RECOMMENDATION
Receive and file the current report on the status of Border Issues.
EXECUTIVE SUMMARY
This month's report includes:
• An update on recent issues and events related to the Rancho LPG butane storage
facility in Los Angeles (San Pedro); and,
• An update on the Palos Verdes Peninsula Unified School District's (PVPUSD)
Energy Conservation Facilities Project that could involve the installation of solar
panel arrays at eight (8) school sites in Rancho Palos Verdes.
FISCAL IMPACT
There is no fiscal impact associated with the bi-monthly review of Border Issues.
BACKGROUND
The following is the regular bi-monthly report to the City Council on various "Border
Issues" potentially affecting the residents of Rancho Palos Verdes. The complete text of

DISCUSSION
Current Border Issues
Rancho LPG Butane Storage Facility, Los Angeles (San Pedro)
In January 2016, two (2) local governmental agencies took up the Rancho LPG issue for
discussion (see attached Daily Breeze articles). The Board of Harbor Commissioners
received a report from its staff on January 7, 2016, which reiterated the position that the
Port of Los Angeles has little to no direct authority or jurisdiction over the operations of
the Rancho LPG facility. On January 12, 2016, LAUSD Boardmember Dr. Richard
Vladovic put forth a resolution supporting the relocation of the Rancho LPG facility. A
copy of the approved LAUSD resolution is attached.
In the past two (2) months, interested parties have continued to forward items regarding
and related to the Rancho LPG facility and its owner/operator via e-mail. Copies of these
e-mails are attached to tonight's report. Staff will continue to monitor this project in future
Border Issues reports.
Energy Conservation Facilities Project, PVPUSD Campuses Citywide
On December 15, 2015, representatives of all four (4) Peninsula cities, the Palos Verdes
Homes Association and the Rolling Hills Community Association met with PVPUSD Staff
to discuss the proposed installation of freestanding solar panels at sixteen (16) PVPUSD
campuses. City and Association representatives all strongly recommended that the
District erect silhouettes of the proposed panel installations as a part of its public outreach
process, rather than relying upon photographic simulations. City Staff also agreed to
provide the District with mailing lists for property owners within a 500 -foot radius of each
affected campus to assist with public notification. PVPUSD subsequently held a series
of twelve (12) public outreach meetings at various locations on January 21, 2016,
February 1, 2016 and February 2, 2016 (see attached meeting flyer). The complete public

There are eight (8) PVPUSD campuses in the City, plus an additional two (2) campuses
in adjacent Peninsula cities that fall within a 500 -foot radius of the City. These include:

Draft site plans for the placement of solar panel shade structures/carports at these
campuses are attached to tonight's report. Despite the recommendation of the Peninsula
cities, the District chose not to erect silhouettes of the solar panels. It is Staff's
understanding that recommendations for the sixteen (16) PVPUSD campuses will be
provided to the Board of Education at its meeting on February 10, 2016. Staff will continue
to monitor this project in future Border Issues reports.

2016: A new year with some old problems.
There were stark reminders Thursday as the Los Angeles harbor commission held its first meeting of the new year — that some of the issues that
have long plagued the port and San Pedro continue to elude resolution.
Waterfront development and the controversial presence of LPG storage tanks — unresolved issues that have been debated for years — dominated
lengthy discussions at the four -hour-long meeting.
Interspersed with closed sessions to hammer out final, legal details of a land lease with the developers of a new Ports O' Call Village, the meeting
drew more than two dozen public speakers.
Following a staff presentation on the Rancho Liquid Petroleum Gas facility at 2110 N. Gaffey St. in which port officials said they had little legal
oversight or authority over the tanks that sit on private property, several speakers argued that the port could do more to move the facility if it wanted.
The plant, dating back to the 1970s when it was under a different operator, is a disaster waiting to happen, critics believe, noting it is close to homes
a school and the port.
"This stuff is so dangerous that once it's released there is nothing you can do, you can't control it," science teacher Connie Rutter said.
Ron Conrow, western district manager at Plains LPG Services, declared the facility safe.
"Rancho has been inspected and audited since 2010 over 50 times by various agencies," he told commissioners. "We have done quite well during all
those audits. There's not an agency out there that says we're out of compliance or are an unsafe operation."
Even so, commissioners asked staff to return with more information about the port's potential oversight role.
"I think this is something worthy of bringing back," Commissioner Patricia Castellanos said. "I'm sure this is not going to go away.... There have
been recent environmental disasters and the impacts on everyone are just catastrophic."
Meanwhile, some renewed fissures surfaced Thursday during the discussion of Ports O' Call and waterfront development, pitting advocates for
building a large-scale tourist destination against those who argue the port instead needs to remain more focused on growing its container shipping
business in what has become a fast -changing and competitive industry.
"We don't want it to be Newport Beach," said Greg Mitre of the International Longshore and Warehouse Pensioners Association. "This is a diverse
town built with hard-working labor. It had to evolve and be competitive.... For the people who wish to call our town a slum (without an ambitious
waterfront development), I offer this advice: If you don't like it, you can leave."

The pointed remark was aimed at members of the Los Angeles Waterfront Access and Redevelopment Coalition (LAWARC), a group formed late
last year to put pressure on the mayor and others to step up their commitment to building a tourist -worthy destination on San Pedro's waterfront.
"You don't have to look very far to see the hovering police helicopters and yellow tape along with all the medical marijuana dispensaries," said Fred
DiBernardo, an LAWARC member, in his remarks to the commission. "Poverty is contagious and, like it or not, our downtown is sick."
Passions especially flared last month in a heated and public exchange between LAWARC member and prominent San Pedro restaurateur John
Papadakis and Commissioner David Arian, a former ILWU international president, that was quickly turned into a much -shared video clip on social
media (at about the 3.5 -minute mark on the meeting video at bit.ly/1MWta7M).
Plans to redevelop the waterfront date back to the early 2000s — Papadakis initiated the original Bridge to Breakwater concept — and some of the
work has been completed, including large sections of the promenade and the addition of the musical fountains and the Downtown Harbor dock space.
But the perceived cornerstone of the 8.5 -mile -long project — turning the 1960s Ports O' Call shopping village into a venue that could rival the
popularity of an L.A. Live — has been hamstrung by delays, though a 50 -year land lease is expected to finally be signed sometime early this year.
Last summer, the developer's original vision was scaled back to an initial first phase that would focus on 150,000 square feet, which AWARC says is
too small.
It would, said AWARC member Robert Genest, would be "anemic" and "would result in no Phase 2." Starting over with a new developer would be
preferable, some AWARC members believe, to pushing forward with a too -small project.
Port officials, however, point out that the original 2005 Bridge to Breakwater plan called for an initial development — throughout the entire
waterfront — of 150,000 square feet of retail and restaurant space which already has been exceeded when Crafted at the Port of Los Angeles is taken
into account.
Elise Swanson, president of the San Pedro Chamber of Commerce, urged the port and community to continue working together toward a solution for
Ports O' Call.
"Many organizations have worked for more than 20 years" toward that vision, she said, adding the developing Ports O' Call in phases makes sense. "I
understand the frustration, but I believe now is the time to pull together. We're so close."

Hoping to galvanize official support for its cause, a group trying to push volatile butane storage tanks out of San Pedro gained the unanimous support
Tuesday of the Los Angeles school board.
The board approved a resolution by board member Richard Vladovic calling for the Rancho Liquefied Petroleum Gas facility at 2110 N. Gaffey St. to
be moved, citing the proximity of three district campuses, including Taper Avenue Elementary School.
The tanks, according to the resolution, present the potential dangers and asks federal, state and local agencies to join in support of relocating the
tanks.
Critics intend to approach the cities of Rancho Palos Verdes and Los Angeles in a new front to move the tanks after years of effort.
The school board resolution, attorney Noel Weiss said, provides a significant "nudge" to the Los Angeles harbor commission and city entities to join
forces encouraging a move.

"The fact that you guys are leading the charge on this is very much appreciated," Weiss told the board, adding that the tanks are owned by the same
company responsible for the Santa Barbara pipeline leak last year.
A letter from U.S. Rep. Janice Hahn, D -San Pedro, also was read in support of moving the tanks "for the safety of our community."
"The Rancho LPG tanks store millions of gallons of butane and propane near the surrounding communities of San Pedro and Rancho Palos Verdes,"
Hahn wrote. "These tanks are located not in an industrial area but a residential area — so families live near them and children attend school ... and
take part in recreational activities near this hazardous area. This is unacceptable to our mutual constituents."
Retired Los Angeles Harbor College professor June Bulingame Smith of San Pedro told board members that the community's requests for safety
studies go back to the mid-1980s.
If the tanks can't be relocated, she told them, "move the school."
Company officials point to numerous compliance checks executed by several agencies that indicate the facility is operating safely
The resolution was approved as a consent item and did not include any discussion by board members.

Whereas, The United States Department of Labor's Occupational Safety and Health Administration
(OSHA) states that butane poses health factors causing the following potential symptoms:
drowsiness, narcosis, asphyxia, cardiac arrhythmia, and frostbite from contact with liquid;
Whereas, The Centers for Disease Control and Prevention describes butane as a colorless gas
with gasoline -like or natural gas odor and lists butane as a chemical hazard that targets the
central nervous system through exposure from inhalation and/or contact with skin or eyes;
Whereas, Butane is a gas that is typically shipped as a liquefied gas under its vapor pressure,
which makes it easily flammable and under prolonged exposure to fire or intense heat the
container may rupture violently;
Whereas, In 1973, Petrolane developed the property located at 2110 N. Gaffey St. San Pedro, CA
90731 into a storage facility for liquid petroleum gas, which currently stores butane and small
amounts of propane;
Whereas, The Facility sits adjacent to the Palos Verdes earthquake fault, which was not
identified when the Facility was originally constructed;

Whereas, In 2008, Rancho LPG Holdings LCC purchased Petrolane;
Whereas, Rancho LPG stores butane and small amounts of propane at the Facility in two 12.5
million -gallon refrigerated tanks and five 60,000 -gallon horizontal storage tanks;
Whereas, The Facility is regulated by many local, state and federal enforcement agencies including
the U.S Environment Protection Agency (EPA), U.S. Department of Occupational Safety and
Health Administration, U.S. Department of Homeland Security, U.S. Department of Transportation,
U.S. Environment Cal/EPA, California Emergency Management Agency, California Department of
Toxic Substances Control, the South Coast Air Quality Management District, the Los Angeles
County Fire Department, the City of Los Angeles Fire Department, the Los Angeles Police
Department, and the City of Los Angeles Bureau of Sanitation Industrial Waste Management
Division, among several other agencies;
Whereas, Federal, State and local agencies have established regulations governing such facilities
in the interest of protecting the public against excessive risk of injury, illness, or death, whether
the result of normal operations, or by the occurrence of industrial accidents;
Whereas, The operation of the Facility predates the more stringent health -protective land use
statutes enacted in recent years and it may be operating under conditional use permits that
require periodic review to ensure the safety of continued operations;
Whereas, Three LAUSD educational sites are in close proximity of the Facility including Taper
Avenue Elementary School, Johnston Community Day School, and the Vic and Bonnie
Christensen Science Center; and
Whereas, The proximity of the Facility to the surrounding schools and community may pose a
hazard in the case of a spill potentially causing a vapor fire, pool fire and boiling liquid
evaporative vapor explosion (BLEVE); now, therefore, be it
Resolved, That the Governing Board of Los Angeles Unified School District hereby supports the
efforts for the relocation of the Facility to an area where it does not pose any harm to students
and their families;
Resolved further, That the Board directs the Office of Environmental Health and Safety (OEHS),
in coordination with the Office of the General Counsel, to work in collaboration with regulatory
agencies to monitor and comment on any new requests for permits or modifications to any
existing permits or land -use entitlements for the Facility; and, be it finally
Resolved, That the Board directs the Superintendent to immediately submit this Resolution to the
City officials, as well as other Federal, State and local agencies to request their support in
relocating the Facility.

just saw Congressman Schiff on the news this morning regarding his active leadership role in Homeland Security. I am
attempting to make sure that he is aware of the MASSIVE and HIGHLY EXPLOSIVE existing situation in San Pedro,
home to the Port of Los Angeles. The 3 min. youtube video link that I am sending you below will help to describe the
situation here that David Wulf, Director of Homeland Security, identified a year ago publicly as a "Tier 1 soft target of

Our designated Congressional representatives here, Janice Hahn and Ted Lieu, are wetl aware of this situation,
however there has not been any demonstrative action thus far to remove this extraordinary threat. For us, the prolonged
wait .... to finally do something... "before" the inevitable disaster strikes has been unnerving. There will be no explanation
of our government's decades long ignorance of this ripe opportunity for catastrophe "after" the disaster has struck. We sit
perilously close to the edge of disaster every day that this facility exists. Who would ever believe that the US Gov't could
be so cavalier about a potential that is so dire and overwhelming in its scope for devastation?
This facility was introduced in 1973 as Petrolane LPG. It had enormous political favor under the Nixon administration
and its CEO was RJ Munzer, a close friend and supporter of Nixon and a cadre of other political heavy weights. It was
allowed to circumvent proper CEQA, exempted from LA City fire regs., American Petroleum Institute standards, and
ignored pulling building permits for construction of its huge tanks. It was expedited through the development process for
the expressed purpose of transporting the hazardous propane and butane gases through the Port of LA. It was expected
at the time that liquefied petroleum gas would become America's energy source of the future. The highly explosive nature
of this gas prevented that from becoming reality.
Plains All American Pipeline (the corporation now infamous for its Santa Barbara oil spill and two others in Canada)
purchased this antiquated facility in 2008. Not unlike Plains other acquisitions of aging pipelines and facilities across the
US and Canada, Plains purchased this 35 yr. old facility understanding full well its controversy regarding its close
proximity to pre-existing homes and schools, it's exempted status, its geologic vulnerabilities and deficient structural
seismic standard of 5.5, and the fact that it is located within the only earthquake rupture zone (a convergence of multiple

faults) in the entire Harbor area whose magnitude potential is 7.3. The land on which the tanks are located is also
identified by USGS as "liquefaction" and "landslide" areas. These tanks can be penetrated by a high power rifle or a
rocket launched grenade. The tanks are also in the flight pattern for the Torrance airport. Each 12.5 million gallon tank
has a blast radius of over 3 miles. The Tianjin, China explosion this past year has been established as a 21 ton TNT
equivalency. The conversion of 25 million gallons of butane gas into TNT equivalency is 1000 times GREATER in TNT
equivalency!
Our Homeowners have requested a hearing at LA Building and Safety on this facility site. It has "never" had a public
hearing. The attached LA Building permit will show you that the facility was only "legalized" 4 YEARS AFTER TANKS
WERE BUILT!! It might go a long way for the federal government to support the homeowners in supporting a hearing on
this site. I am also attaching a resolution from Los Angeles School Board member, Dr. Richard Vladovic, (to be heard on
Jan. 12th, 2016) directing the relocation of this facility in the interest of protecting LA schools that fall within mere feet of
this Plains All American Pipeline operated "Rancho LPG" site. There are another two private high schools within 1 mile.
Another opportunity for federal intervention is with the Port of Laos Angeles. The Port of LA denied the renewal of a
lease for pipeline access to berth 120 back in 2004-05

due to safety concerns. However, the Port continues to allow daily rail transport from this private company of 30,000
gallon rail cars of propane (ea. rail car has a blast radius of .42 mile) from Rancho across a rail spur (on a monthly
revocable permit) and full rail line on port land. This despite the fact that the contracts between the port and the
Plains/Rancho facility, and the operating agreement between the port and the intra port rail transporter specifically
"prohibit" the transport of any hazardous commodities. This point has been brought forward many times to the Port's
executive director and its port commissioners, and also to the State Lands Commission without any action. Also, of
significant importance is the fact that the Port's own risk management plan responds in no way to this hazardous rail use
or the existence of the highly explosive facility that sits on the periphery of the port.
A new year is around our corner. I send this with the hope that simple common sense will finally kick in about the
extraordinary jeopardy that this situation presents. The crash seen in the photo here is on the exact rail spur permitted by
the Port of LA. Above it you will see a huge youth soccer field that supports hundreds of kids during specific times of the
year. There are another two ball fields across the street. The time of this collision was just as children were being released
from school a mere 1200 feet away. Miraculously, this crash did not rupture the rail car "this time"...but, what about the
next? What about the antiquated infrastructure of this 43 year old facility? What about the extremely vulnerable geologic
situation and its deficient seismic standards? When is the promised "big one" coming? The massive destruction of the
Ports US commerce and the incredibly high death and injury toll that would result from an event at this site is a terrorist's
delight. The insanity here must stop! I urge Congressman Schiff to step into this issue as soon as possible. The
recklessness with human lives and US commerce have gone on far too long.

completely "non-responsive" safety mitigation measure to "reduce" its at least 3 mile EPA reporting blast radius to only
112 mile... is precisely the type of camouflage that is "never" checked by government for it's accuracy, nor is any real
review conducted to estimate a site's true disaster potential!
A BIG thank you to Supervisor Antonovichl!! Our own County Supervisor, Don Knabe, has refused to do anything
about our ticking time bomb down here in LA Harbor. We can only hope that Knabe will at least get on board with

Subject: Modeling from Martin County, FI. Fire Rescue on hazardous Rail Car Risks/Impacts upon
local population
The rail car capacity identified in this risk report of propane gas, addressed in link below, is described as approximately
19,000 gallons of propane. The rail cars from Plains All American Pipeline/Rancho LPG are 30,000 gallon capacity cars
by contrast. This study (see link below) to identify the impact from blast and exposure to population gives a radius of
impact from approximately 213 the volume of propane gas currently transported on port rail by Rancho LPG at .58 mile per
"single" rail car. (in actuality... this decreased volume may apply to allowance for vapor expansion from this gas within the
rail car itself... not sure)
This analysis came from a software program used by the EPA .... and easily installed by anyone wishing to evaluate risk.
Neither the City of LA nor the Port have ever conducted this type of analysis to determine the risk exposure from the
explosive Plains All American Pipeline/Rancho LPG propane gas rail cars that move in and out of the facility daily. The rail
transportation has been permitted by the port on a "roll over monthly permit" for over 40 years) I This monthly "roll over"
permit for the rail spur that adjoins the Rancho site constitutes what is effectively a "long term lease". This existing
condition has provided a convenient way to circumvent proper laws that dictate analysis, proper foundation and the EIR
necessary to grant such a long term use condition. The rail permit granted by the Port also "prohibits" the transport of any
"hazardous commodity" over that rail spur ... and the operating agreement with the rail provider also "prohibits" the

hazardous transport! No authorization has ever taken place to allow for "hazardous" transport. The existing rail spur and
its rail line lie within only mere feet of our homes, schools, soccer and baseball fields for youth, and high volume shopping
centers. THE IGNORANCE & RECKLESSNESS OF THIS HIGH RISK EXPOSURE IS INDEFENSIBLE! Yet, innocent
people are being subjected to this extraordinary danger every day without a second thought by those in charge. This
photo is of an accident on March 8, 2012 that narrowly escaped tank rupture and explosion.

Hi there ... don't forget the Willenberg Special Needs Center and Harbor Occupational. How likely is it to get
Little Company of Mary on board? They have a hospital, an immediate care center and a large business facility
on Western Avenue. I didn't see the list of all the other, parochial and non -private schools that have gotten on
board, but can't forget Rolling Hills Prep/Renaissance (and they have a preschool... ugh), Holy Trinity, Christ
Lutheran and then, when you jump across Western, there's Crestwood Elementary, Dodson Middle School and
Miraleste Intermediate just up the hill. Has the ownership of The Terraces been informed? When we were
battling the Palos Verdes Landfill, we were shocked at how "on board" the Ralphs market chain was and how
much they supported us.

What is the scope of the solar project the District is undertaking?
The Palos Verdes Peninsula Unified School District has entered into a 25 year Power Purchase
Agreement with PFMG Solar, LLC to buy electricity at a fixed rate at 16 school district locations. This
2.24 Megawatt (MW) solar project is estimated to save the District approximately $5.4-6.7 million over
the 25 year contract.
What is the cost to the District?
The District has no upfront cost or capital investment for the solar system design, construction, or
maintenance. Third party ownership of the system allows the District to realize immediate savings and
budget more effectively because of predictable future energy costs.
What is the project?
Solar panels will be installed on 16 campuses in parking lots and open space. Solar shade structures in
parking lots will provide shaded parking spots for faculty, students, and the community. Elevated solar
arrays provide shaded areas for students to gather and play. Moreover, the community will benefit
from a reduction of more than 20,000 tons of carbon emissions over the next 25 years. Additionally,
Ridgecrest Intermediate, Point Vicente Elementary and Rancho Vista Elementary will receive major
improvements to electrical panels that would have incurred a significant expense to the District.

The size and/or physical makeup does not allow for a project that would generate savings. Each project
must produce a savings to qualify.
What percentage of the District's anticipated electric consumption will be provided by the
solar systems?
The systems are designed to provide solar power for 70% of the historical consumption of the sites
where they are built district wide. This allows for maximum savings for the District by offsetting the
highest Southern California Edison (SCE) rates and also providing a cushion for potential reductions in
future use.
How does solar energy work?
During the day, sunlight hits photovoltaic (PV) panels and is converted into electricity for the District
to use at each campus. When the system produces more power during sun light hours than is
needed, the utility meter literally spins backwards, accumulating credits with Southern California
Edison (SCE). Excess energy is sent back into the grid and consumed by the local community. Net
metering allows excess generation in any given month to be carried over to the next billing month,
typically for up to one year. Any power required at night will be drawn from SCE and all campuses will
remain connected to the power grid.
Will there be an interruption of power at the schools or neighborhood?
No. The schools will remain on the SCE power grid and will be receiving a portion of their electricity
from SCE at reduced rates due to the solar installation and the time of use at each campus. There is not
any anticipated interruption or impact on neighbor power usage.

What type of disruptions will there be to the neighborhood?
We expect minimal disruptions to the community. Construction, for the most part, will be done at times
least intrusive to the schools and neighborhoods and with minimal traffic and sound pollution. There
will be a traffic flow plan for each campus and frequent communications about changes to normal flow
patterns.
Are there any safety concerns for the campuses or the community?
All solar structures have been approved by the Division of State Architects (DSA) which is required for all
construction on public school campuses in the state of California. DSA code requirements for schools
are more stringent than residential and commercial buildings. All electrical components conform to DSA,
state and local electrical codes and standards. The structures are heavy structural steel firmly grounded
in cement. Building codes and OSHA standards will be strictly enforced for the safety of students, staff
and the surrounding community. To further ensure security and safety, heavy construction will be
behind construction barricades. During non -construction hours, equipment and building supplies will be
stored behind locked fencing.
How will parking be affected?
Construction will be confined to a portion of each parking lot at any given time. The use of temporary
parking lots will be determined on a school by school basis. Minimal, if any change in the traffic flow of
parking lots is projected. Construction is typically phased so that only a minority of the parking lot will
be closed at any given time. Solar structures will conform to the current parking lot designs. Students
and staff are encouraged to be attentive to changes in traffic and parking patterns during construction
for everyone's safety.
What is the construction schedule?
In conversation with the District personnel, an order of construction is being defined. This schedule
takes into consideration campus activities and other construction projects that are already scheduled or
anticipated. Each school will be given a detailed schedule and regular communications will be
established.
What can the community expect during and after the completion of the solar project?
This extensive project involves heavy construction that will be done relatively quickly, and every effort
will be made to maximize the safety and security of students, staff and the surrounding community. The
community's patience and tolerance will be rewarded. The Palos Verdes Peninsula Unified School
District will save millions of dollars in electricity costs that can be put into essential school services.
It is important to PFMG Solar that the District and the surrounding community are pleased with the final
product and enjoy seeing the benefits of solar power realized in their schools and neighborhoods.

How are the systems being maintained, repaired and cleaned?
The cost of equipment maintenance and repair, including module cleaning, is included in the cost of the
energy to the District. PFMG Solar monitors the systems on 15 minute increments to ensure they are
performing and operational at all times. A service and maintenance team is deployed to fix any
deficiencies and also perform cleaning and preventative maintenance to our system is producing the
most power possible.
Will the community have an opportunity to have input?
Community meetings are being scheduled. Dates and times will be shared on this website and with
community members. Meetings may not begin until PFMG has accurate records of underground
easement. At this point, proposals will be vetted by school officials and community members in regional
meetings.
Is the PVPUSD required to have multiple bids for this type of project?
The Legislature has created a law to expedite the development of energy related projects by public
agencies such as photovoltaic (PV) systems known as the Energy Conservation Contract Law, which is
found in Government Code Sections 4217.10 — 4217.18. Under Sections 4217.16, a public agency is not
required to solicit proposals.
What is the estimated timeline?
Design and permitting has begun and will continue through the Winter of 2015and Spring of 2016.
Construction will commence in the Spring and be completed in the Fall and Winter of 2016.
Why can't the PVPUSD wait on this project and gather more information?
Energy credits for this type of project are expiring in December 2016. Projects must be installed and
operational by this date to be eligible for credits. Although there is thirteen months from the time of the
approval of the Purchase Power Agreement with PFMG Solar, LLC, there is considerable amount of lead
time that is required before construction can begin. The initial 90 to 120 days are spent in Design and
Development, this takes us to mid-March 2016. The designs are then submitted to the Division of State
Architect (DSA), which will take about 60 days, this is about mid-May 2016. Once we receive DSA
approval, construction will begin, which will be end of May and continue to completion. This tight
timeline only allows for about six months for construction of all the Solar Systems at sixteen sites.
Therefore, it was necessary to make a decision to move forward with the project so the District could
benefit from savings from the Energy credits.
