VIEW RESTORATION COMMISSION
REGULAR MEETING
October 5, 2000
The meeting was called to order by Chairman Alberio at 7:07 P.M. at Fred Hesse
Community Building, 29301 Hawthorne Boulevard. The Pledge of Allegiance followed,
led by Commissioner Dyda.
Present: Commissioners Dyda, Monks, Simmons, Vice Chairman Slayden, and
Chairman Alberio.
Absent: Commissioners Drages, Franklin, Iseda, and Weber were absent
(excused).
Also present were Project Coordinator E. Ursu, and Recording Secretary R. Ursu.
APPROVAL OF AGENDA
Commissioner Dyda moved to approve the Agenda as presented, seconded by
Vice Chairman Slayden. There being no objection, the Agenda was approved.
COMMUNICATIONS
Project Coordinator E. Ursu distributed and discussed the updated Status Log
Summary. He stated that the pre-application meeting for VRP No. 96, which
Commissioner Weber served on, was successful. He further stated that an agreement
was signed between the parties of VRP No. 95 after their September pre-application
meeting, in which Commissioner Iseda served. Project Coordinator E. Ursu stated that
the next pre-application meeting, for VRP No. 97, is scheduled to be held on October
30, 2000.
Vice Chairman Slayden volunteered to serve at the pre-application meeting for VRP No. .
97.
Commissioner Dyda requested that Staff contact the applicants and foliage owners after
pre-application meetings to determine if the applicants will be proceeding with a formal
application, or if the parties have reached an agreement and Staff should close out their
application.
Staff notified the Commission about the status of pending private agreements on View
Restoration and View Preservation cases and on previous cases, which were heard by
the Commission.
Vice Chairman Slayden reported on his attendance at the Mayor's Breakfast,
summarizing numerous items that were discussed.
Chairman Alberio invited the Commissioners to attend the next Community Leader's
Breakfast on Saturday, October 7, 2000.

CONSENT CALENDAR:
1. MINUTES OF SEPTEMBER 7, 2000
Commissioner Dyda moved to approve the Minutes as presented, seconded by
Commissioner Monks, (5-0).

PUBLIC HEARINGS:
2. VIEW RESTORATION PERMIT NO. 76: Mr. and Mrs. Peter LaBarbera, 6050
Ocean Terrace Drive (EU)
Project Coordinator E. Ursu stated that the applicant and foliage owner are still in
negotiations as they attempt to reach a private agreement. Project Coordinator E. Ursu
requested that VRP No. 76 be continued to the November 2, 2000 meeting.
Commissioner Dyda moved to approve the Staff recommendation to Continue
VRP No. 76 to the November 2, 2000 VRC hearing, seconded by Vice Chairman
Slayden, (5-0).
NEW BUSINESS:
2. VRC'S DRAFT LETTER TO THE COUNCIL REQUESTING REIMBURSMENT
OF TRAVEL EXPENSES TO ATTEND THE ANNUAL PLANNERS INSTITUTE
Commissioners Dyda, Monks, Simmons, Vice Chairman Slayden and Chairman Alberio
signed the letter to the City Council requesting reimbursement of travel expenses to
attend the annual Planners Institute.
Chairman Alberio moved to approve VRC's letter to the Council, seconded by
Commissioner Monks. The motion passed, (5-0).

ADJOURMENT:
Commissioner Dyda moved to adjourn, seconded by Commissioner Simmons.
The meeting was duly adjourned at 7:35 P.M. to Thursday, November 2, 2000 at
7:00 P.M. at Hesse Park.
