Consideration and possible action to award a professional services contract to
Sunbeam Consulting for Citywide Cell Tower Documentation Services
RECOMMENDED COUNCIL ACTION:
(1) Consider awarding a contract for Citywide Cell Tower Documentation Services to
Sunbeam Consulting;
(2) Authorize the expenditure Not to Exceed $20,000; and,
(3) Authorize the Mayor and City Clerk to execute the agreement, subject to
approval as to form by the City Attorney

BACKGROUND AND DISCUSSION:
The pressing issue of wireless telecommunications facilities, incoming applications for
cell sites, and correspondence from concerned residents have accelerated the City's
plan to regulate and control the incursion of cell sites into the city. In response, the
Public Works Department deemed it necessary to locate and review all existing cell
sites within the City to provide residents as much information as possible about these
facilities within their neighborhood. It is also necessary to ensure that these facilities
have been maintained to federal, state, and municipal standards.
Staff has verified Sunbeam Consultants' references and found their past performance to
be satisfactory and well-suited for this job. The firm currently provides Public Works
inspection services and has the proficiency and experience to provide the services
required. Sunbeam Consultants has the capability, experience, and first-hand
knowledge of past cell site installations to compile all of the information needed for this
task.

ALTERNATIVES
In addition to the Staff recommendation, the following alternative actions are available
for the City Council's consideration:
Reject the professional services contract with Sunbeam Consultants,
and direct Staff to pursue other methods to accomplish the
documentation of existing cell sites.

Sunbeam Consulting proposes to provide Professional Technical Services to the City of Rancho Palos
Verdes to document all existing cell tower sites within the City. We appreciate the consideration and

The principals of Sunbeam Consulting have decades of experience in assisting municipal Public Works
departments, including civil engineering design, program management, project management, technical
services, construction management, and inspection of Capital Improvement projects. We are able to
assist the City of Rancho Palos Verdes in the required capacity, and draw upon additional resources if
needed during the course of the assignment. We propose utilizing Mr. Jim Pugh to provide the lead

SCOPE OF WORK
City of Rancho Palos Verdes
Citywide Cell Tower Documentation Services
The City of Rancho Palos Verdes desires to develop a photographic and written database of all existing
cell site locations within the City on an urgent basis. We estimate that there are about 150 such sites
located throughout the City. We propose the following scope of work to complete this task.
Sunbeam Consulting personnel will meet with City staff to review the project scope of work in detail,
finalize database formats, and review the project schedule. We will develop a Excel based database
format, and plot a map to cover all streets within the City. We will utilize the City's Trimble hand held
photographic instrument to obtain photo/GIS location data.
We propose utilizing a two -person team to minimize time to complete the work. One person will drive
and navigate to each cell location, where a technician will take photographs and record data at each
site, and enter data enroute to the next location. We believe that this will be the safest and most
efficient plan to complete the process. For 150 locations, and assuming 30 minutes per location, this
equates to 75 hours spent in the field. Some additional time will be allocated for office organization,
planning, meeting, and final reporting of the data.
We propose Jim Pugh as the project lead technician for the work, with a total of 96 hours at $105/hour.
We propose a second supporting technician for 80 hours at $95/hour, for a total estimated cost of
$17,680. A total Not to Exceed Allowance of $20,000 would cover the entire scope of work.
We would plan to begin by February 1, 2016, and complete the work by February 17, 2016.
