Consideration and possible action to approve a change order to the professional
services agreement with CWE Corporation for storm drain design services.
RECOMMENDED COUNCIL ACTION:
(1) Award Change Order No. 1 in the amount of $54,770 to the professional services
agreement with CWE Corporation for storm drain engineering design services
dated December 15, 2015; and,
(2) Authorize the Contract Officer to execute the change order.

BACKGROUND AND DISCUSSION:
The Capital Improvements Program (CIP) includes two (2) storm drain system projects
that required a study of alternatives to determine the most cost-effective solution to
flooding and erosion problems in portions of the City's existing drainage system. One
project location is just north of Calle Entradero and just west of Palos Verdes Drive
West. The other location, is near the intersection of Palos Verdes Drive South and Sea
Cove Drive. On October 1, 2013 the City Council awarded a preliminary engineering
contract to KPFF Consulting Engineers (KPFF) to provide preliminary design services
for these locations. A final report was prepared and delivered to the City in June 2015.
The recommended alternative for each location includes improvements to certain
drainage structures and channels that require development of final engineering plans
and specifications for eventual bidding and award of a Public Works contract to
implement them.
On December 15, 2015, the City Council awarded an engineering design contract to
CWE Corporation (CWE) for another storm drain project, the Storm Drain Point Repair

Project, as recommended by Staff after a competitive proposal process. This design
contract will provide final engineering plans and specifications (construction documents)
for seven (7) locations needing repair in the City's storm drain system that were
discovered during the last lining project in 2013.
Staff would like to add scope to the Storm Drain Point Repair Project design contract
with CWE to include preparation of construction documents for the projects studied
earlier by KPFF. The work is quite similar to the work CWE is already doing. CWE has
done an excellent job to date in its contract, and using them to perform this additional
work will avoid delays that would result from a redundant selection process. It would
also allow these two additional projects to be built sooner.
Staff has negotiated Change Order No. 1 (Attachment A) to include the additional scope
elements, costs and time to the existing contract. Per Section 1.8 of the contract, a
change order of this magnitude must be brought to City Council for approval before it
can be executed by the City's contract officer. Funds for this change order have already
been appropriated in the budget as part of the Water Quality Flood Protection Fund.
CONCLUSION:
The City has a backlog of storm drain repair and improvement projects, and Staff would
like to accelerate the schedule to complete certain projects by adding scope to an
existing design contract begin performed by a competent consulting engineering firm
selected in a competitive process. Therefore, Staff recommends awarding Change
Order No. 1 to the CWE contract in the amount of $54,770.

for the City Council's consideration:
