The meeting was called to order at 6:04 P.M. by Mayor Dyda at Fred Hesse Community
Park, 29301 Hawthorne Boulevard.
City Council roll call was answered as follows:

CLOSED SESSION REPORT:
City Attorney Aleshire reported on the following Closed Session items: 1) With respect
to the Potential Litigation item, a status report was provided and no reportable action
was taken; and 2) With respect to the two items listed under Existing Litigation, a status
report was provided and no reportable action was taken.
CEREMONIAL:
Mayor Dyda presented a Certificate of Recognition to Kenn Hughes, Chief Ranger,
Mountains Recreation and Conservation Authority (MRCA), and thanked him for the
seven years of service by the MRCA Rangers in the Palos Verdes Nature Preserve.
Mayor Dyda recognized Steve Saporito, business owner of Hilltop Automotive, and
presented him with a Certificate of Recognition for his contributions and customer
service to the residents of the City and Peninsula.
MAYOR'S ANNOUNCEMENTS:
Mayor Dyda announced that July was National Parks and Recreation Month, noting that
"Parks Make Life Better." He announced free programs and events sponsored by the
City for the month of July.
RECYCLE AND EMERGENCY PERSONAL PREPAREDNESS KIT DRAWING:
Mayor Dyda announced Recyclers of the Month from the June 21, 2016 City Council
meeting: Jack Karp and W. L. Hayden. He indicated that all winners receive a check
for $250 and urged everyone to participate in the City's Recycling Program. He noted
that in addition to winning the Recycler Drawing, the two individuals also won a
Personal Emergency Preparedness Kit from the City at a value of $60.00.

Review of Tentative Agendas and 2014 City Council Goals and Priorities
Councilwoman Brooks moved, seconded by Councilman Duhovic, to receive and file the
Tentative Agendas and 2014 City Council Goals and Priorities.

A Possible Future for Bubbles at Point Vicente Interpretive Center
City Clerk Morreale reported that late correspondence was distributed prior to the
meeting and there was one request to speak regarding this item.
Councilwoman Brooks provided a report regarding this item.
Robert Craig, Rancho Palos Verdes, provided comments in support of the
refurbishment of the Bubbles statute and placement of the same at a City facility.
Councilman Misetich moved, seconded by Councilman Duhovic, to direct Staff to
prepare an agenda report for the August 16, 2016 Council Meeting regarding the
consideration of the placement of the statue of Bubbles at a City site.

City Clerk Morreale reported that late correspondence was distributed prior to the
meeting and there were three requests to speak regarding this item.

Herb Stark, Rancho Palos Verdes; and Diane Smith, Rancho Palos Verdes; provided
comments in support of the City's review of the "Protocol for Elected Officials and
Appointed Boards, Commission and Committee Members" document; and the ability of
any resident, no matter where they are employed, to have the right to speak as an
individual. Ms. Smith noted that a letter of commendation should be written and sent to
the Sheriff's Department.
Ed Hummel, Rancho Palos Verdes, provided comments regarding the soil
contamination issue at the Ladera Linda soccer fields and the complaint that was filed
against him as a Sheriff Deputy.
Discussion ensued among Council Members, Captain Beringer, and City Attorney
Aleshire.
Councilman Misetich moved, seconded by Councilman Duhovic, to direct the City
Attorney to research and prepare a report addressing Council Protocol.
Without objection, Mayor Dyda so ordered.
City Attorney Aleshire stated that he would return with an agenda report on this item by
August 16, 2016.
PUBLIC COMMENTS: (Audience Comments regarding Items Not on the Agenda)
Noel Park, Rancho Palos Verdes, provided comments regarding troublesome
comments made by Mr. Weiss pertaining to the Green Hills Memorial Park, suggested a
summary of the situation by provided by City Attorney Aleshire, and spoke in support of
settlement of the case.
Minas Yerelian, provided comments regarding possible compliance issues pertaining to
the Conditional Use Permit for the York property.
Bernadette Sabath, Rancho Palos Verdes, provided comments regarding a recent
meeting with Green Hills Memorial Park staff and their desire to address the excessive
noise and invasion of privacy concerns of the Peninsula Verde homeowners, noting that
Green Hills does not have security services during the daytime hours.
Jeff Calvagna, Rancho Palos Verdes, provided comments regarding the status of 19
wireless cell tower applications that have been filed with the City; and noted that the
City should consider engaging the services of Christy Lopez at her new firm to assist
the City with the wireless cell tower antennas.

CITY MANAGER REPORT:
City Manager Willmore provided a report regarding the following topics: 1) Captain
Beringer's participation in "National Night Out" to be held on August 2, 2016; 2) New
monthly tests of the City's Emergency Alert System; 3) The City of Torrance's receipt of
information that the Proposition 1 grant application for a multi jurisdictional stormwater
management project has been recommended for award; 4) Finance has instructed the
LA County Auditor/Controller to remove the Storm Drain User Fee from resident's
property tax bills; and, 5) New over-the-counter plan check services and building
inspection scheduling improvements.
City Manager Willmore provided a report regarding the City's 41st Annual 4th of July
Celebration held at Pt. Vicente Park/Civic Center, and thanked Parks and Recreation
staff for their work which contributed to the success of the event.

Sharon Loveys, Vista Verde Owners Association (WOA), provided comments
regarding the investigation conducted by the City and the storage of burial vaults on the
rooftop of Inspiration Slope Mausoleum.
Noel Weiss, Marina del Rey, Vista Verde Condominium Owners, provided comments
regarding the Inspiration Slope Mausoleum Waiver of Claims at Green Hills Memorial
Park, and rooftop burials.
Mike McClung, Peninsula Verde resident, Rancho Palos Verdes, provided comments
regarding the issues at Green Hills Memorial Park, including amplified music, alcohol,
and excessive noise during a recent burial; and noted he was informed that there is no
daytime security at Green Hills Memorial Park.
Kevin Brogan, Los Angeles, representing Green Hills Memorial Park, provided
comments regarding the use of cemetery property under state law, including rooftop
burials.
City Attorney Aleshire provided a report regarding this item.
Discussion ensued among Council Members, staff, and City Attorney Aleshire.
Councilwoman Brooks moved, seconded by Councilman Duhovic, to approve the staff
recommendation to: Receive and file a report on the Waiver of Claims between the City
and Green Hills for the storage of rooftop vaults on the Inspiration Slope Mausoleum
building at Green Hills Memorial Park.

VERDES, ADDING SECTION 12.08.110 TO CHAPTER 12.08 OF THE MUNICIPAL
CODE TO ESTABLISH A PROCEDURE FOR THE TRIMMING OR REMOVAL OF
VIEW-IMPAIRING CITY TREES.

Martin Blankenship, Bennett Landscape, requested the Council reconsider the award of
the contract to Stay Green, Inc., and provided comments regarding the bid protest letter
submitted by Bennett Landscape, details of the bid specifications, and prevailing wage
rates provided by Stay Green, Inc.
Sean Bennett, Bennett Landscape, provided comments regarding the bid submitted by
Stay Green, Inc. opining that the bid rates submitted by Stay Green, Inc. may not be
accurate.

Councilman Duhovic moved, seconded by Councilwoman Brooks to: 1) Reject the bid
protest filed by Bennett Landscaping as being unsubstantiated; 2) Authorize an
additional appropriation from the General Fund of$78,766; 3) Award a three-year
Maintenance Agreement for Labor and Equipment for City Landscaping, General
Maintenance, and Litter & Trash Services for FY16-17 through FY18-19 to Stay Green,
Inc., in a total amount not to exceed $2,841,198; 4) Authorize Staff to use up to an
additional $25,000 annual contingency for scheduled and unscheduled Contractor
overtime to support City events which occur outside of scheduled working hours and
after-hour's emergency response; and, 5) Authorize the Mayor and City Clerk to
execute the Maintenance Agreement, subject to approval as to form by the City
Attorney.

Mayor Dyda moved to add a comment that the fill to be used is to be "clean" fill to
comply with the California Building Code. The motion died for a lack of a second.
Councilwoman Brooks moved, seconded by Councilman Misetich, to adopt the staff
recommendation to: 1) ADOPT URGENCY ORDINANCE NO. 585U, AN URGENCY
ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, AMENDING
ORDINANCE NO. 577 CLARIFYING THAT THE CITY COUNCIL'S ADOPTION OF
ORDINANCE NO. 577 SOLELY ESTABLISHED AN EXCEPTION CATEGORY ("T") TO
ALLOW RESIDENTIAL DEVELOPMENT WITHIN THE LANDSLIDE MORATORIUM
BOUNDARY AREA OF ZONE 1 AND DID NOT AMEND ANY OF THE EXISTING
EXCEPTION CATEGORIES ("H," "K," "N," OR "P") TO THE LANDSLIDE

Telecommunications Facility Permits are Subject to a Reduced Fee if filed by a
Resident of the City of Rancho Palos Verdes
City Clerk Morreale reported that notice of the public hearing was duly published, no
written protests received, late correspondence was distributed prior to the meeting, and
there were no requests to speak regarding this item.
Deputy Director of Public Works Jules provided a staff report and PowerPoint
presentation regarding this item.
Discussion ensued among Council Members and staff.

provided comments regarding this item and opined that HOAs should not be charged for
events held in their neighborhoods.

Mayor Dyda moved the approval of the staff recommendation with the addition of the
waiver of fees for HOA events, such as block parties, in the public right-of-way.
Councilman Duhovic seconded the motion with a friendly amendment to the motion to
waive fees for HOA events in the public right-of-way, omitting the reference to block
parties. Mayor Dyda accepted the amendment to the motion.

2016-31, AS AMENDED, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

Karen Glassmaker, Rancho Palos Verdes, stated that her dog was killed by a coyote
and provided comments regarding her concerns about the increase of coyotes in the
area.
Noel Park, Rancho Palos Verdes, provided comments regarding coyotes in the area,
signs posted by the Palos Verdes Peninsula Land Conservancy, and the Coyote
Management Plan adopted by the City of Los Angeles.
Anna Chu, provided comments regarding support of the City's Coyote Management
Plan of education and hazing of coyotes, noting that she has lost three pets to coyotes.
Councilwoman Brooks moved, seconded by Councilman Misetich, to: Receive and file
a report on the implementation of the City's Coyote Management Plan, including
appropriate signage at certain parks and Preserve areas regarding the presence of
coyotes.

recommendation to: 1) Review the Arterial Fences and Walls Assessment Report; 2)
Direct Staff to proceed with the following short-term solutions to address private arterial
fences and walls identified as being in "poor" condition in the Assessment Report: a)
Remove damaged chain link fencing and associated debris within the public right-of-
way along Hawthorne Blvd.; b) Initiate code enforcement for the 9% (26 properties) of
arterial fences and walls in the City's single-family residential zoning districts identified
as "unsafe" in the Assessment Report; and, c) Initiate code enforcement for all of the
arterial fences and walls in the City's multi-family residential, commercial and
institutional zoning districts identified in the Assessment Report; and, 3) Direct Staff to
proceed with the Council-preferred long-term solution to address arterial fences and
walls, based on the options described in the Assessment Report.

City Clerk Morreale reported that late correspondence was distributed prior to the
meeting and there were three requests to speak regarding this item.
Jarred Graham Dahlerbruch, Rancho Palos Verdes, provided comments regarding the
potential development of Elkmont Canyon, noting access to the Elkmont Canyon
easement was relinquished years ago, and highlighted requirements necessary for the
vacation of easements.
Merin Dahlerbruch, Rancho Palos Verdes, provided comments regarding her concerns
regarding allowing access to the Elkmont Canyon easement. She expressed concern
regarding the recent removal of growth and trees in the canyon, and noted the need for
an updated traffic survey for the area.
Councilwoman Brooks moved, seconded by Councilman Misetich, to continue the
initiation request to vacate and remove a tract condition that prohibits access to a
vacant lot known as the Elkmont Canyon to a future Council meeting, the date
uncertain.
