VRC MINS 20020606 • A• •roved August :102 VIEW RESTORATION COMMISSION REGULAR MEETING June 6, 2002 Chairman Alberio called the meeting to order at 7:00 p.m. at Fred Hesse Community Park, 30940 Hawthorne Boulevard. The Pledge of Allegiance followed, led by Commissioner Drages. Present: Chairman Alberio, Vice-Chair Slayden, Commissioners Drages, Iseda, Dyda Absent: Commissioners Franklin, De Moraes, Weber were absent (excused). Also present was Project Coordinator Trayci Nelson. APPROVAL OF AGENDA Commissioner Dyda moved to approve the agenda as presented, seconded by Iseda. There being no objection, the Agenda was approved (5-0). COMMUNICATIONS Project Coordinator Nelson distributed and discussed the following items pertaining to the review of the maintenance schedule of VRP No. 59; a copy of the original Staff Report dated July 6, 2000, the final Resolution, and a copy of a recent photograph taken after the annual trimming was completed by the foliage owner. Ms. Nelson updated the Commission on the following View Restoration staff changes; John Alvarez will start on Monday as a full time View Restoration Project Coordinator, and Royce Ursu, a former view restoration assistant will be here this summer on a temporary basis. She informed the Commission that she would be on vacation for two weeks from the end of June until the middle of July, 2002. In response to Commissioner Drages inquiry, Ms. Nelson stated that View Restoration Permits No.'s 112, and 122 are scheduled for the June 20, 2002 hearing. Ms. Nelson discussed the appeal of VRP No. 118, which will be heard by the City Council on June 18, 2002. She stated Commissioner Dyda would attend that meeting and invited the rest of the Commission to attend as well. VIEW RESTORATION COMMISSION MINUTES JUNE 6, 2002 Page 1 of 3 Chairman Alberio felt that he should be consulted as to which Commission members attend Council meetings. He requested that he be notified in advance of future Council meetings where VRC members are asked to attend. Commissioner Dyda responded, by stating he was asked to attend the upcoming Council meeting since he was directly involved in VRP No. 118. He further stated he would attend the Council meeting in case it is necessary to clarify specific statements he made. Chairman Alberio expressed his concerns with regard to the Council's upcoming decision to disband the View Restoration Commission. The Commission and Staff discussed the Commission's role in leading the pre- application mediation meetings and the Staffs role in facilitating the View Restoration Preservation and City Tree Review permit process. Staff and the Commission also discussed the cost of the View Restoration process and various possibilities to lower the City's cost. CONSENT CALENDAR: 1. MINUTES OF MAY 16, 2002 Vice-Chair Slayden noted a change to the roll call on page 1. Commissioner Dyda moved to approve the Minutes as amended, seconded by Commissioner Iseda (5-0). CONTINUED BUSINESS: NO ITEMS PUBLIC HEARINGS: 2. VIEW RESTORATION PERMIT NO. 59: Mr. Stefano Finazzo, 2175 Rockinghorse Road. Chairman Alberio recused himself from this hearing as he lives within 300 feet of said properties. Project Coordinator Nelson requested that the Commission members visit the sites prior to the next VRC meeting. She stated that the trees in question are the Ash tree, the Macadamia Nut tree and Mock Pear tree. She further stated that the applicant was not able to attend this meeting and has requested a continuance. She stated that the foliage owner had no objections and requested that this item be continued to the June 20, 2002 VRC hearing. NEW BUSINESS: None ITEMS TO BE PLACED ON FUTURE AGENDAS: Project Coordinator Nelson stated that View Restoration Permit No. 122 and VRP No. 112 would be placed on the June 20, 2002 Agenda. She further stated that the View Restoration Guideline Revisions would be placed on the August 15, 2002 Agenda.
