VIEW RESTORATION COMMISSION
REGULAR MEETING
AUGUST 1, 1996
The meeting was called to order by Vice Chair Sweetnam at 7:03 P.M. at Hesse Park
Community Building, 29301 Hawthorne Boulevard. The Pledge of Allegiance followed,
led by Commissioner Boudreau
PRESENT: View Restoration Commissioners Black, Boudreau, Gee,
Goern, A. Green, Long, Marshall, Vice Chair Sweetnam
ABSENT: Chair R. Green (excused) and Commissioner Karmelich
Also present were Director of Planning, Building and Code Enforcement Petru and
Recording Secretary Peterson
APPROVAL OF AGENDA
Commissioner Long moved to accept the agenda as presented, seconded by
Commissioner Gee. Approved, (8-0).
REVISION OF VIEW RESTORATION PERMIT GUIDELINES
Vice Chair Sweetnam began the discussion by asking staff if the proper procedure
would be to review the existing guidelines and make the necessary changes and then
send it to the City Attorney, or have the City Attorney prepare the new guidelines and
give to the View Restoration Commission for it's review.
Director Petru responded that the View Restoration Commission should review the
existing guidelines, make suggestions, and forward them to the City Attorney. The City
Attorney would then have the revised guidelines back to the Commission for their
review by the next meeting.
Vice Chair Sweetnam felt it would be most efficient to go through the proposed 1994
View Restoration Permit Guidelines page by page and discuss any proposed changes.
Commissioner A. Green made a motion to break both the 1990 and 1994
procedures into sections and assign two Commissioners to each section. By
doing this, each Commissioner will become an expert on their section and will
then report back to the View Restoration Commission their recommendations on
changes.

A discussion followed on whether or not breaking into groups would be an efficient way
to approach the review of the Guidelines and how the sections would be divided.
Commissioner Long seconded the motion.
Commissioner Boudreau felt the Code Amendments were what needed to be focused
on since the final version of what the Code says will dictate what appears in the View
Restoration Guidelines.
Vice Chair Sweetnam again suggested the Commission go through the Guidelines on a
page by page basis.
Commissioner A. Green started with the Table of Contents and compared the 1990
version with the 1994 version. He felt there was a lack of information in the new
version, which should be revised.
Commissioner Marshall suggested that an index be prepared for the Guidelines.
Vice Chair Sweetnam commented that expanding the Table of Contents and adding an
index were clerical tasks that the City staff would take care of.
Director Petru responded that clerical staff could make changes based on direction from
the Commission.
Commissioner A. Green compared Page 1 of the 1990 and 1994 Guidelines and noted
the differences between the two documents.
Commissioner Long commented that the section dealing with the appeals process
should be moved to a separate section. He felt it was not in the appropriate section, as
written.
Commissioner A. Green noted that on Page 2 the section dealing with views and
viewing areas may change depending on what the City Council does. It may have to be
redone in accordance with what the new Code directs.
A discussion followed on defining views and viewing areas and it was decided to wait
and see the City Attorney's version before any changes were proposed by the
Commission.

A vote was then taken on the motion. The motion failed (3-5) with the following
roll call vote:
Ayes: Commissioners Long, A. Green, and Gee
Noes: Commissioners Marshall, Goern, Boudreau, Black, and Vice Chair
Sweetnam
Vice Chair Sweetnam suggested the Commissioners read through the Draft Guidelines
and highlight any areas they felt needed work. The Commission would then discuss
any revisions at the next meeting along with the City Attorney's revisions.
Commissioner A. Green began a discussion on viewing the tapes of City Council
meetings that deal with view restoration issues by stating how important he felt it was
for keeping members of the Commission informed on decisions by the City Council. He
felt the Commission should consider writing it into the Guidelines or Rules and
Procedures, as appropriate, so that viewing the tapes will be done automatically.
A discussion followed on the how the tapes would be viewed, how often they would be
viewed, and how the tapes might be edited to save time.
Commissioner A. Green made a motion that the View Restoration Commission
attempt to incorporate into their Rules and Procedures a procedure where the
Commission will view the video tapes for all City Council meetings that are
pertinent to view restoration issues.
Commissioner Long seconded the motion but requested an amendment to the
motion that the Commission would view pertinent meetings of the City Council,
except for appeals of rulings of the View Restoration Commission. The maker of
the motion agreed to the seconder's amendment and the motion passed, (8-0).

ADJOURNMENT
Commissioner Gee moved to adjourn the meeting, which was seconded by
Commissioner Goern. The meeting was duly adjourned at 9:03 P.M.
The next regular meeting will be held Thursday, August 15, 1996 at Hesse Park, 7:00
P.M.
