EMPLOYMENT AGREEMENT
Disaster Management Area Coordinator
Area G Office of Emergency Services
THIS AGREEMENT is made and entered into by and between AREA G CIVIL
DEFENSE AND DISASTER BOARD, a joint powers agency, hereinafter called "The
Board", and Jeffery Robinson, an individual.
WHEREAS, the Board desires to employ the services of Mr. Robinson as Disaster
Management Area Coordinator; and
WHEREAS, Mr. Robinson desires to accept the employment as Disaster Management
Area Coordinator of the Board;
NOW, THEREFORE, it is agreed as follows:
1. General. The Board hereby appoints Mr. Robinson as Disaster
Management Area Coordinator, beginning January 23, 2012, to serve at the
pleasure of the board and to perform the functions and duties specified
herein. Effective January 23, 2012, he shall report to the City Manager of
Rancho Palos Verdes for a period of two (2) years, and thereafter as
designated by the Board. Probationary first year monthly reviews of Mr.
Robinson's performance shall be conducted by the City Manager of Rancho
Palos Verdes followed by annual reviews, with input from the Emergency
Services Coordinators of other Area G jurisdictions, each year, thereafter.
2. Compensation. The Board agrees to pay Mr. Robinson at the monthly rate
of$7,166 monthly as compensation for his services payable at the same time
and in the same manner as salaries are paid in the "host jurisdiction" (which
is currently the City of Torrance). Compensation may be increased or
decreased by Board action.
3. Benefits and Working Conditions. Except as otherwise provided herein,
the board shall provide the same benefits to the Disaster Management Area
Coordinator as those provided to other employees in the service of the host
jurisdiction. Benefits shall be adjusted concurrently with adjustments made
in the employee benefits of the host jurisdiction, or subsequent agreements
between the host jurisdiction and the Board. Any and all adjustments must
have the prior approval of the Board.

4. Relocation of Disaster Management Areas Coordinator Position. In the
event that the Disaster Management Area Coordinator position is transferred
to a new host jurisdiction, benefits shall be adjusted to coincide with those
offered by the new host jurisdiction or as otherwise specified herein, the
Disaster Management Area Coordinator shall conform to the office hours and
personnel rules and regulations applicable to a similar employee of the host
jurisdiction, except that the he shall serve at the pleasure of the Board.
5. Expense Reimbursement. The Disaster Management Area Coordinator
shall be entitled to reimbursement of all actual and necessary expense
incurred in thep erformance of official duties to the same extent and in the
same manner as employees of the host jurisdiction.
6. Vehicle Allowance. The Disaster Management Area Coordinator shall
receive a $370 per month vehicle allowance in lieu of expense
reimbursement for mileage and auto expenses. This may be adjusted by
action of the Board at their discretion.
7. Compensatory Time Off/Overtime. No compensatory time off or overtime
shall be permitted to be accrued by the Disaster Management Area
Coordinator, and no payment of said time shall be authorized by the Board.
8. Duties — General. Under the policies established by the board, The Disaster
Management Area Coordinator shall:
A. Using federal, state and local guidance, coordinate the development of
emergency plans, programs, policies and annual exercise templates
among member jurisdictions of Area G, and cooperate and participate with
the County in the field of operation planning, exercises and training
affecting Area G jurisdictions.
B. Establish Area G committees for the purpose of developing emergency
programs, workshops and seminars as deemed necessary to improve
emergency programs, and conduct workshops as appropriate to brief
member jurisdictions on federal and state programs for disaster programs.
C. Provide ongoing N I MS mandated and Emergency Operations Center
section training for Area G city staff and councilmember's.
D. Attend pertinent federal and state training programs, workshops and
seminars as deemed necessary to improve emergency programs, and
conduct workshops as appropriate to brief member jurisdictions on federal
and state programs for disaster programs.
E. Develop and promote an Area G public emergency preparedness
information program and obtain public support to maintain community
interest in emergency preparedness.
F. Assist Area G jurisdictions to develop emergency operation centers,
including appropriate display and communication systems for disaster
operations.

G. Report to and carry out the policies of the Board, and other related duties,
as required and assigned.
H. Meet regularly to advise and consult with member cities.
I. Prepare and submit the annual budget to the Board for adoption.
J. Make recommendations as to the administration and delivery of Area G
services to member cities.
9. Duties — Specific.
A. Conduct a minimum of one Area G General Board meeting per month for
Area G jurisdictions on relevant subject matter, as determined by the
Board, Operational Area, state and federal agencies.
B. Work with the Board and Area G jurisdictions to produce an annual work
plan to be evaluated and adjusted for changing conditions each year.
C. Meet with the Board on a monthly basis and advise on matters pertaining
to Area G civil defense and disaster training.
D. Provide monthly reports to the Board as follows:
1. Report of previous month's activities.
2. Report on projected activities for the next month.
3. Monthly financial statement and year-to-date expenditures.
D. Conduct a minimum of one (1) emergency exercise for Area G
jurisdictions annually.
11. Other Terms and Conditions of Employment. The Board shall, by
amendment to this agreement, fix such other terms and conditions of
employment, from time to time, as it may deem necessary relating to
the performance and compensation of the Disaster Management Area
Coordinator.
