VIEW RESTORATION COMMISSION
REGULAR MEETING
January 4, 2001
The meeting was called to order by Chairman Alberio at 7:00 P.M. at Fred Hesse
Community Building, 29301 Hawthorne Boulevard. The Pledge of Allegiance followed,
led by Commissioner Drages.
Present: Commissioners Drages, Dyda, Franklin, Monks, Vice Chairman Slayden,
and Chairman Alberio.
Absent: Commissioners Iseda and Weber were absent (excused).
Also present were Project Coordinator Nelson, Project Coordinator Jones and
Recording Secretary Yeaman.
APPROVAL OF AGENDA
Commissioner Dyda moved to approve the Agenda as presented, seconded by
Commissioner Monks. There being no objection, the Agenda was approved.
COMMUNICATIONS
Chairman Alberio requested a moment of silence in memory of Commissioner
Simmons.
Project Coordinator Nelson introduced the new view restoration staff to the commission.
Project Coordinator Steven Jones who has taken over for Emmanuel Ursu and View
Restoration Administrative Assistant Lunden Yeaman who has taken over for Royce
Ursu.
Chairman Alberio inquired on status of VPA No. 41 in which he served at the pre-
application meeting. Project Coordinator Nelson stated that we had not heard from the
applicant or the foliage owner since the pre-application meeting when they decided to
try and work out a private agreement.
Project Coordinator Nelson distributed a copy of the Appellate Court decision in the Jon
Echevarrieta case. She discussed the case and stated that the appellate court had
ruled in favor of the City and the ordinance. She stated that the decision will help the
City in enforcing the ordinance.
Project Coordinator Nelson stated that the City Council had approved the VRC's request
for reimbursement of expenses to attend the 2001 Planners Institute. Project
Coordinator Nelson notified the Commission of the annual Planners Institute
Conference, which will be held in Monterey on March 21-23, 2001. Project Coordinator

Nelson informed the VRC that registration information regarding the conference is
forthcoming.
Commissioner Franklin advised staff that he has a new e-mail address. Staff will
update and redistribute the View Restoration Commission member list.
Chairman Alberio asked when the tour of the Botanic Garden was going to be
scheduled. He stated that Project Coordinator E. Ursu told the commission that he
would take them to the arboretum to educate them on the different species of trees.
Project Coordinator Nelson responded that she and view staff would work on
coordinating the tour.
The Commission discussed the practice of planting a single species of tree on city
streets and the possible problems with tree disease that may occur. Project Nelson
stated that the Public Works Department handles all of the street trees planted in the
city. The Public Works Department also handles the maintenance and removal of any
diseased trees in the city. She also stated that they are very pro-active in monitoring
and maintaining the trees.

Vice-Chairman Slayden moved to approve the Minutes as presented, seconded by
Commissioner Dyda, (6-0).
CONTINUED BUSINESS:
2. VIEW RESTORATION PERMIT NO. 76: Mr. and Mrs. Peter LaBarbera, 6050
Ocean Terrace Drive. (TN)
Project Coordinator Nelson stated that Mr. LaBarbera had come in and submitted the
trust deposit needed to hear the item. She stated that after negotiation Mr. LaBarbera
was unable to reach an agreement with his neighbor and wants the case to be heard
before the commission. Therefore, she amended staffs recommendation to continue
the public hearing to the March 1, 2001 meeting.
Vice-Chairman Slayden moved to approve the amended Staff recommendation to
Continue VRP No. 76 to the March 1, 2001 VRC hearing, seconded by
Commissioner Dyda, (6-0).

3. Commissioner Dyda distributed and discussed memo that he prepared regarding
time restraints put on foliage owners. He would like the Commission and the
View Staff to review and discuss at the next hearing.

Commissioner Dyda moved to adjourn, seconded by Vice-Chairman Slayden.
The meeting was duly adjourned at 7:43 P.M. to Thursday, February 1, 2001 at
