BACKGROUND AND DISCUSSION:
During Fall 2014, the Public Works Department received three (3) requests from different
school representatives for the placement of school crossing guards at Ridgecrest
Intermediate School, Silver Spur Elementary School and Dodson Middle School. All three
locations are experiencing vehicle/pedestrian conflicts that are resulting in unsafe
conditions. The City's consultant traffic engineer evaluated each location and has
concluded that placement of crossing guards, combined with specific traffic improvements
at strategic locations, would alleviate these concerns. The crossing guard study report
prepared by Willdan Engineering is included as Attachment A.
Silver Spur Elementary School is currently assisted by a crossing guard paid by the City.
The proposed additional crossing guard for this school will be paid for by the Palos Verdes
Peninsula Unified School District (PVPUSD). Ridgecrest Intermediate School currently
does not have assistance from a crossing guard. As noted in the commitment letter from
PVPUSD (Attachment F), this crossing guard will be paid for by the District. Dodson
Middle School currently does not have assistance from a crossing guard. The proposed
crossing guard near Dodson Middle School (which is a Los Angeles Unified School
District (LAUSD) campus) will be paid for by the City as requested by the school.

28, 2015, and December 14, 2015, Traffic Safety Committee (TSC) meetings. The TSC
voted unanimously to support placement of crossing guards and corresponding traffic
improvements at all three (3) schools. The TSC meeting agendas and minutes are
included as Attachments B, C, D and E. Attachment G provides a summary of the
proposed improvements at each campus.
Staff and the TSC have worked closely with school representatives to develop the traffic
improvements recommended for Council's consideration. It is anticipated that the traffic
improvements will be implemented over the summer to be active and in place before the
start of the 2016-2017 school year.
Staff will return to Council in June 2016 with a budget resolution for the new crossing
guard at Dodson Middle School, an amendment to the contract agreement with All City
Management, and a resolution to establish parking restrictions at the various locations
surrounding these campuses, contingent upon City Attorney review and approval.
CONCLUSION:
Adopting staff's recommendations will allow the Public Works Department to begin the
process of implementing school -related traffic improvements Ridgecrest Intermediate
School, Silver Spur Elementary School and Dodson Middle School. The cost to the City
to implement the traffic safety improvements at the three school locations is estimated at
$7,000, and to place one crossing guard at Dodson Middle School is $8,570 per regular
school year. The PVPUSD will reimburse the City for the cost to place the proposed
crossing guards at Ridgecrest Intermediate School and Silver Spur Elementary School.
ALTERNATIVES:
In addition to the Staff recommendation, the City Council may consider the following
alternative action:

Dear Ms. Countryman:
Willdan Engineering has reviewed the student crossings at the above -referenced schools. The
traffic study was conducted to determine if any additional traffic control measures, including
crossing guards, should be considered to improve the situation, in response to the schools'
requests for crossing guards/traffic directors, at the following locations:
• Silver Spur Elementary School: Exit driveway on Basswood Avenue
• Dodson Middle School: Avenida Estudiante & Montereina Drive
• Ridgecrest Intermediate School: Northbay Road & Oceanridge Drive
CRITERIA FOR ADULT CROSSING GUARDS
The analysis for the placement of a crossing guard was based on the 2014 California Manual on
Uniform Traffic Control Devices (CA MUTCD). Attachment A is the entire section on crossing
guards from the CA MUTCD. The CA MUTCD identifies 3 types of school crossing supervision:
1. Adult control of pedestrians and vehicles by adult crossing guards;
2. Adult control of pedestrians and vehicles by uniformed law enforcement officers, and
3. Student and/or parent control of only pedestrians with student and/or parent patrols.
(Section 7D.01.01)
For this analysis of the 3 schools, we examined the use of adult crossing guard control of the
locations in question.
The following CA MUTCD Section 7D.02 were the guidelines used to determine the need for the
placement of an adult crossing guard. This Section indicates:
"An Adult Crossing Guard should be considered when: A. Special situations make it
necessary to assist elementary school pedestrians in crossing the street." (Section
7D.02.03).

04 Adult Crossing Guards normally are assigned where official supervision of school
pedestrians is desirable while they cross a public highway, and at least 40 school
pedestrians for each of any two hours (not necessarily consecutive) daily use the
crossing while going to or from school.
Option:
05 Adult crossing guards may be used under the following conditions:
1. At uncontrolled crossings where there is no alternate controlled crossing within
600 feet, and
a. In urban areas where the vehicular traffic volume exceeds 350 during each of
any two hours (not necessarily consecutive) in which 40 or more school
pedestrians cross daily while going to or from school; or
b. In rural areas where the vehicular traffic volume exceeds 300 during each of
any two hours (not necessarily consecutive) in which 30 or more school
pedestrians cross daily while going to or from school.
Whenever the critical (85th percentile) approach speed exceeds 40 mph, the
guidelines for rural areas should be applied.
2. At stop sign -controlled crossing:
Where the vehicular traffic volumes on undivided highways of four or more lanes
exceeds 500 per hour during any period when the school pedestrians are going to
or from school.
3. At traffic signal -controlled crossings:
a. Where the number of vehicular turning movements through the school
crosswalk exceeds 300 per hour while school pedestrians are going to or from
school, or
b. Where justified through analysis of the operations of the intersection.
REPORTED COLLISION HISTORY
The reported collision history was reviewed for the study locations at each school site. A review
of the 3 -year reported collision history provides a reasonable representation of the reported
collisions at a location. The City's reported collisions, from 2007 to the most recent update, and
the Statewide Integrated Traffic Records system (SWITRS) were reviewed for the period from
January 1, 2011 to March 31, 2014.
The review indicated that there were no reported collisions at any of the study locations
between January 1, 2007 and March 31, 2014. This includes any reported pedestrian -related
collisions.
For Dodson Middle School, we received notice from the school of 2 more recent pedestrian -
related collisions. The first reported collision occurred on 10/21/2014. This was reported to the
Sheriff's Department and we received a copy of the Traffic Collision Report (TCR). The TCR
identified the collision as being on Montereina Drive 68 feet north of Galerita Drive. This
reported collision was beyond our study limits, however, and it was due to a 10 -year-old student
running across Montereina Drive, mid -block, in front of on -coming traffic, without looking first.

The second collision reported by the school occurred on 12/3/2014. The pedestrian involved in
the collision left the scene and the collision. There was no Sheriff's report made regarding this
collision as of the date of this report. From discussions with the school staff, the vehicle
involved was traveling westbound on Avenida Estudiante and collided with a pedestrian
(female) crossing northbound (towards the school).
SILVER SPUR ELEMENTARY SCHOOL (Silver
Silver Spur — Request
Mrs. Jane Tasker, Principal, indicated that parent volunteers had previously undertaken the duty
of controlling the traffic and pedestrians at the exit driveway on Basswood Avenue. These
volunteers are no longer performing this duty due to liability concerns. The school would like to
continue to have an "official" person control this location, whether this is a crossing guard or
other trained person. Mrs. Tasker's primary concern was regarding the morning drop-off period
(about 8:15 am to 8:30 am, Monday — Friday) when more conflicts between pedestrians and
vehicles occur.
During our meeting with school officials, they identified a number of additional items of concern
including:
• Speeding on Ironwood Street.
• Revision to the times of the parking restrictions on Ironwood Street to allow volunteers to
park.
• Creating a passenger loading zone on Basswood Avenue north of the exit driveway.
• Creating a passenger loading zone on Basswood Avenue between Ironwood Street and
the exit driveway.
• Revisions to the times for the right turn restrictions from the exit driveway.
The school later identified the following additional concerns:
• Unsafe U-turns at the intersection of Basswood Avenue and Diversey Drive are
problematic and are causing congestion and back-up.
• Consider using the back pedestrian gate on Diversey Drive as a secondary drop-off for
3rd through 5th grades only, including a new crosswalk and crossing guard on Diversey
Drive.
• Consider extending the loading/unloading zone on Basswood Avenue, especially in front
of the Kindergarten gate (PTA request).
On March 25, 2015, we met with City staff, school staff, school district staff, and residents,
representing the three schools to discuss the draft report for this study and any other
suggestions and concerns regarding school circulation and safety. The following were also
suggested:
• The proposed Passenger Loading Zone should be restricted from 8 to 9 AM instead of
from 7:30 to 8:30 AM.

• The "Right Turn Only" restriction at the Basswood Avenue driveway should be from 8:00
to 9:00 AM instead of from 7:30 to 9:00 AM and from 1:15 to 3:30 PM instead of 2:00 to
3:30 PM.
• The school should do a pilot study before deciding to implement a passenger loading
zone on Diversey.
• Consider a No U -Turn restriction on Basswood Avenue at Diversey, during the school
AM and PM peaks, as a follow-up action after the other measures are installed, and only
if the school requests it.
• Make the existing red curb north of the Basswood Avenue driveway longer, to reduce
conflicts with parents dropping students off and vehicles exiting the driveway.
• Extend the white loading zone north of the Basswood Avenue driveway even further, to
Diversey Drive, if needed, since it fronts the playing fields.
Silver Spur — Existing Conditions
Silver Spur Elementary School is located in the northern part of the City, generally south of
Palos Verdes Drive North and west of Hawthorne Boulevard (Exhibit 1). Specifically, the
school is on Basswood Avenue between Ironwood Street and Diversey Drive, with driveways
onto Basswood Avenue and Ironwood Street. There are also pedestrian gates on Basswood
Avenue and Diversey Drive.
Basswood Avenue is a two-lane, 36 -foot -wide residential street, with parking generally allowed
on both sides of the street (Exhibit 2). The "exit" driveway from the Silver Spur Elementary
School parking lot is located on Basswood Avenue, approximately 200 feet north of Ironwood
Street.
The intersection of Montemalaga Drive and Basswood Avenue is a 4 -way stop controlled
intersection. There are 4 marked yellow crosswalks at this intersection with a crossing guard.
This intersection is approximately 350 feet south of the exit driveway for Silver Spur Elementary
School.
The exit driveway is posted with a stop sign and a "Right Turn Only, 7:30 am — 4:30 pm Mon. —
Fri." restriction. Pedestrians also cross this driveway to access the school entrance gates.
Pedestrian and vehicle counts were taken on Thursday, October 16, 2014, at the intersection of
Basswood Avenue and the driveway (Exhibit 3). The AM and PM traffic peak hours occurred
from 7:45 AM — 8:45 AM and from 2:30 PM to 3:30 PM. During the AM peak hour, 87 school
pedestrians crossed the school driveway, versus 119 vehicles crossing the driveway, and 5
school pedestrians crossed Basswood Avenue versus 380 vehicles on Basswood Avenue.
During the school PM peak hour, 138 school pedestrians crossed the school driveway, versus
58 vehicles crossing the driveway, and 46 school pedestrians crossed Basswood Avenue
versus 224 vehicles on Basswood Avenue.
Observations of the intersection were made during the morning start time (about
8:30 am) for Silver Spur Elementary School. These observations did identify congestion in the
parking lot and on Basswood Avenue. The queue of vehicles on Basswood Avenue extended

from Montemalaga Drive to Diversey Drive. However, this congestion dispersed by about 8:40
am.
Silver Spur Elementary School has approximately 570 students attending and could be
considered a "land -locked" school. There are basically only two ways to get to the school:
Montemalaga Drive/Basswood Avenue and Silver Spur Road/Ironwood Street (see Exhibit 1).
Even though the School is in a neighborhood, it is likely that the majority of students come from
these two access points to get to school.
Silver Spur Elementary School provides a drop-off zone in the parking lot of the school. The
drop-off zone circulates from the entry driveway on Ironwood Street to the exit driveway on
Basswood Avenue. The entry driveway allows only right -turn -in access while the exit driveway
is right -turn -out -only access.
The congestion at Silver Spur Elementary School, especially during the morning start time, is
typical of most schools. There is a window of 20-30 minutes where the traffic, both pedestrian
and vehicles, and the congestion surrounding the school are at their peak. However, once "the
bell rings" and parents leave the area, congestion disappears and the streets surrounding the
schools are free flowing again.
Our observations confirmed that there are a large number of pedestrians crossing the exit
driveway. There was confusion between pedestrians and vehicles when it was unclear between
the pedestrians and vehicles as to who had the right-of-way. In addition, the vehicles using the
drop-off zone would stop to allow pedestrians to cross the exit driveway causing congestion
within the parking lot.
The circulation into the parking lot drop-off zone can be very indirect for vehicles coming from
Montemalaga Drive. The entry driveway to the drop-off zone is on Ironwood Street and vehicles
are prohibited from turning left into the parking lot from Ironwood Street. These vehicles from
Montemalaga Drive must travel on Basswood Avenue, past the School entrance, proceed to
Diversey Drive, then to Birchfield Avenue and back to Ironwood Street in order to enter the
drop-off zone.
There appears to be another drop-off zone on Basswood Avenue just north of the exit driveway.
This drop-off zone is marked with white curb but has temporary no parking signs posted on
cones. Despite the restriction, this area was used to drop-off students and added to the
congestion and confusion at the exit driveway and Basswood Avenue.
Silver Spur — Analysis
The school exit driveway on Basswood Avenue was analyzed to determine if a crossing guard
should be placed there, based on the pedestrian and vehicle volumes shown on Exhibit 3. The
analysis was performed in accordance with the CA MUTCD guidelines for an uncontrolled
crossing. The crossing guard worksheet is provided in Attachment D. Normally a driveway
would not be analyzed alone for a crossing guard, however, the traffic circulation at the exit
driveway can be considered a special situation. The circulation pattern of this "land locked"
school, the limited access to the drop-off zone within the school parking lot and the high volume

of pedestrians crossing the exit driveway, create more unusual congestion and pedestrian -
vehicle conflicts, which would be considered special situations.
The crossing guard analysis showed that the driveway crossing far exceeds the requirements
for the number school pedestrians, but falls short of the required number of vehicles using the
driveway, for both the AM and PM school peak hours. However, the observed conflicts between
pedestrians and vehicles at this location could be reduced with the presence of a crossing
guard.
The new crossing guard at the school driveway would not be authorized to stop vehicles on the
street nor assist pedestrians in crossing Basswood Avenue, in accordance with the California
Manual on Uniform Traffic Control Devices (CA MUTCD). The crossing guard could, however,
control vehicles leaving the driveway and pedestrians crossing the driveway.
The speeding on Ironwood Street would best be addressed with the use of the radar speed
trailer and selective enforcement. The City has already placed the radar speed trailer on
Ironwood Street and requested directed enforcement by the Sheriff's Department. Another
option would be to install permanent speed feedback signs on Ironwood Street that would only
operate during school hours.
The current parking prohibition on Ironwood Street is "No Parking 8:00 AM to 3:30 PM School
Days Only". These signs along with white curb markings have been recently modified, at the
request of the school, and totally prohibit vehicles parking in front of the School along Ironwood
Street from 8:00 am to 3:30 pm. The school requested these specific time restrictions to
prevent parents from parking in this area or using it for drop-off/pick-up, since it would disrupt
the flow of the vehicles queued up for the parking lot drop-off/pick-up.
Creating additional loading zones on Basswood Avenue may create other circulation issues on
Basswood Avenue. As drivers wait to drop-off their students, they could cause additional
congestion on Basswood Avenue and conflict with vehicles exiting the parking lot drop-off zone.
However, a drop-off zone on Basswood Avenue would relieve some vehicles from traveling all
around the school to drop-off their students in the school parking lot.
The current right -turn restriction from the exit driveway is "Right Turn Only 7:30 AM — 4:30 PM,
Monday — Friday". Nearly one-third of the motorists, however, violate this right -turn restriction
during the afternoon release time by making left turns out of the school driveway. A crossing
guard at the driveway would help reduce these violations. The primary congestion periods for
Silver Spur Elementary School occur within a 15-20 minute period before and after the school
bell rings. A revision to the times of this restriction can be considered to minimize the impact to
motorists traveling through the exit driveway beyond the peak congestion periods.
The U -Turns on Basswood Avenue at Diversey Street are probably caused by there being no
other easy way out of the neighborhood. The alternative is to go around the school using
Diversey Street to Birchfield Avenue to Ironwood Street and back to Basswood Avenue.
U -Turns could be prohibited at the intersection of Basswood Avenue and Diversey Street.
Along with the positive aspects, however, there would be drawbacks. Heavy police
enforcement could be necessary to ensure compliance. The restriction would also increase
traffic on Diversey Street, Birchfield Avenue and Ironwood Street. It would also add to the

existing traffic on Ironwood Street that is making left turns onto Basswood Avenue, which could
back up and block access to and from the two school driveways on Ironwood Street.
The recent request to use Diversey Street as a secondary drop-off location for 3rd through 5th
grades, as well as a new crosswalk and crossing guard on Diversey Street came too late to be
addressed in this study, however, it would be reasonable to consider them in the future.
The PTA's request to extend the loading/unloading zone on Basswood Avenue in front of the
Kindergarten gate was considered and would be reasonable to install. Vehicles currently
parking there have other available parking adjacent to the school property, although it is less
convenient.
Silver Spur — Recommendations
On March 25, 2015, we met with City staff, school staff, school district staff and residents
representing the three schools. We discussed the proposed improvements, as well as other
actions. Based on our analysis and the March meeting, we recommend the following
improvements at Silver Spur Elementary School (Exhibit 4):
1. Place a crossing guard at the Silver Spur Elementary School exit driveway at Basswood
Avenue, based on the observed conflicts between pedestrians and vehicles and the
number of pedestrians crossing at the exit driveway at Basswood Avenue. Although the
school was specifically concerned about the morning start times, due to the number of
school aged pedestrians crossing in the afternoon, the crossing guard is recommended
for both start and release times. The crossing guard would only be able to stop/control
children crossing the school driveway and vehicles exiting the school driveway. The
crossing guard would not have the authority to stop/direct vehicles traveling on
Basswood Avenue, nor assist pedestrians in crossing Basswood Avenue.
2. Extend the passenger loading zone north of the school driveway, as needed, to provide
an adequate drop-off area. This could reduce congestion in the parking lot.
3. Install "Passenger Loading Zone (symbol), 8 to 9 AM & 1 to 4 PM School Days, 5 Minute
Limit" signs (R25D(CA)) to clearly identify the white curb passenger loading zone on
Basswood Avenue north of the exit driveway. This may help reduce congestion within
the parking lot. The time limit for this restriction can be adjusted to fit the needs of the
school but may not be able to accommodate all time periods.
4. Modify the existing "Right Turn Only" restriction to "8:00 to 9:00 AM and 1:00 to 3:30
PM", based on the primary congestion periods at the exit driveway and Basswood
Avenue.
5. Consider providing a passenger loading zone on Diversey Drive at the back pedestrians
gate as a secondary drop-off. It should not be installed until after the school conducts a
pilot study. The need for a crosswalk and crossing guard should not be considered until
after the passenger loading zone is installed.
6. Consider installing No U -Turn signs on Basswood Avenue at Diversey Drive for the AM
and school PM peak periods, as a follow-up action to the initial improvements, and only
if requested by the school.

Dodson — Reauest
The intersection of S. Montereina Drive and Avenida Estudiante is a 4 -legged stop controlled
intersection with the driveway of Dodson Middle School. This is the only exit for buses servicing
this school. There are 2 yellow marked crosswalks at this intersection. Dodson Middle School
requested a crossing guard to assist pedestrians at this intersection during both the morning
and afternoon drop-off/pick-up periods. Especially during school release periods, the
pedestrians, vehicles and buses utilizing this intersection often cause delay and confusion to
traffic flow. A crossing guard at this intersection may help alleviate these concerns.
On March 25, 2015, we met with City staff, school staff, school district staff, and residents,
representing the three schools to discuss the draft report for this study and any other
suggestions and concerns regarding school circulation and safety. The following were also
suggested for Dodson:
• Install stop bars in advance of marked school crosswalks at other nearby intersections.
• Install "Do Not Block Intersection" signs at other intersections
• Prohibit left turns and U -Turns on S. Montereina Drive at Calzada drive so vehicles don't
block the intersection from 7:00 to 9:00 AM.
Dodson — Existing Conditions
Dodson Middle School is located in the northeast part of the City, generally south of Palos
Verdes Drive North and west of Western Avenue (Exhibit 5). Specifically, the school is
bounded by S. Montereina Drive/Avenida Estudiante, Avenida Aprenda and Avenida Cuaderno.
Avenida Estudiante is a two-lane 38 -foot -wide residential roadway (Exhibit 6). Avenida
Estudiante changes names to S. Montereina Drive west of the intersection of Avenida
Estudiante/S. Montereina Drive. On -street parking in front of Dodson Middle School is generally
restricted during school hours to passenger loading/unloading. There is skip yellow centerline
striping on S. Montereina Drive west of Avenida Estudiante. This centerline striping continues
around the school onto Avenida Aprenda. There is a marked yellow crosswalk on the west leg
of S. Montereina Drive.
South Montereina Drive is a two-lane 36 -foot -wide residential roadway, with parking generally
allowed on both sides of the street. There is a marked yellow crosswalk on the south leg of S.
Montereina Drive at Avenida Estudiante.
The intersection of Avenida Estudiante and S. Montereina Drive is stop -controlled on all
approaches to the intersection.

The primary driveway for Dodson Middle School is located directly across from S. Montereina
Drive. The driveway allows access to parking for staff members of Dodson Middle School. The
Dodson driveway does not have a posted stop sign but vehicles, including buses, stop before
entering onto the public roadway. This driveway serves as the only exit driveway for the 15
buses that service the School.
Exhibit 7 depicts the AM and school PM peak hour pedestrian and vehicle counts taken at
Avenida Estudiante and S. Montereina Drive on Wednesday, October 15, 2014. The AM and
PM traffic peak hours occurred from 7:15 AM — 8:15 AM and from 2:45 PM to 3:45 PM. During
the AM peak hour, 281 school pedestrians crossed the south leg of the intersection, versus 411
vehicles crossing the crosswalk, and 343 school pedestrians crossed the west leg, versus 511
vehicles. During the school PM peak hour, 189 school pedestrians crossed the south leg of the
intersection, versus 248 vehicles crossing the crosswalk, and 355 school pedestrians crossed
the west leg versus 207 vehicles.
Observations of the intersection of Avenida Estudiante and S. Montereina Drive were made
during school release time (about 1:30 pm) on Thursday, October 16, 2014. These
observations clearly identified a large number of pedestrians crossing both Avenida Estudiante
and S. Montereina Drive. In addition, there was a high number of vehicles traveling through the
intersection.
The buses servicing Dodson Middle School were also observed during the release period on
October 16, 2014. The majority of the 15 buses were close to capacity (about 60 passengers
per bus). Approximately two-thirds of the buses exited straight onto
S. Montereina Drive. The remaining buses turned left onto Avenida Estudiante. The buses
were also observed negotiating the driveway very carefully. The elevation changes between the
parking lot and the street level often make the buses "scrape" their undercarriage when exiting.
Dodson Middle School has approximately 1,900 students attending grades 6 — 8. The buses
serving the School transport approximately 960 students per day. It appears that a majority of
students arrive/leave School by vehicle or bus. Some students observed crossing at Avenida
Estudiante/S. Montereina Drive could have been walking home.
Parents picking up their students appear to use S. Montereina Drive south of Avenida
Estudiante and the drop-off zone on S. Montereina Drive just west of the driveway. These pick-
up areas add to the congestion/delay at the study intersection. Pedestrians cross S. Montereina
Drive to get to vehicles parked on S. Montereina Drive south of Avenida Estudiante.
Northbound vehicles turn left from S. Montereina Drive and westbound motorists on Avenida
Estudiante try to get to their students waiting in the drop-off zone west of the school driveway.
At the same time, all of the buses were trying to exit the School between the vehicles and
pedestrians using the intersection.
The many pedestrians and vehicles traveling through the intersection of Avenida Estudiante and
S. Montereina Avenue cause a high degree of confusion and delay during the School release
time. This congestion is generally dissipated within 15 minutes of the bell. However, during this
15 -minute period, there are many vehicle -pedestrian -bus interactions (potential collisions).

There were no specific observations made of the morning start period. However, the traffic and
pedestrian counts indicate that the morning peak period has as much congestion and confusion
as the afternoon peak period.
The City recently requested the Sheriff's Department perform directed enforcement of the
parking restrictions in the area of Dodson Middle School. There were specific concerns
regarding vehicles parking along marked red curbs in the vicinity of the intersection of S.
Montereina Drive and Avenida Estudiante.
Dodson — Analvsis
The south leg and west leg of the intersection of S. Montereina Avenue -school driveway and
Avenida Estudiante were analyzed to determine if a crossing guard should be placed for one or
both of the crosswalks, based on the pedestrian and vehicle volumes shown on Exhibit 7. The
analysis was performed in accordance with the CA MUTCD guidelines for a stop -controlled
crossing, which has higher requirements for the number of vehicles than an uncontrolled
crossing. The crossing guard worksheet is provided in Attachment D.
The crossing guard analysis showed that both the south and west legs far exceed the
requirements for the number school pedestrians, but both fall short of the required number of
vehicles, for both the AM and PM school peak hours, except for the west leg during the AM
peak hour. However, the observed conflicts between pedestrians and vehicles at this location
could be reduced with the presence of a crossing guard. The CA MUTCD guidelines also
require that a stop -controlled crossing be a highway with 4 through lanes, whereas both
analysis streets have 2 lanes. Neither of the crosswalks meet all of the guidelines for a crossing
guard. However, a crossing guard would help control the crossing of the school children and
improve traffic flow.
The existing crosswalks could also be enhanced by adding ladder -style markings. Since the
crosswalk is stop -controlled, this enhancement is not as critical because motorists are already
required to stop. A more effective enhancement would be to install stop bars in advance of the
crosswalks to reduce vehicle intrusion into the crosswalks. Motorists would still have a clear
view of motorists stopped and approaching on the intersecting streets.
Dodson — Recommendations
On March 25, 2015, we met with City staff, school staff, school district staff and residents
representing the three schools. We discussed the proposed improvements, as well as other
actions. Based on our analysis and field observations of this study intersection, and the March
meeting, we recommend the following improvements for Dodson Middle School (Exhibit 8):
Place a crossing guard at the southwest corner of Avenida Estudiante and S.
Montereina Drive to serve both crosswalks, based on the extremely high pedestrian
volumes and the overall congestion and confusion at the intersection.
2. Install stop bars 5 feet in advance of the crosswalks on the west and south legs of the
intersection of Avenida Estudiante and S. Montereina Drive to provide a greater
separation of the pedestrians and motorists.

3. Install a stop bar for westbound traffic, 5 feet in advance of the crosswalk on the east leg
of the intersection of S. Montereina Drive and Ca/zada Drive to provide a greater
separation of the pedestrians and motorists.
4. Install an R1-1 "STOP" sign with "STOP" pavement legend and limit line at the Dodson
Middle School driveway exit at Avenida Estudiante and S. Montereina Drive. Some or
all of these improvements would be on private property (as opposed to the public right-
of-way) and thus, would need to be implemented by the school. This can be installed at
any time and does not need to wait for the other improvements.
5. Remove the "SLOW SCHOOL XING" pavement marking for westbound Avenida
Estudiante east of S. Montereina Drive. Such pavement markings are not permitted in
advance of controlled crossings, per the CA MUTCD.
6. Install a "SLOW SCHOOL XING" for westbound S. Montereina Drive west of the school
driveway at the existing Assembly A sign for the uncontrolled school crosswalk on
S. Montereina Drive at Calzada Drive.
An optional enhancement would be to convert the existing crosswalks to ladder -style to make
them more visible to motorists.
Items 2 — 6 above can be installed in conjunction with placement of the crossing guard, if there
is no delay in placing the crossing guard. Otherwise, they should be installed as soon as is
reasonably possible.
RIDGECREST INTERMEDIATE SCHOOL (Ridgecrest)
Ridgecrest — Request
The intersection of Northbay Road and Oceanridge Drive has a marked crosswalk crossing
Northbay Road. Ridgecrest Intermediate School requested a crossing guard to assist
pedestrians at this intersection during both the morning and afternoon drop-off/pick-up periods.
This intersection is stopped at Oceanridge Drive with "Keep Clear" markings on Northbay Road.
Based on the location of the crossing and the "Keep Clear" markings, it appears that
pedestrians and vehicles may be in conflict causing delay in traffic flow. A crossing guard at this
intersection may help alleviate this problem.
On March 25, 2015, we met with City staff, school staff, school district staff, and residents,
representing the three schools to discuss the draft report for this study and any other
suggestions and concerns regarding school circulation and safety. The following were also
suggested for Ridgecrest:
• Modify the proposed crossing guard times to 20 minutes instead of 10 minutes prior to
the first bell and until 20 minutes instead of 45 minutes after the first bell.

Ridaecrest — Existina Conditions
Ridgecrest Intermediate School is located in the central part of the City, generally north of Crest
Road and west of Crenshaw Boulevard (Exhibit 9). Specifically, the school is bounded by
Whitley Collins Drive, Northbay Road, Highridge Road and Crestridge Road.
Northbay Road is a two-lane 40 -foot -wide residential street, with opposing lanes of traffic
separated by a skip yellow centerline (Exhibit 10). On -street parking in front of Ridgecrest
Intermediate School is generally restricted by existing red and white curb markings and signs
stating "No Parking 7 AM to 3 PM School Days". There is a marked yellow crosswalk on the
north leg of Northbay Road at Oceanridge Drive. A "Keep Clear" pavement marking also exists
within the intersection of Northbay Road and Oceanridge Drive.
Oceanridge Drive is a two-lane 36 -foot -wide residential street and is stop -controlled at its
intersection with Northbay Road. There is a yellow centerline approximately 50 feet long
extending from the stop limit line easterly. On -street parking is generally allowed on both sides
of the street.
Ridgecrest Intermediate School provides a drop-off zone within their parking lot. This on-site
drop-off zone is accessed from Northbay Road just north of Oceanridge Drive. Both staff and
parents enter this driveway to access the staff parking lot and parent drop-off zone. This
driveway also allows vehicles to exit. However, the primary exit driveway is on Whitley Collins
Drive. The driveway on Whitley Collins Drive is an exit -only driveway.
School crossing guards are currently provided for Ridgecrest Intermediate School at Whitley
Collins Drive/Highridge Road and at Highridge Road/Crestridge Road.
There are 2 Palos Verdes Peninsula Transportation Authority (PVPTA) bus stops on Northbay
Road. One stop is located on the west side of Northbay Road approximately 60 feet north of
Whitley Collins Drive. The other stop is located on the east side of Northbay Road
approximately 10 feet south of Oceanridge Drive. This PVPTA bus stop does not have a posted
bus stop sign but a PVPTA bus was observed stopped at this location. Both PVPTA bus stop
locations were marked with white curb and a 15 MIN LIMIT" stencil on the gutter side of the
curb.
Exhibit 11 depicts the pedestrian and vehicle counts taken at Northbay Road and Oceanridge
Drive on Thursday, October 16, 2014. The AM and PM traffic peak hours occurred from
6:45 AM — 7:45 AM and from 2:15 PM to 3:15 PM. During the AM peak hour, 38 school
pedestrians crossed the north leg of the intersection, versus 269 vehicles crossing the
crosswalk. During the school PM peak hour, 43 school pedestrians crossed the south leg of the
intersection, versus 191 vehicles crossing the crosswalk.
Observations of Northbay Road and Oceanridge Drive were made during the morning start time
of school (about 7:30 am) on Wednesday, November 5, 2014. These observations identified
that there are a number of pedestrians crossing Northbay Road and Oceanridge Drive to access
the School. Some students were observed exiting vehicles that were waiting to use the on-site
drop-off zone but decided to walk the rest of the way, likely due to the long delay/wait possibly
making them late to class.

The northbound queue of vehicles wanting to use the on-site drop-off zone extended on
Northbay Road from the entrance driveway to Whitley Collins Drive. It was unclear, from our
observation location, if this queue extended onto Whitley Collins Drive. The southbound queue
of vehicles also impacted Northbay Road from the entrance driveway to Mistridge Drive.
The vehicle congestion at Northbay Road and Oceanridge Drive did create some conflicts with
pedestrians crossing Northbay Road. For the most part, vehicles/motorists conformed to the
"Keep Clear" pavement marking in the intersection. The conflict that was observed was with
southbound vehicles on Northbay Road traveling around the vehicles waiting to get to the on-
site drop-off zone and heading towards Oceanridge Drive. Some of these southbound vehicles
did not yield/stop for pedestrians in the crosswalk.
Ridgecrest Intermediate School has approximately 980 students attending grades 6 — 8. It
appears that the majority of students arrive at School by vehicle as parents drop off their
students on their way to work. In general, more students walk home after school but the
pedestrian counts at Northbay Road and Oceanridge Drive are about the same.
Although the congestion at Northbay Road and Oceanridge Drive and at the entrance driveway
was heavy, the majority of motorists yielded/stopped for pedestrians crossing Northbay Road.
The southbound traffic on Northbay Road, however, is a concern as they appear to not see the
pedestrians in the crosswalk. This could be due to the number of northbound vehicles waiting
to enter the driveway that are blocking the visibility of the pedestrians within the crosswalk.
Ridgecrest — Analysis
The intersection of Northbay Road and Oceanridge Drive was analyzed to determine if a
crossing guard should be placed at the uncontrolled crosswalk on the north leg of Northbay
Road, based on the pedestrian and vehicle volumes shown on Exhibit 11. It was assumed that
the pedestrians currently crossing the south leg of Northbay Road would use the crosswalk on
the north leg if it had a crossing guard and that a crossing guard for the north leg could also
control the east leg. The analysis was performed in accordance with the CA MUTCD guidelines
for an uncontrolled crossing.
The crossing guard analysis showed that the pedestrian volumes exceed the requirements for
the number school pedestrians for both AM and PM peak hours, but fall short of the required
number of vehicles for both the AM and PM school peak hours. There is a concern, however,
about southbound vehicles going around motorists in the southbound queue and not seeing or
stopping for the pedestrians. For this reason, based on engineering judgment, a crossing guard
is recommended for this location. The crossing guard worksheet is provided in Attachment D.
Another enhancement would be to install a stop bar for southbound traffic on Northbay Road in
advance of the crosswalk to reduce vehicle intrusion into the crosswalk. Also, the existing 40
feet of PVPTA white curb and 20 feet of green curb on the east side of Northbay Road south of
Oceanridge Drive should be replaced with red curb to enhance motorists' view of pedestrians
crossing Northbay Road in the crosswalk. The existing 50 feet of white curb on the west side of
Northbay Road immediately north of the school driveway should also be replaced with red curb
to provide unobstructed access into the driveway for southbound vehicles.

Currently, there is not a marked crosswalk on Oceanridge Drive at Northbay Road and the
existing stop bar is not located behind the unmarked crosswalk. A marked crosswalk at this
location would clearly mark where pedestrians should cross and reduce vehicles blocking the
pedestrians' legal right-of-way. The crosswalk could also be enhanced by adding ladder -style
markings to make it more visible to approaching motorists.
Ridgecrest — Recommendations
On March 25, 2015, we met with City staff, school staff, school district staff and residents
representing the three schools. We discussed the proposed improvements, as well as other
actions. Based on our analysis and field observations of this study intersection, and the March
meeting, we recommend the following improvements and modifications to traffic control devices
at Ridgecrest Intermediate School (Exhibit 12):
Place a crossing guard on the northeast corner of Northbay Road and Oceanridge Drive
to control the crosswalk on the north leg, based on the pedestrian volume crossing at
Northbay Road and Oceanridge Drive and the overall congestion and conflict at the
intersection. The placement of a crossing guard at the intersection of Northbay Road
and Oceanridge Drive can occur prior to the other recommendations, below, for
Ridgecrest Intermediate School.
2. Install a marked, ladder -style, yellow crosswalk on the east leg of Oceanridge Drive at
Northbay Road.
3. Replace the PVPTA white curb (about 40 feet) and green curb (about 20 feet) on the
east side of Northbay Road south of Oceanridge Drive with red curb, to enhance the
motorists' view of the pedestrians crossing the street in the crosswalk.
4. Replace the existing white curb (about 50 feet) with red curb, on the west side of
Northbay Road immediately north of the school entrance driveway, to provide
unobstructed access for southbound vehicles into the driveway.
Item 2, above, should be installed either in conjunction with or prior to the placement of the
crossing guard. Items 3 and 4 should be installed as soon as is reasonably possible.
CONCLUSIONS AND RECOMMENDATIONS
The traffic study for Silver Spur Elementary School, Dodson Middle School and Ridgecrest
Intermediate School identified the need for adult crossing guards at each intersection studied.
The pedestrian volume at these study intersections was the primary guideline that was satisfied
to recommend the placement of crossing guards. Other traffic concerns expressed by school
representatives and parents were also considered and some of them were incorporated into the
recommendations. The following summarizes the recommendations for each school location.
Silver Spur Elementary School (Exhibit 4)
The crossing guard will/will not stop vehicular traffic on Basswood Avenue. Placement of
a crossing guard at the exit driveway of Silver Spur Elementary School and Basswood
Avenue.

final release bell.
iii. Changes in the pedestrian volumes and patterns may occur after the
crossing guard is posted. The crossing guard times can be adjusted after
the crossing guard is posted if these periods are determined to be too
long or too short.
c. The crossing guard will only control pedestrians crossing the school driveway
and vehicles exiting the school driveway. The crossing guard will not stop
vehicular traffic on Basswood Avenue nor assist pedestrians in crossing
Basswood Avenue.

Guidance:
os Adequate training should be provided in adult crossing guard responsibilities and authority. This function can usually be
performed effectively by a law enfbrcement agency responsihle for traffic control.

regulations. and crossing techniques. Training workshops may be used as a method of advising experienced employees of
recent changes in existing traffic laws and program procedures. FQr example crossing guards should be familiar with the
California law which provides that any person who disregards any traffic signal or direction given by a non -student school
crossing guard authorized by a law enforcement agency, any board of supPrvisors of a county or school district shall be guilty

(b) The basic standard uniform for patrol members is the White or fluorescent orange Sam Browne belt and either
an overseas type federal yellow or fluorescent orange cap or a yellow or fluorescent orange helmet.
Optional additions to the basic standard uniform are any or all of the following:
(1) Colored piping on the federal yellow cap.
(2) Colored striping on the yellow helmet.
(3) A red or fluorescent orange upper garment
(4) Insignia or a special badge identifying the organization, to be worn on the left breast. left arm, or cap.
(c) The rainy -day uniform is a federal yellow raincoat and a federal yellow rain hat. The Sam Browne belt may be
worn over the raincoat.
(d) The insignia, or special badge and cap shall he worn only during official school safety parol duty, except that
the governing board may authorize members of the rn-hnol safety patrol to wear the uniform and insignia for
special school safety patrol functions.
Operating Procedures
Standard:
os student patrols shall he carefully selected. They shall be students from the fifth grade or higher and shall he at
least 10 years of age. Refer to California rode of Regulations Section 571.
Guidn-non:
®o Leadership and reliability should be determining qualities for patrol membership.
Standard:
07 Parental approval shall be obtained in writing before a student is used as a member of a student patrol. Refer to
California Education Code Section 49302.

- School Safety Patrols control children, not vehicles.
Standard:
N School Safety Patrols shall stop children hack of the curb or edge of the roadway and allow them to cross only
when there is an adequate gap in traffic (see California Code of Regulations sections 570 to 576 and 632 for School

BACKGROUND
In the fall of 2014, requests for crossing guards were received from school
representatives for three different schools within the City: Dodson Middle School,
Ridgecrest Intermediate School, and Silver Spur Elementary School. The school
representatives indicated that the funding for these crossing guards would be provided
by the respective school districts, and so were requesting permission from the City for the
implementation of these crossing guards. Upon receiving these requests, Staff requested
the City's consulting traffic engineer, Willdan Engineering, to perform an analysis in
accordance with the California Manual on Traffic Control Devices (CA MUTCD). Part of
this study included investigations in the field, which encompassed meeting with the school
representatives at the school sites to fully understand their concerns and issues identified
at the schools.
An initial report was prepared based upon this analysis in February 2015 and a meeting
was then held in March 2015 to obtain feedback on the analysis from the school
representatives. The comments from this meeting were then compiled and the report was
revised, taking into account the feedback that was obtained. In August 2015, when the
school year was resuming and the school representatives were available to comment, the
revised report was circulated to the school representatives to again obtain their feedback.
This revised report is included as Attachment A. The representatives of Dodson Middle
School and Ridgecrest Intermediate School indicated that they concurred with the
recommendations provided in this revised report. Silver Spur Elementary School had a
change in administration with the new school year, and so there are some items and
concerns that are still in the process of being identified and evaluated.

DISCUSSION
The proposed improvements and next steps, based on the findings presented in the
crossing guard study report and feedback obtained from the school representatives, are
described below:
Dodson Middle School:
A. Placement of a crossing guard at the southwest corner of Avenida Estudiante and
S. Montereina Drive as indicated in the study report
B. Installation of a stop bar 5' in advance of the crosswalks on the west and south
legs of the intersection of Avenida Estudiante and S. Montereina Dr
C. Installation of a stop bar 5' in advance of the crosswalk on the east leg of the
intersection of S. Montereina Drive and Calzada Drive to provide a greater
separation of the pedestrians and motorists
The representatives of Dodson Middle School have indicated that they have begun
working with the Los Angeles Unified School District officials on the implementation of the
Stop sign and Stop pavement legend with limit line on the school property for the parking
lot driveway exit at the intersection of Avenida Estudiante and S. Montereina Drive. Staff
will coordinate with them to provide any assistance as needed in this effort. As part of
the City's residential street rehabilitation project recently performed in this area, the
"SLOW SCHOOL XING" pavement marking for westbound Avenida Estudiante has been
relocated to west of the school driveway, and the existing crosswalks in this area were
enhanced with the ladder -style markings.
Ridgecrest Intermediate School:
A. Placement of a crossing guard at the northeast corner of Northbay Road and
Oceanridge Drive as indicated in the study report
B. Installation of a ladder -style yellow marked crosswalk on the east leg of
Oceanridge Drive at Northbay Road
C. Replacing the existing white curb (about 40 feet) and green curb (about 20 feet)
on the east side of Northbay Road south of Oceanridge Drive with red curb
D. Replacing the existing white curb (about 40 feet) on the west side of Northbay
Road immediately north of the school entrance driveway with red curb
Silver Spur Elementary School:
As mentioned above, Staff is still coordinating with the representatives from Silver Spur
Elementary school, and can provide the agreed-upon recommended improvements for
this school to the Traffic Safety Committee for review at an upcoming meeting.
CONCLUSION
Based upon the analysis and findings provided in the study report and the input obtained
from the school representatives, it is recommended that the above proposed
improvements be forwarded to City Council for consideration. It is also recommended

that Staff continue to work with the representatives of Silver Spur Elementary School on
determining appropriate solutions, and those results would be brought back to the Traffic
Safety Committee for review at a future date.

SHERIFF'S STATUS REPORT:
Deputy Johnson reported that the Sheriff Department has been receiving a lot of phone
calls regarding the traffic on the Palos Verdes Drive East switchbacks. He pointed out
that there were recently about 50 vehicles looking for a place to park in this area in
order to view the eclipse. He mentioned that the Sheriff Department is aware of the
issues in that area, and that although they cannot patrol it 24/7, they are putting forth as
much effort as possible in that stretch of road. He stated that they have been citing for
modified exhausts. He also reported that the DUI arrests for this month have been low
and the traffic collisions are down.
Chair Self commented that he has not seen any emails in the Committee's inbox (as he
once did) regarding the switchbacks, and therefore, he had assumed that the problems
were resolved with the help of the Sheriff's presence in that area. Deputy Johnson
commented that the Sheriff's Captain has assigned personnel to keep track of all
activity occurring on the switchbacks and that if the Committee is interested in any
information or statistics regarding this area, they can contact the Captain. Chair Self
thanked Deputy Johnson and the Sheriff Department for taking care of that issue.
Senior Engineer Countryman asked Deputy Johnson to briefly share Sergeant
Eschagary's retirement with the Committee. He commented that Sergeant Eschagary is
officially retired and that he is enjoying life. Chair Self asked if there is a replacement
and what impact his retirement is going to have on the City. Deputy Johnson
responded that Sergeant Blanchard is currently covering his duties and that there is a
Sergeant in training, who has been assigned to traffic as well.

Senior Engineer Countryman gave a brief history of this item, explaining that the City
received three requests last fall for school crossing guards from Dodson Middle School,
Ridgecrest Intermediate School, and Silver Spur Elementary School. She stated that

the City requested that Willdan Engineering perform a study in accordance with the
California Manual on Uniform Traffic Control Devices (CA MUTCD) to investigate the
schools' concerns and to examine if the crossing guards were appropriate for these
locations. She explained that an initial report was performed in February, which was
presented to the school officials in order to obtain their comments and to verify the exact
needs. Senior Engineer Countryman then proceeded to introduce Consulting Traffic
Engineer, Ruth Smith, who prepared a presentation on the study report, which had been
updated per the comments received from the school officials.
Consulting Traffic Engineer Smith began her presentation by explaining that one of the
initial steps performed was the observation of the traffic, followed by a meeting with the
school staff to learn about their concerns and to observe the conditions with them in the
field. She also explained that the data that was collected for the study includes vehicle
counts, student counts, traffic conditions assessment based on the CA MUTCD, and
other issues that might exist, such as sight distance. She emphasized that the student
counts for crossing guard studies count only the students themselves and not their
companions (siblings, parents, guardians, etc.). She indicated that, based on all the
findings, a report was created for each school and presented to the school officials for
their comment. She indicated that the final report, incorporating all of the comments
received, is the one being presented to the Committee. She added that Dodson Middle
School and Ridgecrest Intermediate School concurred with the recommendations
specified in the final report, and that Silver Spur Elementary School opted to continue
working with City Staff, since they have a new principal that would like to become more
familiar with their school traffic issues before moving forward.
Consulting Traffic Engineer Smith stated that the analysis was based on the CA
MUTCD guidelines for the adult school crossing guards implementation, which indicates
that there should be a minimum number of students crossing an area in a period of
time, a minimum number of motor vehicles crossing the pedestrian crosswalk, which
vary depending on the crossing being controlled, a four-way stop or a two-way stop, the
number of traffic collisions, the number of traffic lanes, and the distance from an existing
controlled crossing, among other factors, including engineering judgement. Consulting
Traffic Engineer Smith stated that all of the locations exceeded the minimum number of
students crossing requirement, but that they do not meet the minimum vehicular
crossing requirement nor the number of traffic collisions. She indicated that in order to
meet the warrant for the crossing guards, both, the minimum number of students
crossing and the minimum vehicular crossings need to be met, or the number of traffic
collisions. She emphasized that, although those requirements were not met, based on
engineering judgement, there were enough potential conflicts between vehicles and
school pedestrians to warrant crossing guards at all three school locations. Consulting
Traffic Engineer Smith commented that all three schools have indicated having the
funds for the crossing guards. She also explained that the funding for the crossing
guards has to come from someone's "pocket", and that it cannot come from grant
funding. She added that there is certain state return funding that is sometimes available,
but that this is usually used for other things.

Consulting Traffic Engineer Smith proceeded to give her recommendations for the
Dodson Middle School, which include placing a crossing guard at the southwest corner
of Avenida Estudiante and South Montereina Drive, installing a stop bar five feet in
advance of the crosswalks on the west and south legs of Avenida Estudiante and South
Montereina Drive, and installing a stop bar five feet in advance of the crosswalk on the
east leg of South Montereina Drive and Calzada Drive. The recommendations for the
Ridgecrest Intermediate School, as she explained, are placing a crossing guard at the
northeast corner of Northbay Road and Oceanridge Drive, installing a ladder -style
yellow marked crosswalk on the east leg of Oceanridge Drive at Northbay Road,
replacing the existing forty feet of white curb and the twenty feet of green curb on the
east side of Northbay Road south of Oceanridge Drive with red curb, and replacing the
existing forty feet of white curb on the west of side of Northbay Road north of the school
entrance driveway with red curb.
Consulting Traffic Engineer Smith summed up by recommending to present these
recommendations to the City Council for its consideration to implement the school
crossing guards at Dodson Middle School and Ridgecrest Intermediate School, along
with the associated improvements, and to recommend Staff to continue coordinating
with the Silver Spur Elementary School representatives, and to present the proposed
recommendations to the Traffic Safety Committee for its review at an upcoming
meeting.
Committee Discussion and Staff Questions
Chair Self asked what the reason is for the Silver Spur Elementary School officials to
stop moving forward with the crossing guards, when in the past the urgency to
implement changes at their school was noted. Consulting Traffic Engineer Smith
explained that one of their main concerns is that when the motorists drop-off and pick-
up the students, they need to go through the school parking lot and exit through the
driveway, which is constantly being blocked by the students crossing it. She suggested
the possibility of placing a crossing guard to stop the students from crossing the
driveway intermittently to aid the motorists exiting the parking lot. The other issue this
school is having, Consulting Traffic Engineer Smith commented, is that motorists are
making a U-turn on Basswood Ave. at Diversey Dr., and therefore, the previous school
officials had requested to place NO U-TURN signs at that intersection. She also
explained that Silver Spur Elementary School has new officials that have expressed the
desire to look at the traffic issues at their school before making any changes. Senior
Engineer Countryman added that one of their requests was to have a crossing guard
that could stop the traffic on Basswood Ave. in order to let the motorists coming out of
the parking lot exit without difficulty. She indicated that a crossing guard would not be
able to do that, but that they could have the Sheriff Department handle the situation,
which would need to be funded by the school.
Chair Self asked if the funding for the crossing guards needed to come from the school
and for how long. Consulting Traffic Engineer Smith stated that the funding needs to
come from the school and for as long as they choose to have a crossing guard.

Chair Self asked if the crossing guards are approved by the City Council, how fast can
they be implemented. Senior Engineer Countryman stated that it depends on the
school and on how fast they can come up with the funding, and that, once the funding is
setup, the City would need to update the agreement with the crossing guard company
accordingly.
Committee Member Guerin commented if there was a possibility of channelizing the
students through the grass area adjacent to the school buildings to prevent students
from crossing the parking lot exit driveway. Consulting Traffic Engineer Smith stated
that it would be difficult to do this since the students come from various directions.
Committee Member Guerin asked if the school has a curb line to guide the vehicles.
Chair Self responded that the school has volunteers that direct traffic through the curb
line.
Chair Self opened the Public Hearing.
Jorge Olmo
Mr. Olmo stated that as the Assistant Principal, he is representing the Dodson Middle
School, along with his co-worker Assistant Principal, Ms. Pitlik, who is also present. He
indicated that his School District unfortunately is not willing to pay for the crossing
guard, and therefore, they are seeking help from the City to pay for it. He also stated
that a lot of the school's funding comes from the District, therefore, implementing a
crossing guard would require the District's approval which is difficult to obtain as the
District has many schools to provide funds to. Mr. Olmo commented that there are 14
school buses in use here and that two students have been hit in the past near one of
the intersections. He stated that he is worried for the safety of the students that walk
home, since some of them are special -ed students who suffer from Attention Deficit
Disorder. He indicated that the school is limited in staff, and that, they need to ensure
their students' safety within the school campus first, which can make it difficult to watch
the students off campus. He commented that he was a Sheriff Deputy for six years and
that he tells students not to walk and talk on the cell phone. Mr. Olmo asked for the
City's help to fund the crossing guard for their school, since they are trying their best
with their limited staff. He thanked the Committee for its time.

Vice Chair Vlaco asked if the Committee would need to state in their recommendation to
the Council that the Committee does not know where the funding is coming from. Chair
Self indicated that the Committee can only recommend to the City Council to fund the
crossing guard.
Vice Chair Vlaco asked what the cost would be to implement crossing guards. Senior
Engineer Countryman stated that she did not know the exact amount, and that, it would
depend on the hourly rate and the number of hours the crossing guard is needed. She
also added that this item can be brought back to the next Traffic Safety Committee
meeting, to let Staff research this information and bring it back to the Committee, if the
Committee members feel it would impact their decision.
Committee Member Guerin asked if there would be an issue with the fact that Dodson
Middle School is part of the LA Unified School District. Senior Engineer Countryman
stated that whether the school is from the Palos Verdes Peninsula School District or
from the LA Unified District, would not make a difference as they are each their own
entities, and therefore, they do not fall under the purview of the City Council.
Committee Member Guerin asked if the payment for the crossing guards would be
going to the LA Unified School District or to the contractor. Senior Engineer
Countryman responded that the payment would go to the contractor, since the City
would have an agreement with the contractor for the provision of crossing guard
services. She explained that, regardless of where the money is coming from, the
contract would be with the City.

Senior Engineer Countryman stated that the contractor is wrapping up the last few
punch list items before the notice of completion is submitted to the City Council for
approval.
2. Del Cerro Area Parking Issues Update
Senior Engineer Countryman indicated that the red curb along the northbound side of
Crenshaw Blvd. has been implemented, as well as the red curb on both sides of the
Crenshaw Blvd. extension. She added that the ten recreational parking spaces west of
Park PI. along the southbound side of Crenshaw Blvd. have been designated for the
City residents, and that the remaining parking spaces along the southbound side of
Crenshaw Blvd., extending to the Island View entrance, are still designated for the
general public. In addition, she stated that the Valley View Rd, known as Countryside,
and Del Cerro HOA's Permit Parking Programs are being implemented, and that the
Island View Permit Parking Program has been suspended temporarily due to some
miscommunication between the HOA and some of its members.
Chair Self asked for more information on the miscommunication that occurred in the
Island View neighborhood. Senior Engineer Countryman responded that letters were
sent to all three neighborhoods' residents to let them know of the upcoming permit
parking programs' implementation, and that many of the Island View neighborhood
residents claimed that they were not aware of the program at all. She explained that
she did not know the cause of the miscommunication — whether some of the members
are not active in their HOA, or if the HOA did not communicate well with all of their
members.
3. Channelview Court Parking Issues Update
Senior Engineer Countryman stated that this item is going before the Coastal
Commission for a hearing in January of 2016. She also commented that the Public
Works Department and the Community Development will be having a meeting with the

Coastal Commission representatives next Monday, October 5th. She indicated that the
reason for the meeting is to get an update on the process, and to obtain more details
regarding the hearing in January.

Council on October 20th. She stated that she expects to have more information available
at the next Traffic Safety Committee meeting.
5. Palos Verdes Drive South Improvements Update
Senior Engineer Countryman stated that proposals have been received, and that, more
detailed plans need to be created before taking the item to the City Council for its
consideration.

RECOMMENDATION

2. Implementation of a Community Service Officer (CSO) to replace the crossing
guard at this location, upon future procurement by the Sheriff Department, be
forwarded to the City Council for its consideration.
BACKGROUND
In the fall of 2014, requests for crossing guards were received from school
representatives for three different schools within the City: Dodson Middle School,
Ridgecrest Intermediate School, and Silver Spur Elementary School. Upon receiving
these requests, Staff requested the City's consulting traffic engineer, Willdan Engineering,
to perform an analysis in accordance with the California Manual on Traffic Control
Devices (CA MUTCD). Part of this study included investigations in the field, which
encompassed meeting with the school representatives at the school sites to fully
understand their concerns and issues identified at the schools.
An initial report was prepared based upon this analysis in February 2015 and a meeting
was then held in March 2015 to obtain feedback on the analysis from the school
representatives. The comments from this meeting were then compiled and the report was
revised, taking into account the feedback that was obtained. In August 2015, when the
school year was resuming and the school representatives were available to comment, the
revised report was circulated to the school representatives to again obtain their feedback.
This revised report is included as Attachment A. The representatives of Dodson Middle
School and Ridgecrest Intermediate School indicated that they concurred with the
recommendations provided in this revised report. Silver Spur Elementary School had a
change in administration with the start of the new school year, and so there were some
items and concerns that they wished to investigate further before agreeing to the
recommendations described in the study report. Thus, the recommendations for Dodson
Middle School and Ridgecrest Intermediate School were presented to the Traffic Safety
Committee for its consideration on September 28th, 2015, at which time the Traffic Safety

Committee recommended that Staff continue to coordinate with the Silver Spur
Elementary School representatives on developing agreeable recommendations.
DISCUSSION
Staff subsequently met with representatives from Silver Spur Elementary School and the
Palos Verdes Peninsula School District (PVPUSD) on November 4th, 2015, to discuss the
traffic circulation concerns and proposed improvements. The school representatives
concurred with most of the recommendations in the study report, but the limitations of the
traffic control that a crossing guard can provide at a mid -block location such as this
remained a significant concern. Therefore, the alternative of using a member of the
Sheriff Department, such as a Community Service Officer (CSO), to direct traffic on
Basswood, adjacent to the school parking lot driveway, was discussed.
After this meeting, the PVPUSD was informed that, with the funding provided by the
PVPUSD, the Sheriff Department would eventually be able to provide a CSO to direct
traffic on Basswood Ave at this location, in addition to directing the traffic exiting the
school parking lot driveway, but that this would take some time to implement, since they
have had difficulty recruiting officers. Therefore, it was decided to move forward with
recommending, as an initial phase, that a crossing guard be implemented at the school
parking lot driveway on Basswood Avenue that could control the traffic exiting this school
driveway, as well as the pedestrians crossing this school driveway, but of course would
not be able to control the vehicular traffic on Basswood Avenue. Once the Sheriff
Department can provide a CSO at this location, he or she would then control traffic at this
location during the school's morning student drop-off and afternoon student pick-up time
periods, and the crossing guard would no longer be needed at this location. The PVPUSD
confirmed that they would provide the funding to cover the cost of the crossing guard, as
well as to cover the cost of the CSO, once a CSO could be procured by the Sheriff
Department to replace the crossing guard at this location.
Thus, the proposed improvements and next steps, based on the findings presented in the
crossing guard study report and the discussions held with the school representatives, are
described below:
Silver Spur Elementary School:
A. Placement of a crossing guard at the school parking lot driveway on Basswood
Avenue as described in the study report (to be replaced by a CSO once one
becomes available)
B. Extending the existing white curb passenger loading zone on the east side of
Basswood Avenue, north of the school driveway on Basswood, by about 120 feet
C. Installation of passenger loading zone signs along the white curb on the east side
of Basswood Avenue that state Passenger Loading Zone (symbol), 8 to 9 AM & 1
to 4 PM School Days, 5 Minute Limit, as indicated in the report
D. Replacing the existing Right Turn Only sign for vehicles exiting the school driveway
with a new one stating that the hours that the right -turn only restriction is in effect
is from 8 to 9 AM & 1 to 3:30 PM School Days

The roadway traffic signs and markings in the area were updated after the preparation of
this study report as part of the residential street rehabilitation project that was recently
performed in this neighborhood. The rest of the recommendations included in the study
report are advised to be reserved for future consideration, after these initial improvements
have been implemented and monitored for their efficacy in addressing the traffic
circulation and safety needs.
CONCLUSION
Based upon the analysis and findings provided in the study report, and the input obtained
from the school representatives, it is recommended that the above proposed
improvements be forwarded to City Council for consideration.

SHERIFF'S STATUS REPORT:
Deputy Johnson stated that the report for this month is incomplete as it only reflects the
numbers up to this point. He stated that for the month of November, there were two
DUI arrests, five non -DUI collisions, no vehicle vs. bicycle citations, 43 radar citations,
134 hazardous citations and 25 non -hazardous citations, 248 parking citations that were
mainly issued in the Del Cerro recreation and neighborhood permit parking area as
many members of the public park in those areas to go hiking in the Preserve.
Chair Vlaco asked Deputy Johnson if all 248 citations were in the Del Cerro area.
Deputy Johnson stated that the majority of those citations were given in that area.
Chair Vlaco asked Deputy Johnson the cost for those type of citations. Deputy Johnson
responded that the parking citation for not having a parking permit is sixty five dollars.
Committee Member Kramer inquired about the home robbery that occurred across from
Ryan Park. Deputy Johnson stated that three out of the four suspects were arrested
and that the Sheriff recovered most of the stolen property, the firearm and the vehicle.
He also indicated that there were no injuries during the incident.
Deputy Johnson also commented that a week prior to the home robbery incident, he
went on a car pursuit where five individuals were arrested as they were driving a stolen
vehicle. The suspects crashed onto a wall on Crest Rd. Deputy Johnson found masks,
gloves and flashlights inside the vehicle which made him suspect that these individuals
came to the City to commit burglaries. Chair Vlaco asked Deputy Johnson what had
made him pursuit them. Deputy Johnson stated that initially he thought that it was a
DUI, and therefore, he ran the license plate into the system which identified it as a
stolen vehicle.
Committee Member Kramer commended Deputy Johnson and the Sheriff's Department
for acting quickly and arresting the three suspects during the home robbery.

Senior Engineer Countryman gave a brief history of this item and proceeded to
introduce Consulting Traffic Engineer Smith who indicated that the City received three
requests last fall for school crossing guards from Dodson Middle School, Ridgecrest
Intermediate School and Silver Spur Elementary School. She stated that various
studies were conducted, reports were prepared and presented to the three different
schools for discussion and comments. As a result, Consulting Traffic Engineer Smith
stated that recommendations were made for Dodson Middle School and Ridgecrest
Intermediate School, which were approved by the Traffic Safety Committee on
September 28, 2015. She also indicated that due to changes in Silver Spur's
Elementary staff administration, the school's new staff decided to further prolong the
discussions and meetings to allow them to identify and evaluate the existing conditions
in their school.
Therefore, Consulting Traffic Engineer Smith is returning with the recommended actions
for the Silver Spur Elementary School but before she proceeded to explain some of their
main concerns: one is that many motorists exiting the school's driveway on Basswood
Avenue wish to turn left (which is not allowed during the busy hours), and the constant
flow of students crossing the driveway and the traffic on Basswood Avenue which
makes the driveway exit difficult for motorists. As a result, Consulting Traffic Engineer
Smith indicated that many vehicles turn right on Basswood Aveue to eventually make a
u -turn in the middle of the road or at the intersection of Basswood Avenue with Diversey
Drive. She stated that due to all these implications, the school would like to have a
crossing guard by the school's driveway exit. She commented that she did not propose
a crosswalk across Basswood Ave. by the driveway exit because there is an existing
one close by, also because it would be half block and it would remove some of the
parking spaces in front of the houses among other issues. Therefore, Consulting Traffic
Engineer Smith performed a crossing guard study for crossing the driveway, and
although this is not normally done, she indicated that the driveway does act like a
roadway, and therefore, she taught it was applicable and that the warrants are met for a
crossing guard. She also stated that the school's staff want someone to stop the traffic
on Basswood Ave. so motorists can exit the driveway. Consulting Traffic Engineer
Smith indicated that a crossing guard does not have the authority to stop the traffic and
that an officer should be doing this. She did recommend to have an interim crossing
guard at the school's driveway while the Community Service Officer (CSO) is brought
on board.
Consulting Traffic Engineer Smith proceeded to go over the proposed recommendations
which consisted of having a crossing guard at the school's driveway to be replaced by a
CSO once one is procured, extend the existing white curb passenger loading zone

(approximately 120 feet) on the east side of Basswood Ave., north of the school's
driveway on Basswood Ave. including the installation of passenger loading zone signs
(Passenger Loading Zone, 8 AM to 9 AM & 1 PM to 4 PM School Days, 5 Minute Limit)
along the extended white curb, and replacing the existing Right Turn Only sign for
vehicles exiting the school's driveway with a new sign stating that the right -turn only
restriction is in effect from 8 AM to 9 AM & 1 PM to 3:30 PM School Days. Therefore,
she indicated that the recommendation is to implement the school crossing guard at
Silver Spur Elementary School and the associated improvements to be forwarded to the
City Council for its consideration.
Committee Discussion and Staff Questions
Committee Member Kramer asked about the five minute parking limit in the loading
zone as many parents arrive earlier than five minutes to pick up their kids. Consulting
Traffic Engineer Smith stated that the main purpose of placing these five minutes limit
signs is to remind parents about the parking limitations as to prevent parking in those
areas for prolonged periods of time. She commented that the enforcement would not
be done on a regular basis but that she advises to allow parents to park there for not
more than fifteen minutes in order to have traffic circulating. Senior Engineer
Countryman also mentioned that parents could park in the other areas where there are
no parking restrictions, if necessary. Deputy Johnson added that enforcement for those
type of traffic regulations are usually complaint -driven whether by the general public or
in this case by the school's staff.
Committee Member Kramer asked if anything can be done to prevent motorists from
turning left during the restricting hours when exiting the school's driveway. Consulting
Traffic Engineer Smith stated that other options can be considered in the future as she
did not see any traffic collisions occurring with the existing conditions, and therefore,
restricting the u -turn movement (as suggested at Basswood Ave. and Diversey Dr.)
might not prevent this from happening and it might also relocate the issues to another
area. Senior Engineer Countryman also added that having a crossing guard at the
school's driveway might discourage motorists from turning left when exiting.
Committee Member Kramer also commented that one of the main issues he noticed is
the way the traffic flow is being directed for the pick-up/drop-off lane as he sees a long
stream of vehicles along Ironwood St. wanting to turn into the school's driveway and
wanting to turn left on Basswood Ave. as they exit. Consulting Traffic Engineer Smith
stated that changing the traffic circulation on site was an option but that the school
opposed to that alternative as it would require many changes on site.
Committee Member Kramer requested from the City Staff to notify the committee's
school liaisons of any future agenda items pertaining school issues so that they can
have the option to participate and to be more involved outside the Committee's formal
meeting.

Committee Member Guerin commented that he went to the school to make
observations regarding these issues. He noticed eighteen vehicles turning left when
exiting the school's driveway in about a thirty minute lapse.
Committee Member Guerin also asked if the Community Service Officer (CSO) was for
perpetuity. Senior Engineer Countryman indicated that it depends on the school's
funding and also if the school believes it is not necessary at one point.
Chair Vlaco asked if the left turns at the school's driveway exit would be prohibited
during the interim crossing guard period or until the Community Service Officer is
implemented. Consulting Traffic Engineer Smith stated that prohibiting the left turn can
be implemented without the need for having a crossing guard as those actions do not
depend on each other.
Chair Vlaco asked if the implementation of the Community Service Officer will allow for
left turns off of the school's driveway as there would be an official person controlling the
traffic. Senior Engineer Countryman stated that the request from the school was to
have someone stop the traffic on Basswood Ave. to allow more vehicles to turn right as
they exit the school's driveway. She also stated that the crossing guard cannot do this,
and therefore, a Community Service Officer was brought up as a solution.
Senior Engineer Countryman commented that letters were sent to inform the residents
in front of the school about the white curb extension that is being recommended to allow
them to comment, but no correspondence was received.
Senior Engineer Countryman also commented that the other two crossing guards
previously approved will be included with this recommendation (based on the
Committee's decision) to be forwarded to the City Council. She also indicated that Ms.
Pitlik with Dodson Middle School has been contacting the City to find out if the City can
provide the funding for the crossing guard. Senior Engineer Countryman stated that
she will include this issue in the staff report for City Council's consideration.

Senior Engineer Countryman stated that this project is getting close to the point of
sending the notice of completion to City Council as there are a few administrative
documentations that are still pending. Committee Member Kramer asked which areas
are next for the residential streets rehabilitation program. Senior Engineer Countryman
indicated that areas 2 and 6 are next and that the City is planning to request a proposal
for the design soon and to possibly start construction early summer.
2. Del Cerro Area Parking Issues Update
Senior Engineer Countryman stated that the City is going to do some small
improvements such as assigning parking numbers to the recreational parking spots to
ease the issuance of citations, placing parking "T's" to delineate the public parking
spaces along Crenshaw Blvd. from Crest Road to the Island View neighborhood
entrance in order to maximize the parking spaces and to prevent tour buses parking in
that area. She also commented that the City received requests to place larger signs at
the entrance of Seacrest Dr. to reinforce that the parking program is implemented in the
entire neighborhood. She also indicated that neighborhood watch signs will be added to
the parking program sign posts.
Chair Vlaco asked Deputy Johnson how far into the neighborhood have the public
parked, and therefore, received citations. Deputy Johnson stated that about five homes
in each direction on Oceanaire Dr. from Seacrest Dr. He also added that when he is
patrolling the area on Sundays, the residents comment to him that vehicles still park in
front of their homes. Deputy Johnson advised the residents to call the Sheriff non-
emergency number so that the Department can dispatch someone.

Senior Engineer Countryman stated that this is still scheduled for a hearing with the
California Coastal Commission in January of 2016.

Chair Vlaco commented that she recently attended a Parent Teacher Association (PTA)
meeting at the Miraleste Intermediate School where parents discussed being concerned
about not having consistent Sheriff's coverage due to the current Traffic Officer being on
medical leave, and therefore, parents are worried about students crossing Palos Verdes
Drive East safely. Deputy Johnson mentioned that they are short in staff as there are
injured officers and others have transferred, among other issues. He also stated that
every time a Deputy is call to take care of this issue, the Department takes a Deputy out
of the field. Deputy Johnson acknowledges the need for a Deputy in that area.

Barbara Ferraro
Mrs. Ferraro introduced herself and stated that she is a resident of the City of
Rancho Palos Verdes. She encouraged the Committee to put this item in the
regular agenda as she has been waiting to see the u -turn movement be allowed
at this intersection. She commented that motorists traveling on Hawthorne
Blvd. southbound that wish to change direction to Hawthorne Blvd. northbound,
need to make a left turn onto Highridge Rd. travel some distance on this road
before being able to make a u -turn to travel the same distance on Highridge Rd.
to turn right onto Hawthorne Blvd. northbound.

This is the summary of the proposed improvements at each campus, followed by the
exhibits for each location:
Ridaecrest Intermediate School:
A. Placement of a crossing guard at the northeast corner of Northbay Road and
Oceanridge Drive;
B. Installation of a ladder -style (high -visibility) yellow marked crosswalk on the east
leg of Oceanridge Drive at Northbay Road;
C. Replacement of the existing white curb (approximately 40 feet) and green curb
(approximately 20 feet) on the east side of Northbay Road south of Oceanridge
Drive with red curb to restrict parking; and,
D. Replacement of the existing white curb (approximately 40 feet) on the west side
of Northbay Road, immediately north of the school entrance driveway, with red
curb to restrict parking.
Silver Spur Elementary School:
A. Placement of a crossing guard at the school parking lot driveway on Basswood
Avenue;
B. Extension of the existing white curb (passenger loading zone) on the east side of
Basswood Avenue, north of the school driveway on Basswood Avenue by about
120 feet;
C. Installation of passenger loading zone signs along the white curb on the east side
of Basswood Avenue that state "Passenger Loading Zone (symbol), 8 AM to 9
AM & 1 PM to 4 PM School Days only, 5 Minute Limit"; and,
D. Replacement of the existing Right Turn Only sign for vehicles exiting the school
driveway with a new sign stating that right turns are only allowed from 8 AM to 9
AM & 1 PM to 3:30 PM School Days only.
Dodson Middle School:
A. Placement of a crossing guard at the southwest corner of Avenida Estudiante
and S. Montereina Drive as indicated in the study report;
B. Installation of a stop bar five feet in advance of the crosswalks on the west and
south legs of the intersection of Avenida Estudiante and S. Montereina Drive;
and,
C. Installation of a stop bar five feet in advance of the crosswalk on the east leg of
the intersection of S. Montereina Drive and Calzada Drive.
