CC SR 20160216 06 - City Advisory Board AppointmentsRANCHO PALOS VERDES CITY COUNCIL MEETING DATE: 02/16/2016 AGENDA REPORT AGENDA HEADING: Regular Business AGENDA DESCRIPTION: Consideration and possible action to appoint City Advisory Board Members. RECOMMENDED COUNCIL ACTION: 1. Appoint three members to the Planning Commission, each with a four-year term of office to expire on the first regular City Council meeting in December of odd years (December 3, 2019), or until a successor is appointed, pursuant to Section 2.20.020 of the Rancho Palos Verdes Municipal Code; 2. Appoint two members to the Finance Advisory Committee, each with a four-year term of office, until February 2, 2020, or until a successor is appointed; 3. Appoint three members to the Oversight Committee for the Water Quality & Flood Protection Program, each with a four-year term of office to expire on the date of the second regular City Council meeting in January of even years (January 21, 2020) or until a successor is appointed, pursuant to Section 3.44.080 of the Rancho Palos Verdes Municipal Code; and, 4. Appoint one member to the Traffic Safety Committee to fill a vacancy for an unexpired term of office ending January 6, 2019, or until a successor is appointed. FISCAL IMPACT: None Amount Budgeted: N/A Additional Appropriation: N/A Account Number(s): N/A PROJECT MANAGER: Carla Morreale, City Clerk REVIEWED BY: APPROVED BY: Doug Willmore, City Manager's ATTACHED SUPPORTING DOCUMENTS: Attachment A — List of Applicants for City Advisory Boards (A-1) Attachment B — Incumbents Attendance Records (B-1) BACKGROUND AND DISCUSSION: On November 5, 2015, recruitment began for three seats on the Planning Commission, two seats on the Finance Advisory Committee, and three seats on the Oversight Committee for Water Quality & Flood Protection Program, due to expiring terms of office. Each of the aforementioned openings are to fill a four-year term of office. Additionally, a recruitment was conducted to fill a vacancy on the Traffic Safety Committee, with an unexpired term of office ending January 6, 2019, or until a successor is appointed. The recruitment was advertised and posted according to City Council Policy No. 6. At the conclusion of the recruitment, the City received a total of seventeen applications from residents interested in serving on a City Advisory Board ("Board"), including applications from several incumbents who have applied for reappointment to the same or another committee. The Council conducted interviews of the 1 candidates on the following three evenings prior to Council meetings: January 5, 2016, January 19, 2016 and February 2, 2016. A list of the applicants (Attachment A) is attached to this report for Council's information. Some applicants applied for only one Board, while others expressed interest in several Boards; Staff has indicated their preferences next to their names. Staff has prepared and will distribute ballots listing the candidates for each Board so that the Council can appoint members at the Council meeting. In compliance with the Brown Act, the City Clerk will read each Council Member's ballot into the record at the meeting. Council has requested attendance records for those applicants currently serving on a City Advisory Board.
