Graffiti Incidents by Surface (page C-1) BACKGROUND AND DISCUSSION: On August 18, 2015, the City Council approved the award of a contract with Graffiti Protective Coatings, Inc. (GPC), for graffiti abatement services. The services commenced on September 1, 2015. From this date through January 31, 2016, 780 service requests were opened, of which 779 have been completed to -date. This resulted in a 99.97% completion rate for the reporting period. GPC employs a proactive approach to graffiti abatement by regularly patrolling the City to locate and remove graffiti before it is reported by the public. Utilizing this model, GPC detected and removed 81 % of the graffiti during this reporting period, prior to it being reported by the public or City Staff. Each incident of graffiti is photographed and logged in their database, which is made available to law enforcement for enforcement and gang intelligence purposes. During this five-month performance period, CPC's average time to complete a service request was 5 hours and 28 minutes, with over 93% of the service requests being 1 completed within 24 hours of being reported. Of the 799 completed service requests, 53 were reported by City Staff, 90 were reported via the MyRPV smartphone app, and 636 were self -identified by GPC. The initial two months of service had the highest number of incidents, which was a result of the large volume of pre-existing graffiti throughout the City. The months of November, December and January are more indicative of the actual volume of graffiti incidents occurring on a monthly basis (Attachments B & C). Attachment A depicts the distribution of graffiti by type of surface throughout the City. Based on the map, graffiti incidents are concentrated in Park and open space areas and along Western Avenue. It is anticipated that the number of incidents will increase during periods when school is not in session.
