The Housing Element includes: (a) an identification and analysis of existing and projected housing needs, including the local government's share of the regional housing need, (b) an inventory of resources and constraints relevant to meeting those needs; and (c) a program showing a five-year schedule of the actions to be taken to implement the Housing Element, including how the local government plans to meet its share of the regional housing need. In 1995, the Legislature required the California Department of Housing and Community Development (HCD) to adopt forms and definitions for local governments to use in the 1 preparation of their annual reports on implementation of the Housing Element. The Housing Element Annual Implementation Report (Attachment A) covers the 2015 calendar year. Pursuant to Section 65400 of the State Government Code, Staff has prepared the City's Annual Report regarding the status of the City's Housing Element, using the forms adopted by the Department of Housing and Community Development. The attached forms delineate the progress the City has made in meeting the regional housing needs allocation, providing a list of affordable to moderate- or lower-income households for which building permits were issued during the reporting period, and identifying a total number of units affordable to above moderate -income households for which building permits were finalized, based on a unit category. Table C of the Report indicates the names of the programs listed in the City's Housing Element, the objective of each program, the deadline for achieving the objective, and the status of each program implemented as of the end of the reporting period. As reflected in the Annual Report, Staff believes that the goals and policies of the City's Housing Element continue to be implemented by actions taken by the City that balance community needs and property rights with the health, safety and welfare of the general public. The attached Annual Report was presented to the Planning Commission on March 8, 2016. The Planning Commission approved the Annual Report for consideration by the City Council. Upon approval by the City Council, the Annual Report will be forwarded to the State Office of Planning and Research (OPR) and the Department of Housing and Community Development (HCD). Please note, the attached report is for the current Housing Element (certified by HCD in April 2014) and its implementation and progress over the 2015 calendar year only.
