RECOMMENDED COUNCIL ACTION: (1) Direct Staff to continue implementation of the Public Safety Action Plan, including authorization to fund the new vacation loaner camera program and authorization to prepare a Request for Proposals (RFP) for the video camera incentive program; (2) Direct Staff to return with an agreement, in a form approved by the City Attorney, for the purchase and installation of Automated License Plate Recognition (ALPR) cameras with Vigilant Solutions on behalf of the four Peninsula cities, and authorize the one-time and ongoing costs for the locations selected; and, (3) Direct Staff to return with a Memorandum of Understanding (MOU) between the four Peninsula cities for the regional ALPR project. FISCAL IMPACT: At the December 15, 2015 meeting, the Council had approved $169,000 for ALPR cameras for two locations. If the Council chooses to expand the project, additional funding for more cameras and infrastructure at additional locations has increased the one-time cost of the project to $432,275.86 (Equipment and Installation of $387,893.86 + $44,382). This, coupled with the $2,500 recommended for vacation loaner cameras, will require an additional appropriation of $276,000. Vigilant Cost Proposal broken down by location(page D-1) 1 EXECUTIVE SUMMARY Staff and the Sheriff's Department are providing an update to the Public Safety Strategic Plan that was approved in January 2016. In addition, following the direction of the Peninsula Regional Law Committee at a special meeting on March 23, 2016, Staff is bringing forth the proposal for the Automated License Plate Recognition (ALPR) regional project that we have been working on with the other three Peninsula cities. A recommended funding formula has been approved by Regional Law, and each city will bring the proposal to their respective Councils for approval. Lastly, we have included additional proposed measures that we believe will benefit the residents of Rancho Palos Verdes (RPV), including a vacation loaner camera program; a video camera incentive program for homeowners' associations interested in installing video cameras at the entrances and exits to their neighborhoods; and increased recruitment of Volunteers on Patrol (VOP). DISCUSSION The following discussion provides updates on the draft Public Safety Strategic Plan, with more detail about the regional ALPR project. ALPR Regional Project Locations In December 2015, the Council had originally approved funding for six (6) cameras at the Palos Verdes Drive South/25th Street transition and on Palos Verdes Drive West near Marguerite Drive in RPV. The intent was to implement these cameras as soon as possible, but had to be delayed due to some major factors. First, the Coastal Commission determined that the PVDW/Marguerite cameras required a Coastal Development Permit (CDP), which was approved March 16, 2016.' Second, in order for these cameras to be included in the regional project and funded by all the cities, they could not move ahead of the other locations. Lastly, the vendor also informed us that there was a significant price reduction for volume purchases of forty or more cameras. Given that we needed to delay the project for a short amount of time for the CDP, it made sense to hold off on the six (6) cameras just a few more weeks and include them in the volume purchase at lower pricing. On March 23, 2016, the Regional Law Committee met and discussed the camera locations and costs for each City. The City of Palos Verdes Estates was also present and supported the plan. Ultimately, the Committee approved plans for 45 cameras throughout the Peninsula at the following locations (Attachment B): ' The 15 -day appeal period for the City's approval of the cameras ended on March 31, 2016. This will be followed by a 10 -business -day appeal period for the California Coastal Commission, after which (assuming no appeal is filed) the City's approval will be final. 2 • 2 Cameras for PVDS/25t" Street transition in RPV to replace pilot cameras • 4 Cameras for PVDW near Marguerite Dr. in RPV • 2 Cameras for Delasonde Dr. near Western Ave. in RPV • 9 Cameras for Crenshaw Blvd. and PVDN in RHE • 11 Cameras for Hawthorne Blvd. and PVDN in RHE • 8 Cameras for PVDN and PVDE in RHE • 1 Camera for Rolling Hills Rd. northbound at PVDN in RHE • 3 Cameras in Rolling Hills, inbound at each of the city's entrances • 3 Cameras at PVDW/Palos Verdes Blvd. entrance coming into PVE from Torrance • 2 Cameras at Via Valmonte, coming into PVE from Hawthorne Blvd. Subsequent to the March 23, 2016 Regional Law meeting, staff also received suggestions, as alternatives, that the following cameras be swapped out for the Delasonde Dr. location for the same price (Attachment C) or added to the entire package as an additional location: • 2 Cameras on Miraleste Dr. north- and southbound at Via Colinita in RPV Funding Staff worked with the vendor to develop a more accurate cost proposal, and the City Managers from the four cities met to discuss a proposed funding formula. We had originally estimated that camera equipment and installation would cost an average of $15,000 each, with the price varying somewhat by location. Vigilant has reviewed the sites and identified where they could provide cost savings by reducing the number of communication boxes. As described in Attachment A, which includes both the Delasonde and Miraleste locations, this brought the cost of the equipment to $689,489.76. Vigilant also agreed to provide a bulk purchase discount of $43,000 if the cities could execute a contract by June 24, 2016, which would further reduce the equipment cost to $646,489.76. Attachments B and C provides cost outs for alternatives with the Delasonde or Miraleste locations, respectively. In Attachments A, B and C, there are three tables. Table 1 details the locations and the components that make up the one-time and annual costs associated with each site. There are columns for One -Time Costs like Equipment Costs and Infrastructure Costs (such as utility boxes and poles that Vigilant could provide), and together these make up the Total One -Time costs. Each city will be responsible for their own infrastructure costs, but these were included to allow the cities to see what the total one-time costs would be for each location and to tie-in the figures to Vigilant's proposal (Attachment D). RPV's total one-time cost for the shared camera equipment and installation will be $387,893.86 if the Council chooses to move forward with the Delasonde and Miraleste locations. As mentioned above, each City is responsible for their own infrastructure costs, and these are anticipated to be $44,382 for Vigilant to install the utility boxes and poles needed at three locations. The estimated ongoing shared cellular connectivity 9 cost is $9,936. The Council had previously approved $90,000 for cameras, $75,000 for infrastructure, and $4,000 for ongoing costs, meaning an additional $273,000 appropriation would be required. In Table 1, there are also Ongoing Costs, including Cell Costs and Replacement Fund amounts. Each communication box requires its own cellular connection, so the Cell Costs column was estimated at $720/year (or $60/month), and multiplied by the number of cameras at each site. A column for a 5 -year Replacement Fund was included as a recommended amount to budget for in the event that the cameras need to be replaced when the warranties expire in five years. This Replacement Fund number was derived by adding 3% to the Equipment Cost figures and dividing over five (5) years. The Year 1-5 Ongoing shows what the annual cost would be by adding the annual Cell Costs and the Replacement Fund costs each year. No maintenance was included as the Sheriff's was able to negotiate a five-year warranty, which far exceeds the two-year warranty normally included. Typically, cameras last longer than five years, but are on a five-year replacement cycle due to newer technology coming out and the inability for the vendor to guarantee availability of parts beyond five years. However, if parts are available and the cameras are still in working order, beginning in Year 6, we expect that we would recommend that the Cities pay for the Extended Warranty ($500/camera) and access to Vigilant's proprietary LEARN Server ($250/camera) as this cost would be less than the recommended Replacement Fund costs. Table 2 shows demographic information for each city from the Department of Finance, specifically population, dwelling units, and area in square miles. The percentage breakdown for each category is also listed. This information was used by the City Managers of the four cities to determine an equitable cost-sharing formula. As you can see from Table 2, the Population and Dwelling Unit percentages mirror each other very closely. After discussion between the City Managers, it appeared that the sharing of equipment costs and the annual cell costs based on the average of Dwelling Units and Area seemed to be fairly equitable. The Regional Law Committee agreed that this funding formula was acceptable. Table 3 shows the breakdown of the costs from Table 1 by City based on the formula approved by the Regional Law Committee. In Table 3, you can see the percentage average between a City's Dwelling Units and Area was applied to the Equipment Cost, Cell Cost, Replacement Fund, and Potential Year 6+ Costs figures from Table 1. These columns were highlighted in yellow as they illustrate the shared costs between the Cities. The gray columns are the totals that were meant to assist the Cities with what they should be budgeting for one-time and ongoing costs. We propose that RPV be the lead agency and bill back the other cities one time for their share of the camera costs, and annually for their share of the cell costs. The replacement funds would be held by each individual city as their respective Councils determined. We would also propose that as part of the Memorandum of Understanding (MOU), if a City chose to exit the agreement prior to the initial five years, they would be responsible for the cost of relocating the camera to another city. After the initial five-year El term, each City would have the option of continuing or not. But, those are details to be worked out in an MOU and brought back to each respective City Council for approval. Timing In order to secure the discount, the contract would need to be executed by all Cities by early June 2016. The proposed calendar would be: Late-March/April: RPV Staff and City Attorney work with Vigilant on Agreement details and prepare an MOU May: Cities review Agreement and MOU and submit changes to RPV City Attorney by mid-May; RPV City Attorney fine-tune Agreement with Vigilant June: Contract brought to City Councils for approval Upon execution of the agreement, each City would coordinate with Vigilant and their Public Works Staff to prepare their sites for installation of the cameras. ALPR Trailer Funding for an ALPR mobile trailer was approved at the January 19, 2016, meeting to help meet the public safety needs of the eastern portion of the City off Western Avenue. The Sheriff's Department suggested that mobile ALPR trailers, which can also function as speed and message boards, would be a good option and could be moved to various areas throughout the City as needed. We have a quote from the vendor for a trailer equipped with cameras that can swivel. As soon as the agreement is completed with Vigilant, the City can purchase this equipment. Pilot Crime Analysis Graduate students from USC's School of Public Policy have begun analyzing burglary data from the Sheriff's Department as part of their capstone project. They are viewing the data and analyzing it with the following: Temporal Factors — such as day and night, day of the week, and seasonality Spatial Factors — such as surveillance, access control, and target hardening Social Factors — such as economic condition, retirement, and neighborhoods Geographic Information Systems (GIS) The City's GIS Staff has produced a crime mapping function for residents to view major crimes and has made it available on the City's website. This information is uploaded daily and contains information from 2005 to present. In addition, our GIS Staff has worked with the USC graduate students to help them use GIS mapping in their analysis. 5 Predictive Policing The Sheriff's Department is in negotiations with a predictive policing software company to embark on a pilot project. If successful, the intent is to provide a predictive policing platform on a Department -wide basis. Due to this information, it is recommended the City wait to see what software the Sheriff's Department will be utilizing. Additionally, Captain Beringer was the project manager charged with implementing a new predictive policing software procured by another contract city. From that experience, he found a number of ways the information could be improved, such as requiring deputies to enter the address of the crime and time of occurrence when requesting a file number, to ensure real time accuracy, rather than waiting until a crime report was written, approved, and entered by secretarial staff. There are plans to make this change on a Department -wide basis to increase accuracy of crime mapping platforms. Surveillance and Apprehension Team (SAT) Detective A SAT Detective, was approved by RPV, Rolling Hills and Rolling Hills Estates (RHE) to continue engaging in many strategic operations, such as tracking and surveillance, to solve serious crimes and reduce recidivism. This position will be ready to handle the additional information anticipated from the ALPRs to be installed throughout the Peninsula will produce more information that could help the Sheriff's Department solve some crimes and increase arrest rates. The Sheriff's Department held off making a selection for the Detective position to allow Captain Beringer, the new Captain at Lomita Station, to make the final selection, which was completed March 25, 2016. The SAT Detective will be in place at the beginning of April. Home Safety Audits The Sheriff's Department's CORE Team has made themselves available to residents who want home safety audits to assess how they could better fortify their homes. They have completed a few audits thus far and will be taking a "customer care" approach where they will educate residents if they see crime risk factors that can be prevented. Neighborhood Watch and the Council of Homeowners Associations (CHOA) have also been notified of this service. We plan to continue to aggressively promote this service to residents. The more audits we can complete, the safer our community and residents become. Sheriff Substation at Civic Center Members from the Sheriff's Department's Facilities Planning Bureau met with City staff on site on March 29, 2016, to start the process of determining the programming, space, and financial needs of a Sheriff's substation on the Civic Center site. We will be working together over the next several months to look at various options and costing and bring those to the Council for consideration. Al • Public Information Articles have been included in the City's Quarterly Newsletter and posted on the City's website and social media outlets (Facebook, Nextdoor) to make residents aware of crime and residential burglaries, as well as the Council adoption of this strategic plan. Additionally, Staff has provided support to Neighborhood Watch by disseminating information to assist in recruitment and outreach, outfitting VOPs with uniforms, and other administrative support as needed. RPVty/PVPty Cable Series Staff has already filmed a Public Service Announcement (PSA) on the "See Something, Say Something" campaign and a "Neighborhood Watch" piece. These have been made available on the Peninsula's local cable channels, posted on RPVtv's YouTube channel and the City's social media channels, and forwarded to groups like Neighborhood Watch, Council of Homeowners Association (CHOA), and Peninsula Seniors. RPVty is continuing to create more content related to public safety including: • A home security audit by a Sheriff's Deputy • An advertisement for Volunteers on Patrol • A "Hold the Post" PSA working with the high schools to inform people to wait to post vacation photos until you are home • A "Put this in your phone!" PSA again working with the high schools to remind people to put the Lomita Sheriff's Department Number in their phone Translation and Distribution of Key Outreach Materials The Sheriff's Department has identified translators in their department who have begun working on the translation of the "See Something, Say Something" handout into Korean, Japanese, and Chinese. The Chinese translation was just completed. Once translated, these will distributed to local religious and community groups that have members who speak these languages. Bi -Annual Public Safety Meetings with the Sheriff The Sheriff's Department will be holding a Public Safety town hall meetings on Thursday, June 2, 2016, and Thursday, November 3, 2016, for RPV residents that would include speakers from the Sheriff's Department to discuss crime rates, intervention tactics, and steps for crime prevention. These meetings will be filmed so that they could be replayed on various media, including the City's two cable channels, and be posted online. 7 ADDITIONAL PROPOSED MEASURES Grant Matching Some HOAs have expressed interest in installing video cameras at the entrances to their neighborhoods. If the Council was interested in pursuing this idea, Staff could work on developing a program to assist HOAs with the cost and/or logistics. Originally, Staff was looking at a program to help HOAs by funding camera purchases. However, there is difficulty in trying to help HOAs determine what type/quality of cameras to purchase and how much to fund. In speaking with the Sheriff's Department, they suggested going to Request for Proposal (RFP) with a large alarm company to provide server space, rather than funding individual cameras. The City could buy the licenses and contract with the vendor for server space to store the data. This would supplement the cost of the server and enable the information to not have to be stored locally by a resident. As part of the agreement, the company could also do site assessments to let the HOAs know what cameras would work for each site, based on lighting and other factors and possibly do the installation. The information could then be easily accessed by the Sheriff's Department. In other words, the possible grants given to HOAs or the possible cost sharing with HOAs for cameras would only be for a specific type of camera with one vendor that would be storing data on a specific server. If an HOA wanted to do something different, then they could pay for themselves and not participate in a proposed grant program from the City. Loaner Cameras ($2,500) Currently, residents can fill out a form when they will be on vacation and the Sheriff's Department will do random checks while they are away. However, the Sheriff's Department also suggested using portable motion -triggered cameras for residents to set up when they are on vacation and no one should be in their home. The cameras can be set up to send alerts directly to the Sheriff's station with a brief clip when the motion is triggered, and, if the footage appeared to be a burglary in progress, the station could quickly deploy deputies. It is important to note that these cameras are not monitored and will only send an alert if motion triggers it. Staff is seeking authorization to work with the Sheriff's Department to purchase five (5) cameras at an estimated cost of $500/each camera and work with the Sheriff's Department to set this up as a pilot program. If it proves to be popular, Staff would return for authorization for more cameras. The program would include certain caveats such as no house sitters or pets who could potentially trigger the sensor, and that the camera would have to be returned within a specific number of days upon the residents' return. Since this equipment would belong to RPV and we would like to ensure it is used specifically for our residents, it is suggested that the cameras be available for check out from City Hall during office hours. Graffiti Data Graffiti remains an important issue in the community and the Sheriff's Department currently uses a database management software called Tracking and Automated Graffiti Reporting System (TAGRS) which helps law enforcement agencies to identify the offenders and reduce graffiti. This data management solution is designed specifically for law enforcement agencies and city municipalities. The Sheriff's Department is in the process of checking to see if we can add the graffiti data that is collected by Graffiti Protective Coatings into TAGRS. Targeted Volunteers on Patrol (VOP) Recruitment At the January 19, 2016, meeting, the Council asked that Staff and the Sheriff's Department pursue more aggressive recruitment of VOPs. The Sheriff's Department has found that while they have a lot of people who want to volunteer, many are not physically able or willing to perform patrol duties and prefer to work on tasks at the station. As part of our efforts to recruit more VOPs, the Sheriff's Department is encouraging members of the Posse mounted unit who can no longer ride horses to become volunteers who patrol in cars. In addition, as stated above, Staff continues to post the need for VOPs on social media and is working on an RPVty to do a VOP advertisement that specifically recruits for more physically -active VOPs. CONCLUSION It is recommended that the Council: 1) Direct Staff to continue implementation of the Public Safety Action Plan, including authorization to fund the new vacation loaner camera program and authorization to write a Request for Proposal (RFP) for the video camera incentive program; 2) Direct Staff to return with an agreement, in a form approved by the City Attorney, for Automated License Plate Recognition (ALPR) cameras with Vigilant Solutions on behalf of the four Peninsula Cities, and authorize the one-time and ongoing costs for the locations selected; and, 3) Direct Staff to return with a Memorandum of Understanding (MOU) between the four Peninsula Cities for the regional ALPR project. ALTERNATIVES The Council has the option of authorizing and funding all, some, or none of the items listed above.
