APRIL 19, 2016
The meeting was called to order at 6:06 P.M. by Mayor Dyda at Fred Hesse Community
Park, 29301 Hawthorne Boulevard.
City Council roll call was answered as follows:
PRESENT: Brooks, Duhovic, Misetich, and Mayor Dyda
ABSENT: Campbell (excused)
Also present were Doug Willmore, City Manager; David Aleshire, City Attorney; and,
Carla Morreale, City Clerk.

City Attorney Aleshire announced the items to be discussed in Closed Session.

PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Mayor Dyda.
CLOSED SESSION REPORT:
City Attorney Aleshire reported on the following Closed Session items: 1) With respect
to the Public Employee Performance Evaluation of the City Manager, discussion
occurred with no reportable action taken; 2) With respect to the Existing Litigation of
Sharon Yarber, et al v. City of Rancho Palos Verdes case, a status report was provided
with no reportable action taken; 3) With respect to the Existing Litigation of Sharon
Loveys, et al. vs. City of Rancho Palos Verdes case, a status report was provided with
no reportable action taken; and, 4) With respect to the Potential Litigation against the
City a report was provided and no reportable action taken.
MAYOR'S ANNOUNCEMENTS:
Mayor Dyda announced that April 22, 2016 is Earth Day. He reported on several Earth
Day events including the City and EDCO sponsored free Paper/Document Shredding
Event for residents on Saturday, April 23, 2016, noting that unwanted electronics will be
collected and free mulch offered that same day; and the LA County sponsored
Household Hazardous Waste and Electronics Roundup on May 14, 2016.
RECYCLE DRAWING:
Mayor Dyda announced Recyclers of the Month from the April 5, 2016 City Council
meeting: Robert Pittman and Rosemarie Vegvesky. He indicated that all winners
receive a check for $250 representing a year of free refuse service and urged everyone
to participate in the City's Recycling Program.
APPROVAL OF AGENDA:
Councilwoman Brooks suggested that Item No. 1 (Consideration and Possible Action
regarding a Proposed FY 2016-17 Capital Improvement Budget and 5-year Capital
Improvement Program) be considered as the last item of Regular Business since there
were many speakers on the other Regular Business items.
Councilwoman Brooks moved, seconded by Councilman Duhovic, to approve the
agenda, as amended.

PUBLIC COMMENTS FOR ITEMS LISTED ON THE AGENDA FOR THE STUDY
SESSION:
None.
PUBLIC COMMENTS: (Audience Comments regarding Items Not on the Agenda)
City Clerk Morreale reported that there were eight requests to speak under Public
Comments.
Mayor Dyda noted that due to the number of speakers and the late start of the meeting,
speakers would be limited to two minutes to speak regarding their item.
Noel Weiss, provided comments regarding mediation over the potential lawsuit
regarding the Green Hills Memorial Park issues.
City Attorney Aleshire reported that the City Council has decided to participate in a two-
party mediation with the condition that the two parties (City and Vista Verde Owners
Association) split the cost of the mediation.
Max Ryan, and Nick Ryan, Rancho Palos Verdes, provided comments regarding the
trash that is left behind by visitors at Abalone Cove and suggested the use of signs
posted at strategic locations at the trailheads and the beach about the penalty for
littering.
Sharon Loveys, WOA, provided comments regarding the cost of the review of the
Green Hills Conditional Use Permit, the cost of the internal investigation of City staff,
and the proposed mediation process regarding the Green Hills Memorial Park Pacific
Terrace Mausoleum.
Joanna Jones-Reed, Vista Verde, Lomita, provided comments regarding the Green Hills
Memorial Park Pacific Terrace Mausoleum and Inspiration Slope Mausoleum building.
Minas Yerelian, provided comments regarding changes to the Noise Element as part of
the General Plan and opined that there should be noise monitoring of Special Use
Permits for temporary events and Conditional Use Permits.

City Manager Willmore announced that he appointed Ara Mihranian as the new
Community Development Director and congratulated him on his new position. He
thanked Terry Rodrigue, Interim Community Development Director, for his recent
assistance with the Community Development Department over the last several months.
Captain Beringer, Lomita Station, provided the 1st Quarter Crime Statistics for 2016 for
the City of Rancho Palos Verdes.
CONSENT CALENDAR:
City Clerk Morreale reported that there were no requests to speak regarding the
Consent Calendar.
Councilwoman Brooks moved, seconded by Councilman Misetich, to approve the
Consent Calendar, as presented.

Motion to Waive Full Reading
Adopted a motion to waive reading in full of all ordinances presented at this meeting
with consent of the waiver of reading deemed to be given by all Council Members after
the reading of the title.
Approval of Minutes
Approved the Minutes of the March 15, 2016 Special Meeting.
Register of Demands
ADOPTED RESOLUTION NO. 2016-15, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
Consideration and Possible Action to Amend the Agreement with Rocco Sigona
for Associate Producer Services
Amended the agreement with Rocco Sigona to provide Associate Producer services on
an as-needed basis, not-to-exceed 30 hours per week, and to be compensated in an
amount not-to-exceed $30,000.

Consideration and Possible Action to Amend the Agreement with Interwest,
Consulting Group, Inc. for Interim Community Development Services
Amended the current agreement with Interwest Consulting Group, Inc. for Interim
Community Development Services to include an additional appropriation of$25,000 to
be used on an as-needed basis.

REGULAR BUSINESS:
Consideration of Options to Address Unauthorized Access to the Altamira
Canyon Culvert under Palos Verdes Drive South (PVDS)
City Clerk Morreale reported that late correspondence was distributed prior to the
meeting and there were four requests to speak regarding this item.
Director of Public Works Throne provided a staff report and PowerPoint presentation
regarding this item.
Discussion ensued among Council Members and staff.
Mike Chiles, Rancho Palos Verdes, provided comments regarding the construction
history of the storm drain pipe in Altamira Canyon, trespassing and vandalism at his
home and on his property, threats to his family, graffiti problems in the area, and
responses by the Sheriffs Department.
Vicki Pinkham, Rancho Palos Verdes, provided comments regarding the problems
regarding constant public access to the storm drain pipe in Alta Mira Canyon, noting
problems of trespassing on their property, graffiti problems, criminal activity, and
problems with trash, drugs, and vandalism at and near the location.
Dan Pinkham, Rancho Palos Verdes, provided comments regarding the problems of
criminal activity, parties, graffiti, vandalism, fires, etc. at or near the location of the Alta
Mira Canyon storm drain culvert. He noted that this type of activity will spread from this
location and affect other private and public facilities. He offered access to the City from
his property in order to solve the problems at both ends of the culvert.
Joan Kelly, Rancho Palos Verdes, provided comments regarding the hazardous issues
at the Alta Mira Canyon culvert, including trespassing, vandalism, intoxication, and
graffiti. She encouraged closure with a grate at the lower end of the storm drain.

Councilwoman Brooks moved, seconded by Councilman Misetich, to approve the staff
recommendation to: 1) Direct Public Works to work with the Portuguese Bend
Community Association and affected private property owners to facilitate the temporary
installation of anti-trespassing grates on the privately-owned upstream end of the
Narcissa Drive drainage culvert, to be paid for with non-City funds; and, 2) Direct Public
Works to develop a capital improvement project to be considered for inclusion into the
FY 2016-2017 Capital Improvement Program (CIP) for modifications to the PVDS
drainage culvert to adjust the invert elevation to such a height as to effectively eliminate
unauthorized access into the City culvert and provide for a maintainable drainage
facility.
Councilwoman Brooks moved an amendment to the motion to have an immediate
remedy to: Direct the City to place a temporary grating on the downstream end of the
storm drain pipe and direct the City to work with Abalone Cove Landslide Abatement
District (ACLAD) to address a solution for the upstream end as an urgency measure.
The seconder of the motion accepted the amendment.
Councilwoman Brooks moved, seconded by Councilman Misetich, to approve the staff
recommendation, as amended, to: 1) Direct the City to place a temporary grating on the

Director of Recreation and Parks Linder introduced Administrative Analyst II Lozano to
provide the staff report and PowerPoint presentation regarding this item.
Mayor Pro Tem Campbell returned to the dais at 9:11 P.M.
Administrative Analyst II Lozano provided a staff report and PowerPoint presentation
regarding this item.
Andrea Vona, Executive Director, Palos Verdes Peninsula Land Conservancy (PVPLC),
provided a report and PowerPoint presentation regarding specific details pertaining to
the naming and donation opportunities, as well as other aspects of the Management
Agreement of the Preserve.
Cassie Jones, President, Board of Directors, PVPLC, spoke in support of the staff
recommendation as an effective way to raise donations for the Preserve.
Discussion ensued among Council Members and staff.
Ken Swenson, Board Member, PVPLC Board of Directors, Rancho Palos Verdes, in
response to a suggestion by Mayor Dyda that a Council Member be allowed to be on
the PVPLC Board of Directors, provided comments regarding the non-profit status of the
PVPLC Board and any possible conflicts of interest. He noted that the Board meetings
are open to the public and members of the public are always welcome to attend the
meetings, and stated that the Board would be open to discussion regarding some level
of participation by a City Council Member.
Discussion continued among Council Members, staff, and City Attorney Aleshire.
Councilwoman Brooks moved, seconded by Councilman Duhovic, to: Receive and file
the report on Palos Verdes Nature Preserve donation and naming opportunities; and
direct staff to return with a future agenda item regarding a discussion about formalizing
the relationship with the PVPLC Board.

Discussion continued among Council Members and City Attorney Aleshire regarding the
future agenda item. City Attorney Aleshire noted that the future agenda item should be
broadly worded so that all aspects of the relationship between the City and PVPLC
could be discussed.

Consideration and Possible Action regarding a Fourth of July Fireworks Display
City Clerk Morreale reported that there were three requests to speak regarding this
item.
Director of Recreation and Parks Linder provided a brief staff report regarding a
potential fireworks display on July 4, 2016.
The following people spoke about their concerns regarding a Fourth of July Fireworks
Display including the consideration of locations to be used; size of crowds and crowd
control issues; potential parking problems; safety and water concerns; traffic gridlock
problems with an emergency situation; and a possible infrastructure disaster: John
Freeman, Rancho Palos Verdes, Joan Kelly, Rancho Palos Verdes, and Vicki Pinkham,
Rancho Palos Verdes.
Councilman Misetich moved, seconded by Mayor Pro Tem Campbell, to direct staff to
provide plans for an ocean barge display of fireworks on July 4, 2016; authorize the
expenditure of City funds of up to $30,000; and, obtain commitments from co-sponsors
by May 30, 2016.
Discussion ensued among Council Members and staff.
Councilman Duhovic moved a friendly amendment to receive updates regarding
progress regarding a Fourth of July Fireworks Display on May 3 and May 17, 2016. The
maker and seconder did not accept this amendment.
Discussion continued among Council Members and staff.
RECESS AND RECONVENE:
Mayor Dyda called a brief recess from 10:31 P.M. to 10:38 P.M.
Councilman Misetich moved, seconded by Councilman Duhovic, to continue the
meeting for the consideration of new business to 11:00 P.M.
Without objection, Mayor Dyda so ordered.
Councilman Misetich moved, seconded by Mayor Pro Tem Campbell, to direct staff to
provide plans for an ocean barge display of fireworks on July 4, 2016; authorize the
expenditure of City funds of up to $30,000; obtain commitments from co-sponsors by
May 30, 2016; direct staff to provide information regarding a location, Sheriff presence,
and other concerns by the May 17, 2016 Council Meeting, with an update at the May 3,
2016 Council Meeting.

City Clerk Morreale reported that Lowell Wedemeyer, Chair of the Infrastructure
Management Advisory Committee was present and available for questions from the
Council.
Director of Public Works Throne provided a staff report and PowerPoint presentation
focusing on the Enhanced Funded CIP Table.
Lowell Wedemeyer, Chair, Infrastructure Management Advisory Committee, Rancho
Palos Verdes, expressed his pleasure with staff in producing the Proposed FY 2016-17
Capital Budget and 5-Year Capital Improvement Program.
Councilwoman Brooks moved, seconded by Councilman Duhovic, to receive and file the
report on the CIP and direct staff to return with an item at the next Regular Council
Meeting.
