Register of Demands (Cullen) Recommendation: ADOPT RESOLUTION NO. 2016-_, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. D. Consideration and Possible Action to Approve, in Concept, the Proposed City of Rancho Palos Verdes' Overhead Utilities Conversion Plan (Gibson) City Council Agenda Regular Meeting October 18, 2016 Page 2 of 6 Recommendation: 1) Approve, in concept, the proposed City of Rancho Palos Verdes' Overhead Utilities Conversion Plan; and, 2) Authorize staff to schedule a public hearing for the City Council to declare, by resolution, the designated areas for an underground utility district in the City of Rancho Palos Verdes. Consideration and Possible Action to Take a Position Opposing Measure M ("The Los Angeles County Traffic Improvement Plan")on the November 8, 20167 Countywide Ballot (Fox) Recommendation: Adopt Resolution No. 2016-_, thereby opposing Measure M. Consideration and Possible Action to Approve the First Amendment to the Agreement with Easy Roll Off Services for Commercial Solid Waste Hauling, Which Would Reduce its Insurance Requirements Below those of other Haulers (Ramezani) Recommendation: Reject Easy Roll Off Services' request for an amendment to the Agreement to reduce insurance requirements. Consideration and Possible Action to Re-appoint Lowell Wedemeyer as Chair of the Infrastructure Management Advisory Committee (IMAC) (Throne) Recommendation: Re-appoint Lowell Wedemeyer as Chair of Infrastructure Management Advisory Committee. H. Consideration and possible Action to Receive and File letters to the Department of Toxic Substances Control (DTSC), the Palos Verdes Peninsula Unified School District (PVPUSD) and the Palos Verdes American Youth Soccer Organization (AYSO) regarding the soil issue at the Ladera Linda Fields (Fox) Recommendation: Receive and file the letters to DTSC and PVPUSD. I. Consideration and Possible Action to Adopt Revised City Council Policy No. 34 Regarding Border Issues (Fox) Recommendation: Approved revised language for City Council Policy No. 34. J. Consideration and Possible Action to Create a Resident-Only Parking Section at Abalone Cove Shoreline Park (Waters) Recommendation: Do not create any form of resident-only parking at Abalone Cove Shoreline Park. K. Consideration and Possible Action to Apply for the Institute of Museum and Library Services' Museums for America (MFA) Grant to Fund Two New Indoor Exhibits at the Point Vicente Interpretive Center Museum (Trautner) Recommendation: Authorize the City Manager and/or his designee(s) to submit an application for the Institute of Museum and Library Services' Museums for America City Council Agenda Regular Meeting October 18, 2016 Page 3 of 6 (MFA) grant to fund two exhibits ("The Spanish Peninsula" and "The Peninsula through Time") at the Point Vicente Interpretive Center museum. REGULAR BUSINESS: 1. Consideration and Possible Action to Receive and File a Report on the City's Enforcement of the Prohibition of Short-term Rentals, Including Initiating a Code Amendment to Add Language that Bolsters the Enforcement of the City's Prohibition of Short-term Rentals (Silva) (30 mins) Recommendation: 1) Receive and file an update report on the City's enforcement of the prohibition of short-term rentals in the City; 2) Direct Staff to continue working with the Planning Commission in preparing code amendment language that further bolsters the enforcement of the City's prohibition of short-term rentals; and, 3) Direct the City Attorney to amend RPVMC Section 1.08.010(B) and Section 1.16 to increase the penalty fines to the maximum extent possible for the violation of the City's prohibition of short-term rentals. 2. Review and Consider the Introduction of an Ordinance Adopting the 2016 California Building Standards Code and the Adoption of a Resolution making certain findings to modify the 2016 California Building Code (Christman) (15 mins) Recommendation: 1) Introduce ORDINANCE NO. , AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES ADOPTING BY REFERENCE THE 2016 CALIFORNIA BUILDING STANDARDS CODE WHICH INCLUDES THE 2016 EDITION OF THE CALIFORNIA BUILDING, RESIDENTIAL, GREEN BUILDING STANDARDS, PLUMBING, ELECTRICAL AND MECHANICAL CODES, WHICH ARE CODIFIED IN TITLE 24 OF THE CALIFORNIA CODE OF REGULATIONS; CHAPTER 7A OF TITLE 26 OF THE LOS ANGELES COUNTY BUILDING CODE; THE UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS 1997 EDITION; THE UNIFORM HOUSING CODE 1997 EDITION; AND THE INTERNATIONAL PROPERTY MAINTENANCE CODE, 2015 EDITION, WITH APPENDICES AND AMENDMENTS THERETO; AND, AMENDING TITLE 15 OF THE RANCHO PALOS VERDES MUNICIPAL CODE; 2) Adopt Resolution No. 2016-_, making express findings and determinations that the modifications to the 2016 California Building Code are reasonably necessary because of local climatic, geological and topographical conditions; and, 3) Continue this matter to a duly-noticed public hearing on November 1, 2016, for adoption of the draft Ordinance. 3. Consideration and Possible Action to Initiate a Code Amendment to Establish a Citywide Comprehensive Noise Ordinance (Mikhail) (20 mins) Recommendation: Review the current City noise regulations, as well as other local government noise regulations, and determine if a Code Amendment should be initiated to prepare a more comprehensive noise control ordinance.
