C. Consideration and Possible Action to Review the Status of Border Issues (Fox)
Recommendation: Receive and file the current report on the status of Border
Issues.
D. Consideration and Possible Action to Approve First Amendments to Five On-Call
Agreements between the City of Rancho Palos Verdes and Atkins North America,
Hamilton & Associates, Rigg Consulting, Willdan Engineering, and Withers &
Sandgren for On-Call Services (Flannigan)
Recommendation: 1) Approve the First Amendments to the Agreements; and,
2) Authorize the Mayor and City Clerk to execute the First Amendments to the
Agreements with the following: A) Atkins North America, B) Hamilton & Associates,
C) Rigg Consulting, D) Willdan Engineering, and E) Withers & Sandgren for on-call
services, and extend the term of the agreements to June 30, 2017.
E. Consideration and Possible Action regarding a Space Needs Study of the City's
Corporation Yard (Throne)
Recommendation: Receive and file the Corporation Yard Needs Assessment
Study prepared by Griffin Structures, Inc.
F. Consideration and Possible Action to Award a Contract for Construction of the ADA
Access Improvements Del Cerro/Burma Road Entrance to Palos Verdes Nature
Preserve Project (Flannigan)
Recommendation: 1) Approve the construction plans and contract documents for
the ADA Access Improvements Del Cerro/Burma Road Entrance to Palos Verdes

(PV) Nature Preserve Project; 2) Award a construction contract to Nobest, Inc. in
the amount of$88,000; 3) Award a Professional Services Contract to KOA
Corporation for Construction Management and Inspection services in the amount of
$217980; 4) Authorize a 10% project contingency in the amount of$11,020; and,
5) Authorize the Mayor and City Clerk to execute the Construction and Professional
Services Agreements, subject to approval as to form by the City Attorney.
G. Consideration and Possible Action to Approve the City's Response to the 2015-16
Civil Grand Jury Report regarding Appointed Commissions (Fox)
Recommendation: Authorize the Mayor to sign the City's response letter
regarding the report by the 2015-16 Civil Grand Jury regarding appointed
commissions.
H. Consideration and Possible Action to Execute a Professional Services Agreement to
Prepare Technical Studies for the General Plan Update Project (Kim)
Recommendation: Authorize the Mayor and City Clerk to execute a professional
services agreement with Environmental Science Associates in an amount not to
exceed $150,000 to prepare technical studies for the General Plan Update project.
I. Consideration and Possible Action to Approve the Third Amendment to the
Agreement with Venco Western, Inc., for City Program Activities and Right-of-Way
Landscape Maintenance (Ramezani)
Recommendation: 1) Approve the Third Amendment to the Agreement with
Venco Western, Inc., for City program activities and right-of-way landscape
maintenance; 2) Authorize the Mayor and City Clerk to execute the Third
Amendment to the Agreement with Venco Western, Inc.; and, 3) Authorize the
Director of Public Works to terminate the agreement with Venco Western, Inc.,
when the contract with Stay Green has been finalized.
J. Consideration and Possible Action to Address Unauthorized Nighttime Activities at
Marilyn Ryan Sunset Point Park (Kim)
Recommendation: 1) Review and consider directing Staff to implement Option
Nos. 9 through 11 to address unauthorized nighttime activities at Marilyn Ryan
Sunset Point Park; and, 2) Authorize an additional appropriation from the General
Fund of$70,500 to Public Works' Parks, Trails & Open Space Maintenance
Program.
K. Consideration and Possible Action to Adopt Ordinance No. 586 to Amend
Ordinance No. 577, thereby Clarifying the Language for Chapter 15.20.040 (H), (K),
(N), and (P) of the Rancho Palos Verdes Municipal Code (Mikhail)
Recommendation: ADOPT ORDINANCE NO. 5867 AN ORDINANCE OF THE
CITY OF RANCHO PALOS VERDES, AMENDING ORDINANCE NO. 577
CLARIFYING THAT THE CITY COUNCIL'S ADOPTION OF ORDINANCE NO. 577

SOLELY ESTABLISHED AN EXCEPTION CATEGORY ("T") TO ALLOW
RESIDENTIAL DEVELOPMENT WITHIN THE LANDSLIDE MORATORIUM

EXCEPTION CATEGORIES ("H," "K," "N," OR "P") TO THE LANDSLIDE
MORATORIUM ORDINANCE (CHAPTER 15.20 OF THE RANCHO PALOS
VERDES MUNICIPAL CODE).
L. Consideration and Possible Action to Award a Professional Services Agreement for
the Traffic Sign Inventory, Assessments and Cost Estimate Program to KOA
Corporation (Carrasco)
Recommendation: 1) Award a Professional Services Agreement with KOA
Corporation in the not-to-exceed amount of$100,000 for the services related to the
Traffic Sign Inventory, Assessments and Cost Estimate Program; and, 2) Authorize
the Mayor and City Clerk to execute the Professional Services Agreement pending
City Attorney's approval as to form.
M. Consideration and Possible Action to Receive and File the 2016 Local Agency
Biennial Notice for the City of Rancho Palos Verdes, indicating that the Conflict of
Interest Code be Amended and Updating the Conflict of Interest Code for the City of
Rancho Palos Verdes (Takaoka)
Recommendation: 1) Receive and file the 2016 Local Agency Biennial Notice for
the City of Rancho Palos Verdes, indicating that the Conflict of Interest Code be
amended; and, 2) ADOPT RESOLUTION NO. 2016- , A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ADOPTING A
CONFLICT OF INTEREST CODE WHICH INCORPORATES BY REFERENCE
THE STANDARD CONFLICT OF INTEREST CODE PREPARED BY THE FAIR
POLITICAL PRACTICES COMMISSION AND REPEALING RESOLUTION

EMPLOYEE NEGOTIATIONS AND THE PROCEDURE FOR ADOPTING OR
AMENDING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY
AND AN EXCLUSIVELY RECOGNIZED EMPLOYEE ORGANIZATION (THE RPV
"OPEN ORDINANCE").
Q. Consideration and Possible Action to Approve the First Amendment to the
Agreement with Easy Roll Off Services for Commercial Solid Waste Hauling, which
would Reduce its Insurance Requirements below those of other Haulers (Larvenz)
Recommendation: Reject Easy Roll Off Services' request for an amendment to
the Agreement to reduce insurance requirements, but allow Easy Roll Off to
operate in the City if they sign their approved Agreement and provide the
required insurance coverage.
R. Consideration and Possible Action to Receive and File a Report on Recent Issues
regarding Green Hills Memorial Park (Kim)
Recommendation: Receive and file a report on recent issues regarding Green
Hills Memorial Park.
S. Consideration and Possible Action to Approve Amendments to Two Landscape
Maintenance Services Agreements with Marina Landscape Services, Inc. (Larvenz)
Recommendation: 1) Approve the Fourth Amendment to the Agreement with
Marina Landscape Services, Inc., for Landscape Maintenance Services for Parks
(Parks) and authorize the Mayor and City Clerk to execute the Fourth Amendment
to the Agreement with Marina Landscape Services, Inc. for park facilities;
2) Approve the Third Amendment to the Agreement with Marina Landscape
Services, Inc., for Landscape Maintenance Services for Medians, Corridor
Improvements, and Weed Abatement for Rights-of-Way (Streets) and authorize the
Mayor and City Clerk to execute the Third Amendment to the Agreement with
Marina Landscape Services, Inc. for street facilities; and, 3) Authorize the Director of
Public Works to terminate both Agreements with Marina Landscape when the
contract with Stay Green has been finalized.
T. Consideration and Possible Action to Award a Professional Services Agreement to
CWE Corp. to Perform Initial Environmental Studies for the Project to Straighten the
East End of Palos Verdes Drive South in the Active Portuguese Bend Landslide
Area (Dragoo)
Recommendation: 1) Award a Professional Services Agreement, in a form
approved by the City Attorney, to CWE Corporation for environmental analysis and
services for the not-to-exceed amount of$40,745; and, 2) Authorize Staff to use an
additional 10% ($4,000) as a project contingency.

U. Consideration and Possible Action to Enter into a Proposition A Local Return Fund
Exchange Agreement with the City of Diamond Bar for$450,000 (Ramos)
Recommendation: 1) Approve a Proposition A Local Return Fund Exchange
Agreement with the City of Diamond Bar; and, 2) Approve an additional
appropriation of$450,000 in exchange for$600,000 of Proposition A Local Return
Funds.
REGULAR BUSINESS:
1. Consideration and Possible Action to Award a Professional Services Agreement to
Withers & Sandgren, Ltd. for the Design of the Lower Hesse Park Improvement
Project (Dragoo) (10 mins)
Recommendation: 1) Award a Professional Services Agreement to Withers &
Sandgren, Ltd. for a not-to-exceed amount of$80,550 to prepare plans,
specifications and cost estimates for the Lower Hesse Park Improvement Project;
and, 2) Authorize Staff to use an additional 5% ($4,000) as a design contingency.
2. Consideration and Possible Action to Initiate Code Amendment Proceedings for
Rancho Palos Verdes Municipal Code (RPVMC) Sections 17.78.040 and 17.78.050
to Clarify the "Minor Modification" Process for Previously-Approved Decisions and
Conditions of Approval (Silva) (15 mins)
Recommendation: Initiate code amendment proceedings to codify a "minor
modification" process pursuant to RPVMC Section 17.78.040, and to clarify the
process for interpreting previous decisions and/or conditions of approval pursuant to
RPVMC Section 17.78.050.
3. Consideration and Possible Action to Approve the Los Serenos De Point Vicente
Docents' Proposal to Reconsider Outdoor Education Exhibits at Lower Point
Vicente (Trautner) (30 mins)
Recommendation: Provide direction to Staff and the Docents regarding the
proposal to include outdoor education exhibits at Lower Point Vicente.
