VIEW RESTORATION COMMISSION
REGULAR MEETING
JUNE 20, 1996
The meeting was called to order by Chair R. Green at 7:04 P.M. at Hesse Park
Community Building, 29301 Hawthorne Boulevard. The Pledge of Allegiance followed,
led by Commissioner Boudreau.
PRESENT: View Restoration Commissioners Black, Boudreau, Goern, A. Green,
Karmelich, Long, Marshall, Vice Chair Sweetnam, Chair R. Green
ABSENT: Commissioner Gee (excused)
Also present were Director of Planning, Building and Code Enforcement Petru and
Recording Secretary Kennerson
APPROVAL OF AGENDA
Commissioner Long moved to accept the agenda as presented, seconded by
Commissioner Goern. Approved, (9-0).
COMMUNICATIONS
Chair R. Green reported on the Mayor's Breakfast he attended the previous day.
Vice Chair Sweetnam reported on a letter that was sent to the City Council from the
RPV Council of Homeowners Association regarding the proposed revision to
Proposition M.
DISCUSSION OF PRESENTATION TO THE CITY COUNCIL REGARDING VIEW
RESTORATION COMMISSION'S POSITION PAPER AT JULY 2, 1996 CITY
COUNCIL MEETING
Director Petru began the discussion by explaining that the City Council had been
provided with copies of the Commission's position letter and had informed Staff that the
appropriate time to review the letter would be at the July 2nd meeting when the Council
would also be reviewing Section 17.02.040 of the Draft Development Code. Director
Petru wanted to remind the Commissioners that she still did not know if the City Council
would agree to a joint workshop between the Planning Commission and the View
Restoration Commission.
Commissioner Long asked Staff what the current status was of applications for View
Restoration Permits.

Director Petru explained, because of the current vacancies in staffing, the City will be
using two contract Planners to begin processing City Tree Review Permits. The View
Restoration Permit applications would be held until the revised code and guidelines
were adopted by City Council.
Commissioner Karmelich was concerned that the Planning Commission and the View
Restoration Commission had not met to discuss view restoration issues prior to the City
Council meeting.
Chair R. Green responded that what he wanted to present to the City Council was the
idea that the View Restoration Commission was not clear on the Planning
Commission's rationale for its proposed changes to the code and before the City
Council adopted revisions to the Ordinance the Planning Commission and View
Restoration Commission should meet and reach a consensus on the proposed Code
language.
Vice Chair Sweetnam commented to Chair R. Green that the Commission should plan
on who and how any presentation to the City Council was going to be made. He
informed the Commission that he was going to speak to the City Council as the former
president of the Council of Homeowners Association and one of the authors of the
initiative (Proposition M). He presumed that Chair R. Green would make the
presentation for the View Restoration Commission.
Chair R. Green responded that he would be attending the Council meeting, but would
like other members of the View Restoration Commission to also attend. He asked
Commissioner Long if he would attend the meeting as he felt Mr. Long was able to
articulate the Commission's concerns very clearly. Chair Green also discussed the
issues of"view" and "same view" and how to present it to the City Council. He felt that
a few simple diagrams would be the easiest and most efficient way to do it.
Vice Chair Sweetnam reminded Chair Green that he would possibly only have three
minutes to make his presentation to the City Council and would not be able to go into
too much detail and that he should stress the importance of the workshop between the
Planning and View Restoration Commissions.
Commissioner A. Green suggested that during the presentation to City Council the View
Restoration Commission not only present the problems it sees, but also suggest
solutions to these problems.
Commissioner Marshall felt that the Commission shouldn't present the diagrams and
offer too many solutions unless the City Council asks for them.

Chair Green summarized by saying he felt the presentation should begin with a short
discussion on viewing area and what it is, followed by a request for a workshop with the
Planning Commission and why the View Restoration Commission felt that such a
meeting was necessary.
Commissioner Long made a motion that Chair R. Green, Commissioner Long and
Vice Chair Sweetnam attend the Council meeting on July 2, 1996 regarding the
presentation of the position paper, seconded by Vice Chair Sweetnam. The
motion passed, (9-0).
COMMENTS FROM THE AUDIENCE
Mrs. Ten Li-Ann Lee, 55 Oceanaire Drive, addressed the Commission about a City
street tree that was removed from the front of the house across the street from her
without the proper permits.
Chair R. Green felt this wasn't an appropriate issue for the View Restoration
Commission to hear and explained the purpose of the Commission to Mrs. Lee.
ADJOURNMENT
Commissioner Long moved to adjourn the meeting, which was seconded by Vice
Chair Sweetnam. The meeting was duly adjourned at 8:40 P.M.
Since the next regular meeting is a legal holiday (July 4, 1996) the Commission
cancelled this meeting and adjourned to the following regular meeting on July 18, 1996.
