VRC MINS 19941103 APPROVED 11/17/94 MINUTES VIEW RESTORATION COMMISSION CITY OF RANCHO PALOS VERDES November 3, 1994 AGENDA I: CALL TO ORDER The meeting was called to order at 7: 07 PM by Chairman Clark at Hesse Community Park, 29301 Hawthorne Boulevard, Rancho Palos Verdes. AGENDA II: ROLL CALL PRESENT: Commissioners Black, Eastwood, Goern, Alan Green, Ray Green, Sweetnam, and Chairman Clark. ABSENT: Commissioners Boudreau, Weisz, and Vice Chairman Cartwright. Also present were Carolynn Petru, Planning Administrator, and Recording Secretary, Helena Eudave' . AGENDA III: FLAG SALUTE The flag salute was led by Carolynn Petru. AGENDA IV: COMMUNICATIONS Carolyn Petru, hereafter referred to as Staff, informed the Commission that she had passed out a revised copy of Exhibit "A" , which was the final version of the View Restoration Permit Guidelines. Chairman Clark asked Staff if she had received any communication from the City Attorney regarding the revisions of her memo. Staff said the latest version of the memo was provided to the Commissioners in the Agenda packet and would be discussed at the November 17, 1994 meeting. AGENDA V: CONSENT CALENDAR 1. Minutes of September 15, 1994. 2 . Minutes of October 6, 1994 . Commissioner Black made the motion to approve both sets of minutes, with minor amendments, and Commissioner Sweetnam seconded. Approved, (7-0) . Chairman Clark asked Staff if they had received any feedback from the City Council regarding the minutes of this Commission. Staff 111 111 responded by saying that the Council members are given a copy of the approved VRC Minutes as part of their weekly status reports, but that they had not received any comments from any of the Council members on the content of the Minutes. AGENDA VI: ADOPTION OF RECOMMENDED VIEW RESTORATION PERMIT GUIDELINES TO BE FORWARDED TO CITY COUNCIL. Staff advised that she had passed out Exhibit "A" which was the final version of the revised Guidelines, which would be forwarded to the City Council for review and adoption. The changes to Exhibit "A" since the version that was provided to the Commission in their agenda packets included: 1) Modification to the definition of "View" to reflect the direction given to Staff at the last meeting; and, 2) The inclusion of the attachments referenced in the revised Guidelines. Chairman Clark thanked the Commission and the Staff for the excellent job accomplished in creating the Guidelines. Commissioner Sweetnam moved, seconded by Commissioner Goern, to adopt VRC Resolution No. 94-2, recommending that the City Council adopt the revised Guidelines. Passed, (7-0) . Staff suggested that because the Development Code is going to be presented to City Council in January 1995, it might be best to hold off presenting these Guidelines to the City Council until after adoption of the final Development Code language. Chairman Clark recommended that the Commission abide by Staff's suggestion. Commissioner Sweetnam added that he felt this Commission should resolve any differences with the Planning Commission on the interpretation of the Code in the meantime. AGENDA VII: ITEMS TO BE PLACED ON FUTURE AGENDAS A. Staff 1. The City Attorney's memorandum of October 27, 1994 . 2 . Discussion of View Restoration Permit fee calculation. B. Commission 1. Chairman Clark asked that the Key Issues List be brought back so that the Commission could verify that everything was .incorporated into Guidelines. 2 . Commission R. Green asked about the Commission's future meeting schedule. After some discussion, it was decided that this issue should also be placed on a future agenda for further discussion. AGENDA IX: ADJOURNMENT Commissioner Eastwood moved to adjourn the meeting, seconded by Commissioner Black. The meeting was duly adjourned at 7:32 P.M.
