REGULAR MEETING
DECEMBER 5, 2002
Chairman Alberio called the meeting to order at 7:03 P.M. at Fred Hesse
Community Park, 30940 Hawthorne Boulevard. The Pledge of Allegiance
followed, led by Commissioner Drages.
Present: Chairman Alberio, Commissioners Dyda, Drages, Franklin and
Weber.
Absent: Commissioner Iseda was absent. Commissioner De Moraes and
Vice Chairman Slayden were absent/excused.
Also present were Project Coordinator John Alvarez and Recording Secretary
!vette Munoz.
APPROVAL OF AGENDA
Chairman Alberio called for a motion to approve the agenda.
Commissioner Franklin moved to approve the agenda as presented,
seconded by Commissioner Dyda. Motion carried (5-0).
COMMUNICATIONS
Staff:
Project Coordinator Alvarez stated that the City Council would be meeting on
12/17/02 to hear the revised guidelines and officially disband the VRC.
Commission:
Chairman Alberio announced that Doug Stern was the new Mayor of RPV and
Barbara Ferrero was the new Mayor Pro Tem.

Commissioner Franklin provided a handout with corrections and
deletions made to pages 11,12 and 13 of the October 3, 2002,

Senior Coordinator Nelson gave an example of a case in the
Portuguese Bend area involving the lacing of a pine tree.
Lacing was recommended and the foliage owner only wanted
the portion above 16 feet laced instead of having the entire
tree laced for aesthetic reasons. In this case, the discretion to
lace below 16 feet was left to the foliage owner. Senior
Coordinator Nelson went on to say that this is implied in the
guidelines and really has not been a problem.

Commissioner Franklin suggested rewording the first sentence of the
fourth paragraph on page 6. The sentence read: "Commissioner
Weber stated that the dotted line was there because above that point
the view is not preserved. " He felt it would read better if changed to:

above that point there is no view to be preserved."

3. MINUTES OF NOVEMBER 21, 2002
Commissioner Franklin stated that there was an error on page 10 of
13 on the November 21, 2002, minutes. The last sentence of
paragraph 3 reads, "His second item suggested that the wording of the
paragraph from Section D (2), page 8 be changed to read:" He wanted
this changed to read, "His second item suggested that the wording of
the paragraph from Section D (2), page 9 and 4A of page 26 be
changed to read:"

NEW BUSINESS:
Commissioner Weber suggested that although the VRC is being disbanded that
a View Committee be formed to advise the Planning Commission on view issues
they may encounter. Commissioner Dyda stated the difference between a
commission and a committee. A commission has decision-making power. A
committee can only make recommendations. He also stated that Commissioner
Franklin and he would be sitting in as view advisors for the Planning Commission
in case they had any questions. Therefore, there was no need for a view
committee since they would have no decision making power.
