Consideration and Possible Action to Award a Maintenance Agreement to West Coast Arborists, Inc., for Tree Trimming Services (Larvenz) Recommendation: 1) Award a "piggyback" Maintenance Agreement for Tree Trimming Services in the amount of$388,310 for FY16-17 through FY18-19 to West Coast Arborists, Inc.; 2) Approve the additional appropriation request of$58,400; and, 3) Authorize the Mayor and City Clerk to execute the Maintenance Agreement, subject to approval as to form by the City Attorney. Consideration and Possible Action to Award a Maintenance Agreement to Stay Green, Inc., for Labor and Equipment for City Landscaping, General Maintenance, and Litter & Trash Services (Larvenz) Recommendation: 1) Reject the bid protest filed by Bennett Landscaping as being unsubstantiated; 2) Authorize an additional appropriation from the General Fund of $787766; 3) Award a three-year Maintenance Agreement for Labor and Equipment for City Landscaping, General Maintenance, and Litter & Trash Services for FY16- 17 through FY18-19 to Stay Green, Inc., in a total amount not to exceed $2,841,198; 4) Authorize Staff to use up to an additional $25,000 annual contingency for scheduled and unscheduled Contractor overtime to support City events which occur outside of scheduled working hours and after-hour's emergency response; and, 5) Authorize the Mayor and City Clerk to execute the Maintenance Agreement, subject to approval as to form by the City Attorney. Consideration and Possible Action to Authorize the Recruitment and Hiring of Two Full-Time Recreation Program Supervisor I Positions to be Funded Utilizing Current Part-Time Staff Salaries and Benefits (Linder) Recommendation: Authorize the addition of two full-time Recreation Program Supervisor I Staff positions to be offset by part-time salaries and benefits. Q. Consideration and Possible Action to Authorize a Professional Services Agreement for Citywide Peafowl Trapping Services (Peterson) Recommendation: Authorize the Mayor and City Clerk to execute a professional services agreement with Wildlife Services, as approved as to form by the City Attorney, in an amount not to exceed $36,025 annually ($108,075 total three year cost), for a period of three years, for Citywide trapping of peafowl. Consideration and Possible Action to Review the Arterial Fences and Walls Assessment Report and to Direct Staff to Proceed with Suggested Solutions (Mihranian/Jules) (45 mins) Recommendation: 1) Review the Arterial Fences and Walls Assessment Report; 2) Direct Staff to proceed with the following short-term solutions to address private arterial fences and walls identified as being in "poor' condition in the Assessment Report: a) Remove damaged chain link fencing and associated debris within the public right-of-way along Hawthorne Blvd.; b) Initiate code enforcement for the 9% (26 properties) of arterial fences and walls in the City's single-family residential zoning districts identified as "unsafe" in the Assessment Report; and, c) Initiate code enforcement for all of the arterial fences and walls in the City's multi-family residential, commercial and institutional zoning districts identified in the Assessment Report; and, 3) Direct Staff to proceed with the Council-preferred long-term solution to address arterial fences and walls, based on the options described in the Assessment Report. 7. Consideration and Possible Action to Receive and File a Report on Citywide Helicopter Noise Issues and Submit a Letter to the FAA and Congressman Ted Lieu (Kim) (10 mins) Recommendation: 1) Receive and file a report on Citywide helicopter noise issues; and, 2) Authorize the Mayor to sign a letter for submittal to the FAA and Congressman Ted Lieu. 8. Consideration and Possible Action to Initiate a Request to Vacate a Tract Condition Prohibiting Access to a Vacant Lot known as the Elkmont Canyon (Assessor's Parcel Number (APN) 7576-026-028, Case No. ZON2014-00229) (Seeraty) (10 mins) City Council Agenda Regular Meeting July 19, 2016 Page 6 of 8 Recommendation: Continue the initiation request to vacate and remove a tract condition that prohibits access to a vacant lot known as the Elkmont Canyon to the August 16, 2016 City Council meeting.
