Register of Demands (Cullen) Recommendation: ADOPT RESOLUTION NO. 2016-_7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. D. Consideration and Possible Action to Award a Professional Services Agreement to Harris & Associates for On-Call Professional Services (Dragoo) Recommendation: 1) Consider awarding a contract for on-call professional services to Harris & Associates; 2) Authorize the expenditure of up to $60,000 for the remainder of FY 2015-16 with a not-to-exceed amount of$25,000 for any single project; and, 3) Authorize the Mayor and City Clerk to execute the agreement, subject to approval as to form by the City Attorney. E. Consideration and Possible Action regarding a Claim Against the City by the Yu Living Trust, Shan Y. Yu and Anna Y. K. Yu (Morreale) Recommendation: Reject the claim and direct Staff to notify the claimant. F. Consideration and Possible Action to Authorize the City Clerk to file a Notice of Completion for the Grayslake Road Drainage Improvements Project (Flannigan) City Council Agenda May 3, 2016 Page 2 of 6 Recommendation: 1) Accept the project as complete; 2) Authorize the City Clerk to file a Notice of Completion for the project with the Los Angeles County Recorder; and if no claims are filed within 35 days after recordation, send a notice to the surety company to exonerate the Payment and Performance Bond; and, 3) Authorize the Director of Public Works to release the 5% construction retention payment to Concept Consultant, Inc., 35 days after recordation of the Notice of Completion by the Los Angeles County Recorder, contingent upon no claims being filed on the project, and the contractor posting an acceptable warranty bond with the City. G. Consideration and Possible Action to Award a Professional Services Contract for the Design of ADA Access and Accessibility Improvements at Fred Hesse Park (Dragoo) Recommendation: 1) Award a Professional Services Agreement to Creative Design Associates in the amount of$31,980, including a design contingency of 10% ($3,200), for unforeseen changes to the scope, plus an amount not to exceed $1,000 for reimbursable items; and, 2) Authorize the Mayor and City Clerk to execute the Professional Services Agreement, subject to approval as to form by the City Attorney. H. Consideration and Possible Action to Award a Professional Services Agreement to Sunbeam Consulting, Inc. for the Design of the Miraleste Drive Arterial Roads Rehabilitation Project (Jules) Recommendation: 1) Award a professional services agreement to Sunbeam Consulting in the amount of$174,998 for the preparation engineering plans, specification, and cost estimates for the Miraleste Drive Arterial Roads Rehabilitation Project; and, 2) Authorize the Mayor and City Clerk to execute the agreement pending City Attorney's approval as to form. I. Consideration and Possible Action regarding the March 2016 Cash Balances/ Monthly Treasurer's Report (Cullen) Recommendation: Receive and file the March 2016 Cash Balances/Monthly Treasurer's Report. J. Consideration and Possible Action to Approve the Purchase of a Vehicle for Use by Preserve/Open Space Staff(Waters) Recommendation: Authorize Director of Recreation and Parks to execute a purchase contract with National Auto Fleet Group in an amount not to exceed $37,916 for the purchase of a 2016 Ford F-150 four-wheel drive truck with assorted attachments for use primarily by Recreation and Parks' Preserve/Open Space Staff. K. Consideration and Possible Action to Implement School Crossing Guards at Three Locations (Carrasco) City Council Agenda May 3, 2016 Page 3 of 6 Recommendation: Approve the placement of school crossing guards and the associated traffic improvements near Ridgecrest Intermediate School, Silver Spur Elementary School and Dodson Middle School. PUBLIC HEARINGS: 1. Consideration and Possible Action to Introduce an Ordinance to Permit Special Events on City Property, Public Rights-of-Way, and on Private Property where the Public is Invited (Throne) (20 mins) Recommendation: 1) INTRODUCE ORDINANCE NO. , AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, ADDING A NEW CHAPTER ENTITLED "SPECIAL EVENT PERMITS" TO TITLE 12 OF THE RANCHO PALOS VERDES MUNICIPAL CODE FOR THE PURPOSE OF PROVIDING A COORDINATED PROCESS FOR MANAGING COMMUNITY EVENTS TO ENSURE PUBLIC HEALTH AND SAFETY AND TO PROVIDE FOR FEES AND PROCEDURES TO ADMINISTER THE PERMIT PROCESS. REGULAR BUSINESS: 2. Consideration of a Proposal from the City Council Subcommittee for a Revised Storm Drain User Fee and the Next Steps to Establish such a Fee if one is Enacted (Throne/Cullen) (20 mins) Recommendation: Receive and discuss a proposal from the City Council Subcommittee to establish a revised storm drain user fee. 3. Consideration and Possible Action regarding a Fourth of July Fireworks Display (Linder) (20 mins) Recommendation: 1) Direct Staff to not proceed with preparations for a 2016 Fourth of July fireworks display; and, 2) Direct Staff to proceed with preliminary preparations for a potential 2017 Fourth of July Fireworks show, including identification of potential sponsors. 4. Consideration and Possible Action to Address Vehicle Noise and Speeding in the Palos Verdes Drive East "Switchbacks" Area (Yap) (20 mins) Recommendation: 1) Direct the Sheriff's Department to proceed with the "zero tolerance" enforcement plan of the Switchbacks area and direct Staff to support the plan by assisting with public outreach; and, 2) Direct Public Works to add transverse pavement markings to work in conjunction with the Sheriff's "zero tolerance" enforcement plan.
