Resolution No. 2016- (page A-1) BACKGROUND AND DISCUSSION: CalRecycle offers cities and counties funding to implement projects and programs for beverage container recycling and litter reduction activities through the City/County Payment Program, also known as the Beverage Container Recycling Grant. The goal of CalRecycle's beverage container recycling program is to reach and maintain an 80 - percent recycling rate for all California Refund Value (CRV) beverage containers: aluminum, glass, plastic and bi-metal. The City has been receiving these funds for the past decade, which have been used to support parks and right-of-way maintenance programs. The annual funding is approximately $12,000, and helps to offset General Fund expenditures in the Street Maintenance Program. 1 Staff recommends using these funds for litter abatement activities in the public right-of- way. The attached resolution (Attachment A) authorizes the City to apply for the FY15- 16 City/County Payment Program, and designates the Director of Public Works as the signature authority for the payment program until rescinded by City Council. The funding request deadline is June 1, 2016. ALTERNATIVES: In addition to the Staff recommendations, the following alternative action is available for the City Council's consideration: Do not adopt the authorizing resolution, and forego funding from this non- competitive grant. 2 RESOLUTION NO. 2016- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AUTHORIZING THE SUBMITTAL OF APPLICATIONS TO THE CALIFORNIA DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY FOR THE PAYMENT PROGRAMS AND RELATED AUTHORIZATIONS WHEREAS, pursuant to Public Resources Code sections 48000 et seq., 14581, and 42023.1(g), the Department of Resources Recycling and Recovery (CalRecycle) has established various payment programs to make payments to qualifying jurisdictions; and WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing the administration of the payment programs; and WHEREAS, CalRecycle's procedures for administering payment programs require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of the payment program. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES THAT: 1. The City Council of the City of Rancho Palos Verdes authorizes the submittal of applications to CalRecycle for any and all payment programs offered; 2. The Director of Public Works, or his/her designee is hereby authorized as Signature Authority and empowered to execute all documents necessary to implement and secure payment by CalRecycle to the City of Rancho Palos Verdes; and 3.
