NOVEMBER 15, 2016
The meeting was called to order at 6:06 P.M. by Mayor Dyda at Fred Hesse
Community Park, 29301 Hawthorne Boulevard.
City Council roll call was answered as follows:
PRESENT: Brooks, Campbell, Misetich, and Mayor Dyda
ABSENT: Duhovic
Also present were Gabriella Yap, Deputy City Manager; David Aleshire, City
Attorney; and Teresa Takaoka, Acting City Clerk.

City Attorney Aleshire reported on the following Closed Session item: with
respect to potential litigation with River Watch, no reportable action was taken.

RECYCLE DRAWING:
Mayor Dyda announced Recyclers of the Month from the November 1, 2016 City
Council meeting: Rose Ren and Lou Hagemeier. He indicated that all winners
receive a check for $250 and urged everyone to participate in the City's
Recycling Program. He noted that in addition to winning the Recycler Drawing,
the two individuals also won a Personal Emergency Preparedness Kit from the
City at a value of$60.00.

Bernadette Sabath, Rancho Palos Verdes, provided comments regarding Green
Hills and rooftop burials.
Dorothea Flanigan, Rancho Palos Verdes, provided comments regarding blight
caused by large signs along Western Avenue and advertising on bus benches.
Noel Weiss, provided comments regarding compliance issues related to Green
Hills Memorial Park and his recent Public Records Act request regarding the City
Attorney invoices.
Mickey Rodich, Rancho Palos Verdes, provided comments regarding special
events permits now required of AYSO for use of Ladera Linda.
CITY MANAGER REPORT:
Deputy City Manager Yap reported on: recent arrests made using information
gathered by the ALPR cameras; the importance of"See Something, Say
Something"; recent peafowl trappings; the Lomita Sheriffs recent workshop; and

the Finance department's mini tutorial available on the City's website to better
understand governmental accounting.
CONSENT CALENDAR:
Acting City Clerk Takaoka reported that there was one request to speak on item
D.
Councilwoman Brooks moved, seconded by Councilman Misetich, to approve the
Consent Calendar, with item D (Consideration and Possible Action to Receive
and File the 2013-2015 Comprehensive Report and the 2015 Annual Report
Submitted by the Palos Verdes Peninsula Land Conservancy on its Management
Activities for the Palos Verdes Nature Preserve) removed and to be heard
immediately after the Consent Calendar.

Motion to Waive Full Reading
Adopted a motion to waive reading in full of all ordinances presented at this

Consideration and Possible Action to Adopt an Ordinance to Change the
General Municipal Election Dates to Coincide with the Statewide General
Elections Held in November of Even-Numbered Years; and to Shorten the
Terms of the Candidates to Facilitate the Transition
Adopted Ordinance No. 591, AN ORDINANCE OF THE CITY OF RANCHO
PALOS VERDES, CALIFORNIA, AMENDING CHAPTER 2.28 OF THE
RANCHO PALOS VERDES MUNICIPAL CODE, REQUIRING THAT THE
GENERAL MUNICIPAL ELECTIONS OF THE CITY OF RANCHO PALOS

Andrea Vona, PVPLC, provided comments regarding the report and noted
upcoming training in the Preserve that would be available.

file the 2013-2015 Comprehensive Report and the 2015 Annual Report submitted
by the Palos Verdes Peninsula Land Conservancy on its management activities

PUBLIC HEARINGS:
Consideration and Possible Action to Conduct a Proposition 218 Public
Protest Hearing Regarding EDCO's Residential Solid Waste and Recycling
Fee Increase and Five-Year Adjustment Formula
Acting City Clerk Takaoka reported that notice of the public hearing was duly
published, there were 78 written protests received with submission of the staff
report, late correspondence was distributed prior to the meeting, and there were
three requests to speak regarding this item.
Director of Public Works Throne and Senior Administrative Analyst Ramezani
presented a brief staff report and PowerPoint presentation.
Mayor Dyda declared the public hearing open.
John R. Jensen, Rancho Palos Verdes, protested the increase and provided
comments regarding composting at home and the decrease in the amount of
trash generated as children move out of their parents homes.
Carol Mueller, Rancho Palos Verdes, protested the increase and the use of Prop
218 for the assessment, and submitted a letter to the City Council.
Mickey Rodich, Rancho Palos Verdes, protested the increase and the use of
Prop 218 for the assessment, and would like more clarity in explaining the caps
on future rate increases.
Mayor Dyda declared the public hearing closed.
Discussion ensued among Council Members and Staff.
Steve South, CEO of EDCO, provided clarification on how the formula is
calculated for the proposal; how maximum caps are arrived at; and how outside
auditors review all rate adjustments.
Councilman Misetich moved, seconded by Councilwoman Brooks, to approve the
Staff recommendation to conduct a Proposition 218 Protest Hearing and, after
receiving public testimony, adopt Resolution 2016-54, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES APPROVING
THE EDCO FEE INCREASE AND FIVE-YEAR ADJUSTMENT FORMULA, AS
AMENDED TO INCLUDE THE TOTAL NUMBER OF PROTESTS AS EIGHTY-
ONE (81).

REGULAR BUSINESS:
Consideration and Possible Action to Authorize Staff to Pursue Funding
and Installation Options for the Marineland "Bubbles" Statue on the
Grounds of Lower Point Vicente
Acting City Clerk Takaoka reported that late correspondence was distributed
prior to the meeting and there were four requests to speak regarding this item.
Director of Recreation and Parks Linder presented a brief staff report.
Robert Craig, Rancho Palos Verdes, provided comments on how a video he
posted about "Bubbles" went viral and noted that an anonymous donor was
willing to donate $20K to repair/refurbish "Bubbles".
Doug Grant, Rancho Palos Verdes, thanked Mr. Craig for his involvement in this
and noted his willingness to help.
David Sundstrum, Rancho Palos Verdes, provided comments regarding the
Native Plant Society that he represents and their role in participating in the story
pole field trip. He noted the challenges of installation due to "Bubbles" height and
was not in support of Staffs recommendation.
John R. Jensen, Rancho Palos Verdes, provided comments regarding the
benefits that visitors to the Interpretive Center would experience if"Bubbles"
were placed there.
Discussion ensued among Council Members and Staff.
Councilwoman Brooks moved, seconded by Mayor Pro Tem Campbell, for Staff
to work through finding an appropriate location for the "Bubbles" statue at the
Point Vicente Interpretive Center with input from the interested parties as
represented tonight.

Councilwoman Brooks returned to the dais at 8:48 P.M.
Consideration and Possible Action to Receive an Update on Turf
Rehabilitation Activities Scheduled for the Hesse Park Athletic Field
Acting City Clerk Takaoka reported that late correspondence was distributed
prior to the meeting and there was one request to speak regarding this item.
Director of Public Works Throne presented a brief staff report and PowerPoint
presentation.
Mickey Rodich, Rancho Palos Verdes, provided comments regarding the use of
recycled
water and felt his questions were answered based on the Powerpoint.
Discussion ensued among Council Members and Staff.
Mayor Pro Tem Campbell moved, seconded by Councilman Misetich, to approve
the staff recommendation to receive and file the report on turf rehabilitation
activities scheduled for Hesse Park Athletic Field, and for Staff to explore use of
recycled water using the "purple pipe" as provided by Edwards C. Little plant
owned by West Basin Municipal Water District.

Consideration and Possible Action to Approve a Preliminary Cost Estimate
and Schedule to Install a Digital Occupancy Sign at the Entrance to Park
Place, and Install Overnight Parking Restriction Signs at Del Cerro Park
Acting City Clerk Takaoka reported that late correspondence was distributed
prior to the meeting and there were two requests to speak regarding this item.
Deputy Director of Public Works Jules presented a brief staff report and
PowerPoint presentation.
John Girardi, Rancho Palos Verdes, clarified his position based on recent
discussions with community members to explore other solutions to the signage
issue instead of installing digital signs.

Kathy Edgerton, Rancho Palos Verdes, provided comments regarding the
proposed
digital sign and would like Staff to work through the program of utilization with
National
Park Services and to revisit the parking issues at Del Cerro at that time.

Mayor Pro Tem Campbell moved, seconded by Councilwoman Brooks, to
approve Alternative No. 2 for Staff to take no action at this time.

Consideration and Possible Action to Restrict Left-turns from the Southern
Entrance at Lower Point Vicente Park and Palos Verdes Drive South

recommendation.

Councilwoman Brooks moved, seconded by Mayor Pro Tem Campbell, to
approve the staff recommendation to restrict left-turns from the southern
entrance at the intersection of Lower Point Vicente Park and Palos Verdes Drive
South, limiting the intersection to left-turn in and right-turn out only.

approve the staff recommendation to approve the Point Vicente Park/Civic
Center Master Plan resident mail survey and public outreach process

Councilman Misetich moved to extend the meeting to 10:45 P.M. for the
consideration of new business.
Without objection, Mayor Dyda so ordered.
FUTURE AGENDA ITEMS:
Councilman Misetich would like the City Manager, Deputy City Manager and
Capt. Beringer to develop a plan of action to contend with the challenges that the
City will face based upon the passage of Prop 57 and to present it at the
December 20, 2016, City Council meeting.
CITY COUNCIL ORAL REPORTS:
Each Council Member reported on his/her attendance at various organization
and association meetings since the last City Council Oral Reports were provided
on November 1, 2016. Mayor Pro Tem Campbell reported that he would submit
his report in writing.

At 10:36 P.M., Mayor Dyda adjourned the meeting to an Adjourned Regular
Meeting on December 6, 2016 at 6 P.M. to conduct interviews of applicants to fill
the vacancies on the Infrastructure Management Advisory Committee.
