be determined by the Director of Public Works. The bonding for said improvements may be posted in conjunction with the phasing plan as per Resolution No. 92-56 for Conditional Use Permit No. 162, Condition No. Cl. 2. The proposed on-site streets shall be public and designed to the satisfaction of the Director of Public Works. Prior to recordation of the Final Map, the developer shall submit design specifications for the on-site streets to the Director of Public Works for approval, pursuant to the following specifications: a. "A" Street shall be a minimum of forty (40) feet in width, measured flow line to flow line. Parkway widths shall be a minimum of eight (8) feet on the southwesterly side of the street and four (4) feet on the northeasterly side of the street. The total right-of-way width shall be fifty two (52) feet. The terminus of "A" Street shall be extended as far westward as is possible without encroaching into the Forrestal draw area or adjacent habitat areas, subject to review and approval by the Director of Environmental Services and the Director of Public Works. The final map shall reflect these standards. b. "B" Street shall be a minimum of thirty four (34) feet in width, measured flow line to flow line. Parkway widths shall be a minimum of eight (8) feet on each side. The total right-of-way width shall be fifty (50) feet. The final map shall reflect these standards. C. "C", "D", and "E" Streets shall be thirty four (34) feet in width, measured flow line to flow line. Parkway widths shall be a minimum of eight (8) feet along the southerly side along Streets "C", "D", and "E", and shall be a minimum of four (4) feet along the northerly side on Streets "C", "D'", and "E". The total right-of-way shall be forty six (46) feet. The final tract map shall reflect these standards. d. Paseo del Mar shall be a minimum of fifty feet (50) feet measured flow line to flow line, including a ten (10) foot wide median. Parkway width shall be a minimum of twelve (12) feet along the southeasterly side of Paseo del Mar, and shall be a minimum of eight (8) feet along the northwesterly side of Paseo del Mar. The total right-of-way width shall be seventy (70) feet. The final tract map shall reflect these standards. e. A public off-street parking area containing a minimum of six (6) parking stalls shall be provided south of Palos Verdes Drive South between Palos Verdes Drive South and "D'° Street, west of Paseo del Mar. Said parking area shall be at the same grade as Palos Verdes Drive South, shall contain a minimum of six (6) parking spaces, and one (1) parking space shall be reserved for handicapped use. The design of the off-street parking area and any time restrictions shall be submitted for review and approval by the Director of Public Works. Parking in this area shall be prohibited after dusk. Prior to the issuance of grading permits or prior to final of any map, whichever occurs first, the developer shall submit Final Run Off Management and Water Quality Control Plans for review and approval by the Planning Commission. These plans may only be approved if they meet National Pollutant Discharge Elimination System (NPDES) permit regulations and requirements. I. STREETS 1. Prior to recordation of the Final Map or commencement of work, whichever occurs first, the developer shall post a bond, cash deposit, or other City -approved security to cover costs for the full improvements of all proposed on-site and off-site streets and related improvements, in an amount to be determined by the Director of Public Works. Said parking area shall be at the Resolution No. 92-116 Exhibit "A" Page 5 of 11 same grade as Palos Verdes Drive South, shall contain a minimum of six (6) parking spaces, and one (1) parking space shall be reserved for handicapped use. The design of the off-street parking area and any time restrictions shall be submitted for review and approval by the Director of Public Works. Parking and access to this area shall be prohibited after dusk. f. A public on -street public parking area containing a minimum of seventy-five (75) parking spaces shall be provided at the terminus of "A" Street. Said on -street parking area shall contain a minimum of five (5) handicapped parking spaces. The design of the on -street parking area shall be submitted for review and approval by the Director of Public Works. Parking and access to this area shall be prohibited after dusk. g. All streets shall have a vertical type curb. The developer may request roll type curbs, subject to the review and approval of the Director of Public Works. h. Handicapped access ramps which conform to all standards and specifications in Title 24 of the Uniform Building Code shall be provided at all sidewalks and at all locations where public trails intersect with streets and/or sidewalks in or adjacent to the subject development. i. Cul-de-sacs shall be designed to the specifications of the Director of Public Works. j. Street and traffic signs shall be placed at all intersections and/or corners as specified by the Director of Public Works, conform to City Standards, and be shown on a signage and striping plan to be attached to the street plans. k. Sidewalks, where required, shall be concrete, a minimum of four (4) feet wide, located four (4) feet behind the flow line. 1. All proposed streets shall be designed in substantially the same alignment as shown on Vesting Tentative Tract Map No. 50666, except as otherwise required in these conditions. 3. The developer shall be responsible for the design and construction of the realignment Palos Verdes Drive South from Conqueror Drive to the eastern City limits. Plans for the realignment and reconstruction shall be submitted for review and approval by the Director of Public Works and shall include a minimum twelve (12) foot wide median from Conqueror Drive to La Rotunda Drive. In addition, the developer shall be responsible for the design and construction of curb and gutter and full median improvements adjacent to the Portuguese Bend Club. The construction and realignment shall also include provisions for the future signalization of the intersections at Palos Verdes Drive South and Forrestal Drive and at Palos Verdes Drive South and La Rotunda Drive, including the installation of all necessary underground facilities and utilities during construction so that subsequent installation of signals at either intersection can be accomplished without requiring future road cuts. Resolution No. 92-116 Exhibit "A" Page 6 of 11 Park Improvements: • West Vista Park including the 6 -space off-street parking area and view overlook. • East Vista Park. • Palos Verdes Drive South 6 -space off-street parking area and two view overlooks. • View overlooks on Palos Verdes Drive South east of the golf course maintenance facility. • Bicycle rest stop on the north side of Palos Verdes Drive South. Trail Improvements: • Palos Verdes Drive South On -Street Bicycle Lanes • Palos Verdes Drive South Off -Street Bicycle Path • Palos Verdes Drive South Pedestrian Trail • La Rotonda Drive On -Street Bicycle Lanes 2. Prior to commencement of work on the public amenities within each phase described above, a detailed, construction level improvement plan for the public amenities included in that phase shall be reviewed and approved by the Director of Planning, Building and Code Enforcement and the Director of Public Works. 3. The rendering of the Portuguese Bend Overlook included in the submitted 1996 Public Amenities Plan is expressly not approved as part of this Resolution. Prior to the commencement of rough grading for Tract No. 50666, the design of the Portuguese Bend Overlook (including the shade structure, if required) shall be reviewed and approved by the City Council in conjunction with the final alignment of the public trails in this area and the solid wall along the west property line. 4. The rendering of the West Vista Park and East Vista Park included in the submitted 1996 Public Amenities Plan are expressly not approved as part of this Resolution. Prior to the commencement of the reconstruction of the intersection of Palos Verdes Drive South and Paseo del Mar, the design of the West Vista Park and East Vista Park, including a view analysis from adjacent residential properties, shall be reviewed and approved by the City Council.
