Consideration and Possible Action to Adopt an Ordinance to Change the General Municipal Election Dates to Coincide with the Statewide General Elections Held in November of Even-Numbered Years; and to Shorten the Terms of the Candidates to Facilitate the Transition (Aleshire) Recommendation: Adopt Ordinance No. 591, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING CHAPTER 2.28 OF THE RANCHO PALOS VERDES MUNICIPAL CODE, REQUIRING THAT THE GENERAL MUNICIPAL ELECTIONS OF THE CITY OF RANCHO PALOS VERDES BE HELD ON THE FIRST TUESDAY AFTER THE FIRST MONDAY OF NOVEMBER IN EACH EVEN-NUMBERED YEAR BEGINNING 2020. PUBLIC HEARINGS: 1. Consideration and Possible Action to Conduct a Proposition 218 Public Protest Hearing Regarding EDCO’s Residential Solid Waste and Recycling Fee Increase and Five-Year Adjustment Formula (Ramezani) (10 mins) Recommendation: Conduct a Proposition 218 Protest Hearing and, after receiving public testimony, adopt Resolution 2016-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES APPROVING THE EDCO FEE INCREASE AND FIVE-YEAR ADJUSTMENT FORMULA, unless there is a majority protest. Consideration and Possible Action to Authorize Staff to Pursue Funding and Installation Options for the Marineland “Bubbles” Statue on the Grounds of Lower Point Vicente (Waters) (30 mins) Recommendation: Provide direction to Staff regarding the proposal to install the Marineland “Bubbles” statue on the grounds of Lower Point Vicente. Consideration and Possible Action to Approve a Preliminary Cost Estimate and Schedule to Install a Digital Occupancy Sign at the Entrance to Park Place, and Install Overnight Parking Restriction Signs at Del Cerro Park (Jules) (15 mins) Recommendation: Approve the preliminary cost estimate and implementation schedule for a digital occupancy sign and overnight parking restriction signs at the entrance to Park Place, and direct Staff to move forward with procurement. 5. Consideration and Possible Action to Restrict Left-turns from the Southern Entrance at Lower Point Vicente Park and Palos Verdes Drive South (Jules) (20 mins) Recommendation: Review and consider restricting left-turns from the southern entrance at the intersection of Lower Point Vicente Park and Palos Verdes Drive South, limiting the intersection to left-turn in and right-turn out only. 6.
